Book excerpt: This dissertation examined perceptions of superintendents, principals and teachers about South Carolina's Palmetto Achievement Challenge Test or the Palmetto Assessment of State Standards testing program. A systemic sample of 729 superintendents, principals, and teachers were selected to participate in the study. A survey was emailed to the educators to gather their opinions and their perceptions of the South Carolina testing program. Three hundred seventy-four questionnaires were returned for a 52% return rate. Descriptive statistics were used to reveal participant's responses in five domains. A MANOVA was computed to determine if any significant main effects or interactions were evident among the independent variables of contract status, years of experience and position. Seven telephone surveys were conducted to increase understanding of the dependent variables or domains. Qualitative strategies were used to analyze these data. The results of the study found that opinions of superintendents, principals, and teachers differed in only one domain, school outcomes, based on contract status and years of experience.

The study also examined the role NCLB had in the development and implementation of instructional programs and professional development. State reported assessment scores from three districts in New Jersey were examined; proficiency scores from the High School Proficiency Assessment (HSPA), Grade Eight Proficiency Assessment (GEPA), New Jersey Assessment of Knowledge and Skills Grade 3 (NJASK3), and the New Jersey Assessment of Skills and Knowledge Grade 4 (NJASK4) were examined. Data revealed that student performance on mandated assessments did not show adequate proficiency in all tested areas. The results of this study indicate that teachers perceive that NCLB has had an impact on instructional programs and, as a result, may have had an effect on student achievement. Student performance increased in the areas of Language Arts Literacy in grades 3, 4, and 8. However, in Mathematics student performance decreased or failed to meet state benchmarks in grades 3, 4, and 11. Only grade 8 students met all proficiency benchmarks. Data reported from teachers and principals showed that instructional material focused on assessments had increased. Moreover, some practices geared toward increasing test scores impact both instructional program and professional development. Techniques like curriculum narrowing and teaching to the test are sometimes encouraged to increase student performance.

Book excerpt: During the period of school accountability, standardized testing has been utilized to gauge the effectiveness of schools as required under the No Child Left Behind Act of 2001 (NCLB). This case study explored teachers' perceptions regarding the implementation of NCLB on curriculum, instruction, and assessment. One hundred twenty-two teachers from a high performing suburban school district took part in the study. All participants took The National Board on Educational Testing and Public Policy (NBETPP) online site survey. The survey was consistent with the requirements of the National IRB. Data compiled from The NBETPP were analyzed to gain insight on teachers' perceptions about state-mandated testing and its impact on classroom curriculum, instruction, assessment. The online survey contained a follow-up open-ended question which provided participants with the opportunity to enhance survey responses. In addition, historical data on initiatives implemented by the district were also analyzed by the researcher.
