Book excerpt: Innovative Possibilities: Global Policing Research and Practice brings together observations that reflect upon the state of police (and policing) across the globe and associated forms of policing scholarship with inputs from Africa, Australia, South and Central America, China, Europe, and the USA. Following the introduction the book begins with a review of the nature of the relationship between policing research and practice with the Victoria Police in Australia and moves on to Britain where the focus is on how the National Improvement Strategy for Policing (NISP) is developing and how research is being used to design, define, monitor, and develop its strategic interventions using a series of case studies. In the United States the complex American terrain of the police is examined -- in particular this chapter examines how crime statistics are used to rationalize, justify, and account for their actions. In Latin America a comprehensive review of research on police reform in Latin America during the last two decades is given. Africa provides a complex and diverse social terrain which needs to be understood in relation to its plural policing landscape. Police scholarship in China looks at the historical development and current status of police scholarship in China, together with the emerging issues arising from it. The overarching concern of all these reflections is with bridging the deep seated tensions that exist between scholarship and practice within policing across the globe and the call for a new relationship of mutual respect that is committed to exploring better ways of governing security. This book was published as a special issue of Police Practice and Research.

Available in PDF, EPUB and Kindle. Book excerpt: Accountability of Policing provides a contemporary and wide-ranging examination of the accountability and governance of ‘police’ and ‘policing’. Debates about ‘who guards the guards’ are among the oldest and most protracted in the history of democracy, but over the last decade we have witnessed important changes in how policing and security agencies are governed, regulated and held to account. Against a backdrop of increasing complexity in the local, national and transnational landscapes of ‘policing’, political, legal, administrative and technological developments have served to alter regimes of accountability. The extent and pace of these changes raises a pressing need for ongoing academic research, analysis and debate. Bringing together contributions from a range of leading scholars, this book offers an authoritative and comprehensive analysis of the shifting themes of accountability within policing. The contributions explore questions of accountability across a range of dimensions, including those ‘individuals’ and ‘institutions’ responsible for its delivery, within and between the ‘public’ and ‘private’ sectors, and at ‘local’, ‘national’ and ‘transnational’ scales of jurisdiction. They also engage with the concept of ‘accountability’ in a broad sense, bringing to the surface the various meanings that have become associated with it and demonstrating how it is invoked and interpreted in different contexts. Accountability of Policing is essential reading for academics and students involved in the study of policing, criminal justice and criminology and will also be of great interest to practitioners and policymakers.

Book excerpt: Global Perspectives in Policing and Law Enforcement provides an exposition of policing and law enforcement practices, challenges, and opportunities in twenty different countries that were carefully selected to represent diverse geographic regions of the world. Each chapter presents policing from a different cultural background with diverse historical law enforcement experiences, varied social and demographic characteristics, and wide-ranging approaches to political leadership. By examining critical data and highlighting cracks within law enforcement across multiple countries, the contributors to this volume have created a framework of policing as it transitions into a modern outfit. Divided into parts, the book focuses on a large sample of countries from Africa, Europe, Asia, and Latin and Central America, North America and the Caribbean, as well as Australia and New Zealand. Such a broad coverage makes this book a critical reference point for those interested in criminal justice, criminology, political science, anthropology, and many others.

Book excerpt: The Police Accountability Task Force was formed in Chicago to actively seek out, listen and respond to voices from all over the city who had much to say about their often painful experiences with the Chicago Police Department (CPD), the Independent Police Review Authority (IPRA) and other parts of the local policing infrastructure, as well as their frustrations and lack of confidence in political actors. Members of the Task Force realized that they had an important duty to lay bare the systemic and sanctioned practices that led to the deaths of fellow citizens and the deprivation of the rights of so many others. They also make recommendations intended to be responsible to the people, empower the people and to specifically identify a range of changes essential to building trust, accountability and lasting change. Book excerpt: Who guards the guardians? How do liberal democracies ensure that citizens who have been granted authority to legitimately deprive other citizens of their freedom - the police - are held accountable to society for the way in which they exercise their powers? This is a clear account of reform in complaints against police. It is also about public policy and political relationships. It analyses how relations between police, government and civilian oversight bodies can affect the success of police accountability policies. The book looks at models in Australia, Britain, the USA and Canada, identifying shared difficulties which cross city, county, state, provincial and national boundaries. The analysis of two case studies from the Australian state of Queensland outline why the first attempt at civilian oversight was an abject failure, and the conditions which led to the creation of the second - a unique and powerful external, independent civilian oversight body. Lewis shows how external relations must be examined in evaluating the success or failure of the civilian oversight process, and presents a new model extending beyond the traditional reactive approach.

Book excerpt: Police leaders possess a plethora of rich experiences and practical and theoretical knowledge that provides fascinating insights into the current state of policing around the world. While observers’ opinions of ongoing developments in policing are well known, it is rare to get an insider’s glimpse of how police leaders themselves assess these advances. Through in-depth and exceptionally thoughtful interviews with highly placed police leaders and administrators, Trends in Policing: Interviews with Police Leaders Across the Globe presents cross-cultural perspectives on the organizational structure, leadership, functions, public projects, training, culture, and societal context of police worldwide. A broad spectrum of police philosophies from over a dozen countries This elite group of leaders and the learned researchers who interview them address the fundamental contextual changes that add layers of complexity to police work. Covering an extensive range of topics, the interviews include the experiences, opinions, and preferences of men and women who individually and as a group possess a vast array of knowledge pertaining to the problems and prospects of policing. While examining current trends, they discuss the future role of police in a world in which policing issues transcend national borders. A fruitful collaboration between practitioners and academics Through discussions with those actively engaged in policing, this book bridges the gap between research and practice. While police leaders are not usually accustomed to reflecting and writing on their experiences, the thoughtful interview style of the researchers assists the practitioners in defining their views, forming a cohesive volume rich with the wisdom of experience and the context of analysis.

Available in PDF, EPUB and Kindle. Book excerpt: In countries around the world, from the United States to the Philippines to Chile, police forces are at the center of social unrest and debates about democracy and rule of law. This book examines the persistence of authoritarian policing in Latin America to explain why police violence and malfeasance remain pervasive decades after democratization. It also examines the conditions under which reform can occur. Drawing on rich comparative analysis and evidence from Brazil, Argentina, and Colombia, the book opens up the 'black box' of police bureaucracies to show how police forces exert power and cultivate relationships with politicians, as well as how social inequality impedes change. González shows that authoritarian policing persists not in spite of democracy but in part because of democratic processes and public demand. When societal preferences over the distribution of security and coercion are fragmented along existing social cleavages, politicians possess few incentives to enact reform.
