The Board is encouraged, however, at the progress that has been made to this point, and it is deeply indebted to Mr. Forbus for his efforts. There is one aspect of this pro gram that is as yet not fully developed, and that is the matter of pharmacist personnel. Obviously, there are many hospitals that will not be able to employ pharmacists, and could not utilize them fully if they were available. This will mean that a considerable number of these positions will have to be filled on a part-time basis by the community prae titioners. Some hospitals will require the services of a pharmacist as little as a few hours per week. Others, of course, will 'require more. Regardless of the time requirement, it will be necessary to find the personnel willing to perform this professional function. It is, therefore, the professional and, yes, legal duty of each pharmacist in the state to make his services available wherever they are needed, when this is possible. Following the completion of this program, its implemen tation must be orderly and, thus, will doubt less not be as rapid as some might like. Olle thing is certain, for the program to be a. Success, it must have the cooperation of the pharmacists. The public health and safety, and his own professional self-interest, demand that he give this cooperation. This was an average of per store. If this figure is projected for 914 stores we get a total of which is proportionally identical with the figure obtained last year. The fact that 'the number of prescriptions did not decrease for the year immediately past is significant in view of the fact that it has been reported that there has been a recession of varying degrees in the other business of the drug stores. This seems to indicate that some of our pharmacists have been wise to im prove their facilities for handling prescrip tions and to serve notice to others that they should do so. The Board feels that steps should. Be taken. To provide counselling, professional advice, as well as guidance and information for pharmacists with drug and alcohol problems. It is axiomatic to any type of treatment or informational program that the anonymity of the individuals seeking assistance be maintained. Dealing with this problem is not a responsibility of the Board of Pharmacy. The Board can only consider the impaired pharmacist on a case by case basis when there has been an alleged violation of law or regulation. The Board feels that this is an appropriate problem for the North Carolina Pharmaceutical Association. It notes that other professional associations provide a mechanism for rendering assistance to its members. The Board, on the other hand, is confronted with the impaired pharmacist who is alleged to have violated a law or regulation. Assuming that the competent evidence introduced at the hearing satisfies the Board that the pharmacist is guilty as charged, there are a number of factors which the Board may consider in reaching a decision. The Board feels that the pharmacy profession and the general public are entitled to know what those general factors are and why the Board considers them to be significant in reaching a decision in an individual case. In order, therefore, to compare our appraisal with that Of an Objective Ob server, it is interesting to study some of the results of the Pharmaceutical Survey which has just been conducted by the American Council on Education. As is well known, this survey covered a period of two years and was under the direction of Dr. Edward C. Elliott, former President of Purdue Uni versity, and a man of wide experience in survey work. From the figures released in the preliminary report, it is found that North Carolina has the lowest number of pharmacists per hundred thousand popula tion of any state in the Union.
