Available in PDF, EPUB and Kindle. Book excerpt: This book provides a balanced assessment of China’s communist rule, its viability as well as its prospect of democracy. The People's Congresses and Governance in China presents a complex but convincing analysis of the transformation of governance in China. As the first systemic and theoretical study of China’s provincial legislatures, it draws our attention to one of the most promising growth points in China’s changing constitutional order. Through in depth and first hand research, the author provides a comprehensive explanation about why the provincial legislatures have acquired institutional maturation and expanded power in the context of Chinese transitional political economy. The book portrays an innovative pattern of legislative development, sums up pragmatic local strategies for market creation, and identifies multiple dynamics for promoting accountability and democracy. Based upon the case study of provincial legislatures, Ming Xia reveals the formation of a new mode of governance in China’s national politics: the network structure featuring institutional arrangements and the mohe (co-operation through competition) pattern of interaction abided by the major power players. This volume will be of interest to parliamentary scholars and parliamentarians who are concerned with the role of parliaments in transitional politics and economies of both post-communist and developing countries. It will also appeal to students and researchers of Chinese politics, governance and Asian studies.

Available in PDF, EPUB and Kindle. Book excerpt: After over a decade of administrative and economic reform in mainland China, the center has become increasingly remote and less important for many localities. In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.

Book excerpt: Over the past two decades, the Chinese Communist Party (CCP) has paradoxically steered the development of a thriving capitalist economy. Unlike many faltering post-socialist states with fragile economies and weakly institutionalised democratic structures, China has witnessed a tide of economic entrepreneurialism that has raised living standards and the country's global economic stature. However, the strains of rapid economic change and the tensions between an increasingly liberalized economy and the partially reformed institutions of an authoritarian polity have become increasingly severe. Crucial to the success of further economic reform and development, good governance is the greatest challenge faced by the CCP. This groundbreaking book explores the key dimensions of governance in China. These include the prospects for political reform as a new generation of leaders comes to power and China enters the World Trade Organization; the processes of building institutions, such as developing a clean, competent, and meritocracy-based civil service, and improving the legislative framework; enhancing regime legitimacy through the sharing of power at lower levels and promoting citizen participation and voice; and finally the prevention and management of social discontent, with particular reference to worker unrest and the Falun Gong. Drawing on original fieldwork, the international group of authors provides a systematic analysis of the political, institutional, and economic causes underlying China's governance problems and considers the prospects for future social and political change.

Book excerpt: Since its founding in 1949, the People's Republic of China has been a one-party state in which the Chinese Communist Party holds a monopoly of political power. Many Western students are unfamiliar with the structures, institutions, and ideologies by which the Party exercises this power. The Government of China examines those issues in depth. It also details the historical development of China's Communist government and explores recent trends, including signs that a more responsive, open system may be developing. This volume is essential reading for students who wish to understand one of the world's most important countries.

Book excerpt: This book is prepared primarily for students who are interested in studying the constitutional development and government structure of twentieth-century China. Since the emergence of the Chinese consti tutional movement at the end of the nineteenth century, political institutions in China have undergone constant changes. The first four chapters treat of constitutional development and government systems from the latter part of the Ch'ing dynasty to the re-unification of China by the Nationalist Party in 1928. The other eight chapters deal with the policies, programs, and institutions of the Nationalist and Commu nist governments up to 1962. While treatises on various subjects have been consulted, the sources of this book are chiefly based on the official documents from the collections as indicated in the bibliography. Materials in the first few chapters are partly drawn from my previous works on government and politics in China. Because of the immense scope of the subject and the intricacy of the problems involved, this work is not intended to be exhaustive, but is rather a brief description and discussion of each topic under consideration. As there are many valuable works on China in general as well as on her history and inter national relations, I have tried not to cover what has already been dealt with by others. In my presentation of facts and views, I have endeavored to be as objective as possible, personal political convictions notwithstanding.
