Book excerpt: In recent years, attention by the U.S. national security establishment to challenges in the Western Hemisphere has concentrated on issues of transnational organized crime, socialist populism, potential terrorist threats, and similar challenges arising from poverty, inequality, and weak governance in parts of the region. As Latin America and the Caribbean nations have expanded their economic and other forms of engagement with countries beyond the region, the majority of attention has gone to activities in the region by the People's Republic of China, and to a lesser extent, by the Islamic Republic of Iran. The equally important re-engagement with the region by the Russian Federation during this period has received less attention, particularly among scholarly articles. Russia's re-engagement with the region, which began in earnest in 2008, coincided with an escalation in tension with the United States over the role of Russia in the civil war in Georgia and the related succession of Abkhazia and South Ossetia.

Putin boasts he has the backing of workers in the country's industrial heartland, but as economic growth slows in Russia, reviving the economy will require restructuring the country's industrial landscape. At the same time, doing so threatens to generate protest and instability from a key regime constituency. However, continuing to prop up Russia's Soviet-era workplaces, writes Crowley, could lead to declining wages and economic stagnation, threatening protest and instability. Crowley explores the dynamics of a Russian labor market that generally avoids mass unemployment, the potentially explosive role of Russia's monotowns, conflicts generated by massive downsizing in "Russia's Detroit" (Tol'yatti), and the rapid politicization of the truck drivers movement. Labor protests currently show little sign of threatening Putin's hold on power, but the manner in which they are being conducted point to substantial chronic problems that will be difficult to resolve. Official rhetoric portrays it as the very model of international cooperation: Moscow and Beijing claim that ties are closer and warmer than at any time in history. In reality, however, the picture is highly ambiguous. While both sides are committed to multifaceted engagement, cooperation is complicated by historical suspicions, cultural prejudices, geopolitical rivalries, and competing priorities. For Russia, China is at once the focus of a genuine convergence of interests and the greatest long-term threat to its national security. For China, Russia is a key supplier of energy and weapons, but is frequently dismissed as a self-important power whose rhetoric far outstrips its real influence. The Soviet presence and purposes in Latin America are a matter of great controversy, yet no serious study was hitherto combined with a regional perspective (concentrating on the nature and regional impact of Soviet activity on the ground) and diplomatic analysis, examining the strategic and ideological factors that influence Soviet foreign policy. Nicola Miller's lucid and accessible survey of Soviet-Latin American relations over the past quarter-century demonstrates clearly that existing, heavily 'geo-political' accounts distort the real nature of Soviet activity in the area, closely constrained by local political, social and geographical factors. In a broadly chronological series of case-studies Dr Miller argues that, American counter-influence apart, enormous physical and communicational barriers obstruct Soviet-Latin American relations and that the lack of economic complementarity imposes a natural obstacle to trading growth: even Cuba, often cited as 'proof' of Soviet designs upon the area, is only an apparent exception.
