Book excerpt: This report is designed to provide Congress with a perspective on the contemporary political system of China, the only Communist Party-led authoritarian state in the G-20 grouping of major economies. China's Communist Party dominates state and society in China, is committed to maintaining a permanent monopoly on power, and is intolerant of those who question its right to rule. Nonetheless, analysts consider China's political system to be neither monolithic nor rigidly hierarchical. Jockeying among leaders and institutions representing different sets of interests is common at every level of the system.

Book excerpt: The Chinese political system is the subject of much media and popular comment in part because China supports an economy with an apparently inexorable dynamic and impressive record of achievement. This book provides a comprehensive introduction to China's political system, outlining the major features of the Chinese model and highlighting its claims and challenges. It explores the central role of the Communist Party in the country's politics and the way in which the Party controls most elements of the political system. The book also draws parallels with previous historical periods in China's history. Finally, it addresses the question of what kind of role the People's Republic of China will play in global politics as a whole, the implications for the West and the re-balancing of relations between China and its neighbors.

Book excerpt: It is widely recognised that the Chinese Communist Party (CCP) uses the media to set the agenda for political discourse, propagate official policies, monitor public opinion, and rally regime support. State agencies in China control the full spectrum of media programming, either through ownership or the power to regulate. Political Communication in China examines the two factors which have contributed to the rapid development of media infrastructure in China: technology and commercialization. Economic development led to technological advancement, which in turn brought about the rapid modernization of all forms of communication, from ‘old’ media such as television to the Internet, cell phones, and satellite communications. This volume examines how these recent developments have affected the relationship between the CCP and the mass media as well as the implications of this evolving relationship for understanding Chinese citizens’ media use, political attitudes, and behaviour. The chapters in this book represent a diverse range of research methods, from surveys, content analysis, and field interviews to the manipulation of aggregate statistical data. The result is a lively debate which creates many opportunities for future research into the fundamental question of convergence between political and media regimes. This book was originally published as a special issue of the journal Political Communication.

Nonetheless, analysts consider China's political system to be neither monolithic nor rigidly hierarchical. Jockeying among leaders and institutions representing different sets of interests is common at every level of the system. The report opens with a brief overview of China's leading political institutions. They include the Communist Party and its military, the People's Liberation Army; the State, led by the State Council, to which the Party delegates day-to-day administration of the country; and the National People's Congress (NPC), China's unicameral legislature. On paper, the NPC has broad powers. In practice, the legislature is controlled by the Communist Party and is able to exercise little of its constitutionally mandated oversight over the state and the judiciary. Following its 18th Congress in November 2012, the Communist Party ushered in a new Party leadership.

Book excerpt: This book studies the three most important Chinese foreign policy concepts under Xi Jinping’s leadership – “New Type of Great Power Relations”, “Belt and Road Initiative” and “Community of Shared Future for Mankind”. Those signature concepts are often considered as China’s well-thought-out strategic plans reflecting Beijing’s concrete geopolitical vision. This book, however, argues that these views are mistaken. It develops a slogan politics approach to study Chinese foreign policy concepts. The overarching argument is that those concepts should be understood as multifunctional slogans for political communication on the domestic and international stages. This book shows how those concepts function as political slogans to (1) declare intent, (2) assert power and test domestic and international support, (3) promote state propaganda, and (4) call for intellectual support. The slogan politics approach highlights the critical role of China’s academic and local actors as well as international actors in shaping China’s foreign policy ideas. It provides critical insights to understand how Chinese domestic actors exert their influence and voice their narratives to influence China’s policy agenda and debate. It suggests that the existing analyses vastly exaggerate Beijing’s capacity to coordinate domestic actors including forging coherent Chinese foreign policy narratives and unifying use of China’s policy concepts.

Available in PDF, EPUB and Kindle. Book excerpt: How China's political model could prove to be a viable alternative to Western democracy Westerners tend to divide the political world into "good" democracies and “bad” authoritarian regimes. But the Chinese political model does not fit neatly in either category. Over the past three decades, China has evolved a political system that can best be described as “political meritocracy.” The China Model seeks to understand the ideals and the reality of this unique political system. How do the ideals of political meritocracy set the standard for evaluating political progress (and regress) in China? How can China avoid the disadvantages of political meritocracy? And how can political meritocracy best be combined with democracy? Daniel Bell answers these questions and more. Opening with a critique of “one person, one vote” as a way of choosing top leaders, Bell argues that Chinese-style political meritocracy can help to remedy the key flaws of electoral democracy. He discusses the advantages and pitfalls of political meritocracy, distinguishes between different ways of combining meritocracy and democracy, and argues that China has evolved a model of democratic meritocracy that is morally desirable and politically stable. Bell summarizes and evaluates the “China model”—meritocracy at the top, experimentation in the middle, and democracy at the bottom—and its implications for the rest of the world. A timely and original book that will stir up interest and debate, The China Model looks at a political system that not only has had a long history in China, but could prove to be the most important political development of the twenty-first century.

Book excerpt: Virtually every analysis of Chinese politics views the Politburo as the nerve center of the system, but questions abound as to how this center governs itself and how it interacts with the system around it. Specifically, how much consultation occurs during the drafting of major Politburo documents, and who is brought into this process? How is information channeled up to this body, and what are the rules that govern the access of the Politburo members themselves to data generated by the bureaucracies? How are the political strategies of individual leaders and political factions attuned to this system of information channeling? What types of decisions are reached by the Politburo? To whom are they communicated? How rigidly must they be followed? How institutionalized is this entire decision making system, and has it become more—or less—institutionalized over the years? How has the factional legacy of the Cultural Revolution affected its mode of operations? Indeed, in the wake of the Cultural Revolution, how much in control of the system has the Politburo itself been? Central Documents in Politburo Politics in China seeks to better understand these questions by analyzing a particular stream of largely bureaucratic communications in the Chinese system: the so-called “Central Documents” (CDs). This is a series of documents through which the top Party leadership directly communicates with the rest of the political system. [1]

Topics include: democracy within the Communist Party of China, local government cooperation, civil society, and social welfare. A selection of representative political concepts in China since the 1978 Reform has been chosen to illustrate practical Chinese political life. This book also tries to adopt the methodology of modern political science and deepen theoretical analysis of Chinese politics to reveal the internal laws and the fundamental value of the political development of China. The author concentrates on presenting and analyzing China's practical politics. Through this book, readers can not only see the great transition in Chinese political discourse and the latest outcome of Chinese political studies but, more significantly, they are able to understand the practical political transformation of China since reform, as well as see the latest progress in Chinese democratic politics.
