Book excerpt: Excerpt from Principles of American State Administration It has often been remarked that, in recent times, constitu tional questions, which formerly held the front of the stage, have moved to the background, and problems of administration have become increasingly more prominent and urgent. Public attention is today being directed to the administrative side of government to a greater extent than ever before. It is now realized that efficient administration, formerly considered more appropriate to monarchical governments, is no less essen tial to a democratic government and is, indeed, intimately con nected with the furtherance of true democracy. Acquaintance with the administrative activities of the American state gov ernments is of peculiar importance to every citizen of the forty-eight commonwealths, since they constantly afiect his life and well-being at manifold and vital points. Book excerpt: Excerpt from Principles of Civil Government Exemplified in the Government of the State of New York When a pupil thoroughly grasps a principle, he will look for, and if need be, will find, the facts to fit it; or if these be pre sented to him, he will seize upon them as the natural or necessary complement of the principle which has already found lodgment in his mind. The two must go together; but herein precedence is given to principles which the facts exemplify. This treatment of the subject calls for less remembering, but for more thinking. If the thinking be well done, the remembering will take care of itself. Memory never fails with those who think. But thinking is naught with those who can do nothing but remember. The one thing needful in our schools is that the pupils be got out of the rut of merely remembering, and be induced to try their powers in the broad field of thought. Book excerpt: Excerpt from Principles of Government, or Meditations in Exile The amiable and studious author of this treatise on the principles or government has explained, in his own modest manner, the objects he had in view in undertaking it, and the method he pursued throughout. The work, he says, is intended to be suggestive, not dogmatic; and he invites the political student to dis cuss with him a series of questions which present themselves for solution in the management of public affairs. Book excerpt: Excerpt from Civil Government: As Developed in the States and in the United States The aim of this book is to give a succinct account of the origin and development of local systems of government in the United States, and to trace the evolution of the National government from these local units. It is not written for the learned, but for the learners. The author has kept the limitations of his prospective readers constantly in mind, and has therefore eliminated much interesting and probably valuable material, which nevertheless appeared to be extraneous and not illuminating to the theme. The magnitude of the task was due to the fact that great condensation was absolutely necessary in order that the limits of an ordinary text-book might not be exceeded. How much wisdom has been shown in these discriminations must be left to the judgment of the critics. Heretofore, text-book writers on civil government have placed the emphasis on the National, rather than on the local, side of our political life, as if the growth of such ideas had been from above downward. This method has given students - the future citizens - a false conception of the genesis of all legitimate governments. Freeman has shown that the logical and historical order of political development has been from below upward, and it is certainly a matter of supreme importance, especially in a republic, that the young citizen should grasp this idea, and that he should realize the momentous importance of the principle. When this point of view is understood, it becomes apparent that the method of treatment had to be largely historical. Therefore no apology is offered for what may appear to some to be an undue amount of historical data. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Constitutional Government in the United States MY object in the following lectures-is to examine the government of the United States as a constitutional system as Simply and directly as possible, with an eye to practice, not to theory. And yet at the very outset it is necessary to pause upon a theory. The government of the United States cannot be intelligently discussed as a constitutional system until we clearly determine what we mean by a constitutional government; and the answer to that question is in effect a theory of politics. Book excerpt: Excerpt from The Citizen and the Republic: A d104-Book in Government In introducing an educational reform there is always danger of over-emphasis; there is danger that we may not have a good thing without having too much of it. The authors of this volume, while emphasizing community civics and the moral purposes in teaching government, have sought to avoid a one-sided course. They believe that the schools should study the community and such new civics as the changing times call for, and especially that they should give attention to current history and present day problems of democracy; but it is equally important not to neglect certain aspects of the old established order. It may be well to set pupils to the laboratory method of studying the actual life of our city communities, how milk and water are supplied, how food is distributed, how public health is pre served, how the streets are kept clean (or dirty), how the taxes are raised and used, and how the schools are sustained. But to limit a high school course in civics to such a field of study is to commit a great wrong to young people who are under training for citizenship.
