For several decades, conflicts within states rather than between them have been the prevalent form of organised political violence worldwide. Recent conflicts in Afghanistan, Iraq, and Syria have fired interest in colonial experiences of rebellion, while current western interventions in sub-Saharan Africa have prompted accusations of 'militarist humanitarianism'. Yet, despite mounting interest in counter-insurgency and empire, comparative investigation of colonial responses to insurrection and civil disorder is sparse. Some scholars have written of a 'golden age of counter-insurgency', which began with Britain's declaration of a Malayan Emergency in 1948 and ended with the withdrawal of US ground troops from Vietnam in 1973. Much of this information is still relevant and has been retained and integrated. In the post-Cold War world, the most important insurgencies tend to be ethnic and religious. Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.

It also offers fresh insights and analysis of incidents involving the British Army during the early years of Operation Banner, including the 1972 'Pitchfork murders' of Michael Naan and Andrew Murray in County Fermanagh, and that of Warrenpoint hotel owner Edmund Woolsey in South Armagh.The central argument of this book is that British Army small infantry units enjoyed considerable autonomy during the early years of Operation Banner and could behave in a vengeful, highly aggressive or benign and conciliatory way as their local commanders saw fit. The strain of civil-military relations at a senior level was replicated operationally as soldiers came to resent the limitations of waging war in the UK. The unwillingness of the Army's senior leadership to thoroughly investigate and punish serious transgressions of standard operating procedures in Northern Ireland created uncertainty among soldiers over expected behaviour and desired outcomes.
