Book excerpt: Years after the U.S. invasion of Iraq, a loosely organized insurgency continues to target American and Coalition soldiers, as well as Iraqi security forces and civilians, with devastating results. In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. The U.S.-led offensive to retake Fallujah in November 2004 and the success of the elections for the Iraqi National Assembly in January 2005 have led more "mainstream" insurgent groups to begin thinking of reinforcing the political arm of their opposition movement and to seek political guarantees for the Sunni Arab community in the new Iraq. Hashim begins by placing the Iraqi revolt in its historical context. He next profiles the various insurgent groups, detailing their origins, aims, and operational and tactical modi operandi. He concludes with an unusually candid assessment of the successes and failures of the Coalition's counter-insurgency campaign. Looking ahead, Hashim warns that ethnic and sectarian groups may soon be pitted against one another in what will be a fiercely contested fight over who gets what in the new Iraq. Evidence that such a conflict is already developing does not augur well for Iraq's future stability. Both Iraq and the United States must work hard to ensure that slow but steady success over the insurgency is not overshadowed by growing ethno-sectarian animosities as various groups fight one another for the biggest slice of the political and economic pie. In place of sensational headlines, official triumphalism, and hand-wringing, Insurgency and Counter-Insurgency in Iraq offers a clear-eyed analysis of the increasingly complex violence that threatens the very future of Iraq.

Book excerpt: From 2003 to 2008, the Sunni Arab insurgency in Iraq posed a key challenge to political stability in the country and to Coalition objectives there. This paper explains the onset, composition and evolution of this insurgency. It begins by addressing both its immediate and deeper sociopolitical origins, and goes on to examine the multiple ideological strands within the insurgency and their often conflicting methods and goals. Despite organisational incoherence due to the existence of a large number of competing groups, the insurgency in Iraq sustained a particularly high tempo of operations between 2004 and 2006, causing considerable military and civilian casualties. Some insurgent groups focused on attempting to foment civil war between two of Iraq’s major communities, the Sunni and Shia Arabs and, by late 2006, they had come close to unravelling Iraq and presenting the Coalition with a major defeat. The adoption of a new approach by the US in 2007 helped reduce the level of violence in Iraq. In addition, deep fissures within the insurgency itself, between those fighting for more practical, immediate goals and the transnational Islamists and their local allies fighting for wider-reaching goals – including the promotion of sectarian strife – contributed to the insurgency’s diminution. It remains to be seen whether there will be a widespread recognition among Sunni Iraqis of the need to work with the Coalition to facilitate their community’s reintegration into the new Iraqi body politic.

Book excerpt: When the United States removed Saddam Hussein from power in the spring of 2003, American policymakers and military leaders did not expect to become involved in a protracted counterinsurgency campaign in Iraq. But it has now become the seminal conflict of the current era and will serve as a paradigm for future strategic decisions. The United States has a long history of involvement in irregular conflict. During the Cold War, this took the form of supporting friendly regimes against communist-based insurgents. After the Cold War, though, the military assumed that it would not undertake protracted counterinsurgency and did little develop its capabilities for this type of conflict. Then the terrorist attacks of September 11, 2001, forced President George W. Bush and his top advisers to reevaluate the global security environment and American strategy. The new strategy required the United States to replace regimes which support terrorism or help bring ungoverned areas which terrorists might use as sanctuary under control. Under some circumstances, such actions could involve counterinsurgency. Iraq was a case in point. It has forced the U.S. military to relearn counterinsurgency on the fly. Since the summer of 2003, the conflict in Iraq has taken the form of a deadly learning game between the insurgents and the counterinsurgents (both U.S. and Iraqi forces). By 2006, it had evolved from resistance to the American presence to a complex war involving sectarian militias, Iraqi and American security forces, foreign jihadists, and Sunni Arab insurgents. While, by that point, the United States had refined its counterinsurgency strategy, this may have come too late. In addition, the conflict was placing great stress on the military, particularly the Army. The Iraq conflict reinforced what national security specialists long have known: the United States is adept at counterinsurgency support in a limited role but faces serious, even debilitating challenges when developing and implementing a comprehensive counterinsurgency strategy for a partner state. Most policymakers, military leaders, and defense analysts, though, believe that American involvement in counterinsurgency is inevitable as the "long war" against jihadism unfolds. This means that the United States needs a strategy and an organization that can conduct counterinsurgency effectively. Since 2003, the Department of Defense has undertaken a number of reforms to augment effectiveness at counterinsurgency and other irregular operations.

