Some of our long-suffering contributors prepared their original drafts for a workshop held in Nairobi in 1967, and although they have all up-dated their contributions they are still essentially reporting on research conducted in the late 1960s. However, we feel that their various findings and analyses of the issues they respectively treat have a continuing validity in our comprehension of the problem of rural development. Other contributions reporting on more recent work have been incorporated at different times since, most of them not commissioned especially for this symposium but all adding something to our understanding of the problem. The slow accumulation of material which makes up this fmal collection parallels an evolution in our own collective thinking, if indeed not that of most students of 'development' over the past decade. The progression has not been towards fmal clarification of the complex and changing East African realities, nor towards formulation of an accepted model for their analysis; rather, it has been marked by the questioning of the initial, somewhat simplistic assumptions with which some of us started out and a continuing debate and widening polar ization of views about the significance of that process of government 'pene tration' of the rural areas which is our focus, about the positive or negative value of 'development' policies in East Africa and, indeed, about the appropri ate theoretical approaches to the study of 'development' in general.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses major themes in twenty-first-century east African politics. Predominantly authored by researchers and academics from the region, it examines recent political developments, public policy and governance across east and southern African countries. The book advocates for a regionally-focused comparative approach across Africa, arguing that it provides a greater level of analysis than a complete continental study. Adopting a multidisciplinary approach, it covers numerous topics relating to politics, public policy, state and nation-building in Africa. Filling an important void in current literature, the book will appeal to academics, practitioners, politicians and students of politics, public policy and governance. Chapters on Kenya, Nigeria, Ethiopia, and South Africa help fill an important gap in comparative institutional research about state and local politics in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the relationship between politics and power in East Africa from a historical perspective. The author examines how the exercise and contestation of political power and the role of leadership have played themselves out within the various ethnic communities, and at country and regional levels. He considers the aspects of culture, religion, capital, power and the state. The accumulated evidence is used to explain the character of community and regime politics in the pre-colonial, colonial and post-colonial eras. In all, the work provides compelling historical rationale for the present crisis of the African state, all the while arguing that the purpose of the political process should be social justice, and that social commitment is a prerequisite for effective leadership and economic and political stability.

Available in PDF, EPUB and Kindle. Book excerpt: Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Book excerpt: What explains the perceived perennial inter (ethnic) and intra-state conflict , low levels of democratization, low per-capita GDP, high levels of state failure and inability to attract foreign investment that characterize the social, economic and political realities in Africa? Is it the after-effects of a colonial experience that rarely prepared the countries for self-government? Is it the boundaries that the countries inherited? Is it the low HDI indicators? Corruption, perhaps? This book, a collection of edited conference papers, engages with the issue of African politics, democracy, boundaries and conflict, as well as the potential for future economic development by leveraging investments and technologies in the Global North. With special attention paid to the East African region, the book studies the processes of regional economic and political integration, challenges to regional leadership and conflict resolution, and proposes the potential for a new political economy for Africa.

Available in PDF, EPUB and Kindle. Book excerpt: The East African Community (EAC) has been among the fastest growing regions in sub-Saharan Africa in the past decade or so. Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.
