Available in PDF, EPUB and Kindle. Book excerpt: Against a background of pleas, both official and popular, for greater 'involvement', for more 'say' in their affairs for clients, consumers, recipients of all sorts, the author presents a dramatic picture of what really happens when Man meets Official: 'communication' emerges as the produce of half-articulated ideologies, preconceptions and ingrained social attitudes rooted in the past. As the data unfold, the obstacles to 'help' on both sides reveal themselves as part of the fabric of their societal context. Striking correspondences appear between the attitudes on either side of the counter and moral judgements, implicit or explicit, are seen to play a key role in the decision to seek, or to give, any form of support. Dr. Rees's many years of experience provide the basis for his proposals for improving social workers' training and agencies' organization of their resources. His 'cases', illuminated from both sides by verbatim transcriptions, give the book an impressive immediacy and a relevance which no reassessment of theories and priorities can afford to ignore.

Available in PDF, EPUB and Kindle. Book excerpt: In the early 1980s, the welfare state, for too long regarded as a notable contribution to the establishment of a humane social order, had over the previous decade come under increasing attack. Some of its critics, especially in the UK and the USA, maintained that it had failed to deal satisfactorily with the problem of poverty. Others held that it was over-elaborate, created a psychology of dependence and imposed costs that needed to be reduced as part of a policy of general economic recovery. In a number of countries, cuts had already been imposed or were now contemplated. In this situation it was crucially important to direct attention once more to the basic objectives of the various welfare services from a systematic and comparative standpoint. Originally published in 1982, the authors of this book, one an economist and the other a specialist in social administration, subjected these aims to rigorous analysis and discuss the underlying issues of social philosophy. They then attempt to assess the various methods adopted for their attainment in Britain and comment on those adopted in the USA and in some continental European countries. Although the authors reject the more extreme assertion that the welfare state has been a failure, they point to the need to relate some of the policies followed more clearly to the basic objectives. A number of proposals for reform are put forward which would imply some change of emphasis and should permit a simplification of existing over-complex arrangements.

This book was released on 2013-03-09 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book deals with the role of the State in pension provision as an employer, regulator and provider. Part I deals with problems and reforms of public sector pension systems in OECD countries. The countries covered are Denmark, Finland, Germany, The Netherlands, Norway, and the USA. Part II considers the regulation of occupational pension schemes in The Netherlands and the United Kingdom, and whether there is still a role for the State in providing earnings-related pensions in the United Kingdom. Part III presents demographic projections for the next half-century, using Ireland as an example, looks at some of the options which have been used in Finland, and proposed in the United States, to cope with population ageing, and examines issues of intergenerational equity which are posed by these options. All the chapters deal with recent reforms. The chapters are written by acknowledged experts in their field who are independent of both the pensions industry and Government. Hence the chapters provide an informed critical account of current developments in relation to the reform of occupational pension schemes in the public sector and of the debate about the State's role as a regulator of private pension schemes and a provider of pensions based on the social insurance principal. The book is important as a source of information about pension schemes in OECD countries. It shows that there is not a unique model of occupational pension provision for public sector employees and that the pension benefits which are provided in different countries are quite variable. It also shows that public sector occupational pension systems have changed and are in the process of considerable further change in a number of OECD countries.