The end of European decolonization and the collapse of the Soviet Union together removed the motivational impulse for much conflict between the late 1940s and the late 1980s. However, new ideological, political, and commercial imperatives are now encouraging intrastate conflict and insurgency amid the breakdown of the international bipolar political system and the emergence of identity politics and of many more nonstate actors. This monograph considers the patterns of insurgency in the past by way of establishing how much the conflict in Iraq conforms to previous experience. In particular, the author compares and contrasts Iraq with previous Middle Eastern insurgencies such as those in Palestine, Aden, the Dhofar province of Oman, Algeria, and Lebanon. He suggests that there is much that can be learned from British, French, and Israeli experience.

Over-reliance on firepower combined with cultural insensitivity to alienate many Iraqis. However, during the first frustrating year of occupation, U.S. forces revised their approach, relearning lessons from past counterinsurgency campaigns and adapting them to the new situation. By the end of 2004, they had developed an effective strategy and tactics but continued to be hampered by troop.

Book excerpt: In the immediate aftermath of the 2007 "Surge" of American troops in Iraq, the defeat of al-Qaeda in Iraq (AQI) in Anbar Province was widely hailed as one of America's signature victories. US Marines and soldiers fought for years there, in grinding battles such as Fallujah and Ramadi that define the experience of Iraq. Eventually, the fractious tribal sheiks in that province, with the help of American troops, united in an "Awakening" that dealt AQI a stunning defeat. The Awakening's success argued that the United States could intervene in a war-torn country and, with the right strategy, bring stability and peace. It seemed to exemplify snatching victory from the jaws of defeat. A decade later, the situation in Anbar Province is dramatically different. In 2014, much of Anbar fell to the AQI's successor organization, the Islamic State, which swept through the region with shocking ease. In Illusions of Victory, Carter Malkasian looks at the wreckage to explain why the Awakening's initial promise proved misleading and why victory was unsustainable. Malkasian begins by tracing the origins of the Awakening, then turns his attention to what happened in its wake. After the United States left, Iraq's Shi'a government sidelined Sunni leaders throughout the country. AQI, brought back to life as the Islamic State, expanded in northern and western Iraq and quickly found a receptive audience among marginalized Sunnis. In short order, the progress that had resulted from the Awakening fell apart. Malkasian draws many lessons from Anbar. Chief among them, the most stunning of victories may not last. The fact that the leading model of success fell apart severely damages the idea that the United States can send the military to a country for a few years and create lasting peace. Even the most successful example was bound to deeper social, sectarian, and religious forces insensitive to temporary boots on the ground. From today's perspective, rather than decisive success, Anbar exemplifies how intervention itself is a costly, long-term project. The most brilliant victory could not escape this wisdom.

In particular, it answers the question of why the Iraqi insurgency was seemingly so successful between 2003 and late 2006 and yet nearly totally collapsed by 2008. The book's main argument is that the Iraqi insurgency failed to achieve longer-term organizational goals because many of its organizational strengths were also its organizational weaknesses: these characteristics abetted and then corrupted the Iraqi insurgency's ability to adapt. The book further compares the organizational adaptation of the Iraqi insurgency with the organizational adaptation of the Afghan insurgency. This is done to refine the findings of the Iraq case and to present a more robust analysis of the adaptive cycles of two large and diverse covert networked insurgencies. The book finds that the Afghan insurgency, although still ongoing, has adapted more successfully than the Iraqi insurgency because it has been better able to leverage the strengths and counter the weaknesses of its chosen organizational form.

Until very recently, however, the U.S. military has not had a formal system for documenting the level of violence directed against Iraqi civilians. Therefore, other groups (such as nongovernmental organizations, the United Nations, and Iraqi ministries) have filled the vacuum in reporting, relying on media accounts, surveys, death certificates, and other open-source information to generate datasets of varying transparency and quality. The resulting statistics have generated widespread debate over sources, methods, and political biases. This study examines available open-source data on Iraqi civilian fatalities and assesses problems associated with previous collection and analysis efforts. The authors present a more robust RAND Corporation Iraqi civilian violence dataset from which they derive new observations about trends in targeting and weapons in 2006. RAND's dataset reveals that the majority of attacks in the year 2006 against civilians were directed against individuals without any identifiable affiliation, and that most attacks were carried out using firearms (rather than via improvised explosive devices or suicide attacks). These findings lead to a proposed framework for future civilian fatality data-collection efforts in Iraq and beyond.
