The central part of the book consists of a series of previously published articles that have been edited to convey a single coherent account of a theory of unemployment that is growing in popularity. Chapters are preceded by overviews summarizing the main ideas and relating them to the book's underlying theme. The concluding chapter points out the predictions and policy implications of the theory. Lindbeck and Snower have taken care to make the main ideas accessible to a wide audience, without sacrificing analytical rigor."The insider-Outside Theory of Employment and Unemployment is concerned with both the causes and consequences of insider power. It emphasizes unemployment in chapters that survey modern unemployment theories and provide a formal comparison of the insider-outsider and efficiency-wage explanations of involuntary unemployment. Other topics include labor turnover costs (how they arise from insiders' activities and from job security legislation, and how they give rise to insider power), Union activities (how unions can amplify labor turnover costs, and provide insiders with newtools of rent-creation, such as strikes and work-to-rule actions), and the effect that insider activities can have in perpetuating the effects of temporary macroeconomic shocks. Assar Lindbeck is Professor of International Economics and Director of the Institute of International Economics at the University of Stockholm. Dennis J. Snower is Professor of Economics, Birbeck College, University of London.

Our 1990 article, which appeared in The Journal of Economic Behavior and Organization, represented a first step in this direction. The 1989 book was too mathematically oriented for many Keynesians and post Keynesians to be fully appreciated and insufficiently microfounded for both new classicals and new-Keynesians to be warmly accepted, yet we received positive and encouraging comments, and it was sold out very quickly. It was an attempt to dis cuss dynamics in Keynesian terms, based on a double assumption that maintains its validity-that both economic facts and analytical and methodological innova tions had contributed to a renewed interest in business cycles, which over time has had its "ups and downs." Since then, many more articles and books have appeared, stressing in particular the role of microfoundations and of nonlinearities in shaping business cycle theory.

Book excerpt: Amid total factor productivity (TFP) shocks job-to-job flows amplify the volatility of unemployment, but the aggregate implications of job-to-job flows amid financial shocks are less understood. To develop such understanding we model a general equilibrium labor-search framework that incorporates on-the-job (OTJ) search and distinctly accounts for the differential impact of TFP and financial shocks. Surprisingly, we find that the interaction of OTJ search with financial shocks is sufficiently different from its interaction with TFP shocks so that, under standard calibrations, our model generates aggregate dynamics exceedingly in line with the behavior of key U.S. macro data across several decades and in the wake of the Global Financial Crisis as well. Importantly, as in the data, the model yields relatively high volatilities of consumption, labor income, and unemployment. As such, our work contributes to resolving two limitations of current general equilibrium labor-search theory: under standard calibrations models without OTJ search generate implausibly low unemployment volatility, while models with OTJ search generate unemployment volatility closer to the data but at the expense of implausibly low consumption and labor-income volatility.

The steady worsening of Canadian unemployment rates led some economists to doubt the traditional view that the national economy is by nature self-correcting and to endorse the concept of hysteresis - the idea that the unemployment rate may display no tendency to return to an unchanging natural rate. Such hysteresis would have important and far-reaching implications for economic policy, particularly monetary policy. Jones provides an overview of leading theories of hysteresis and examines international and Canadian evidence from both microeconomic and macroeconomic perspectives. He extends the econometric analysis of hysteresis at both the micro and macro levels and concludes that while there is some evidence of dependence in Canada, the overall picture is not one of hysteresis.

And in good times, running a high-pressure economy could have permanent positive effects.
