Available in PDF, EPUB and Kindle. Book excerpt: Every April the Army War College's Strategic Studies Institute hosts its Annual Strategy Conference. This year's theme, "Strategy During the Lean Years: Learning from the Past and the Present," brought together scholars, serving and retired officers, and civilian defense officials from the United States, Canada, and the United Kingdom to discuss strategy formulation during times of penury from Tacitus to Force XXI. Dr. David Jablonsky, Professor of National Security Affairs at the Army War College, posits that the current challenge is to understand the role of both change and continuity in the dual aftermath of the end of the Cold War and a great military victory in the Persian Gulf War. The seeming end to the threat posed by the East-West confrontation of the past fifty years notwithstanding, the international community still looks to the United States, the world s only superpower, for leadership. But, argues Dr. Jablonsky, the U.S. military is caught between having to trim its size and force structure on the one hand, while preparing for a plethora of nontraditional missions on the other. Dr. Jablonsky makes the case that despite the vastly changed world order, basic principles of international relations still apply, and the United States would be ill-served by abandoning those principles. The current U.S. national security strategy and its derivative national military strategy are, indeed, products of change and continuity resulting from the dynamics established in inter-state relations over the past fifty years as well as by the end of the Cold War. For whatever else may have changed, national security remains the primary duty of the nation-state and the responsibility for achieving that mission still belongs to the military.

Available in PDF, EPUB and Kindle. Book excerpt: For more than 3 decades, the U.S. Army War College (USAWC) Department of National Security and Strategy has faced the challenge of educating future strategic leaders on the subject of national security, or grand strategy. Fitting at the top of an officer's or government official's career-long professional development program, this challenge has been to design a course on strategy that incorporates its many facets in a short period of time, all within the 1-year, senior service college curriculum. To do this, a conceptual approach has provided the framework to think about strategy formulation. The purpose of this volume is to present the USAWC strategy formulation model to students and practitioners. This book serves as a guide to one method for the formulation, analysis, and study of strategy--an approach which we have found to be useful in providing generations of strategists with the conceptual tools to think systematically, strategically, critically, creatively, and big. Balancing what is described in the chapters as ends, ways, and means remains at the core of the Army War College's approach to national security and military strategy and strategy formulation.

Book excerpt: The U.S. Army War College, in cooperation with the Association of the United States Army (AUSA), the U.S. Naval War College, and the Atlantic Council of the United States, cosponsored a symposium in late F%ebruary 1997 to examine the topic, ̀1National Defense into the 21st Century: Defining the Issues.'1 The purpose of this symposium was to relate the national interests of the United States to its long-term military requirements and to define those challenges which will face the Department of Defense, as well as those issues most pertinent to each of the military services. This symposium was a sincere effort by individuals from the various services, the Army1s and the Navy1s premier professional military education institutions, AUSA, and the Atlantic Council to search for a common under- standing of the difficult issues facing all the services jointly and each of them individually. Over a period of two days, through four panels and three special addresses, the presenters and more than 100 attendees engaged in an enlightening and productive exchange of ideas and points of view. What follows is a report on the four individual panels and the comments of the Honorable John D. White, the Deputy Secretary of Defense; Major General Mark K. Hamilton, U.S. Army, Vice Director for F%orce Structure, Resources, and Assessment on the Joint Staff; and retired U.S. Army General Andrew J. Goodpaster, Chairman of the Atlantic Council of the United States. General Jack N. Merritt, U.S. Army, Retired, opened the symposium by describing its goals and agenda.

Available in PDF, EPUB and Kindle. Book excerpt: In formulating national military strategy, the Chairman of the Joint Chiefs of Staff derives guidance from the national security strategy articulated by the President and from the Bottom-Up Review conducted by the Secretary of Defense. The National Security Strategy of Engagement and Enlargement emphasizes worldwide engagement and the enlargement of the community of free market democracies. Challenges to our global interests did not disappear with the end of the Cold War. Today we face a world in which threats are widespread and uncertain, and where conflict is probably, but too often unpredictable. Overseas presence takes the form of both permanently stationed forces and forces temporarily deployed abroad. Being ready to fight and win the Nation's wars remains our foremost responsibility and the prime consideration governing all our military activities. This ability serves as the ultimate guarantor of our vital interests and is the fundamental reason that our Nation has raised and sustained its military forces. The core requirement of our strategy as laid out in the Bottom- Up Review is a force capable of fighting and winning two major regional conflicts nearly simultaneously. The national military strategy of flexible and selective engagement addresses the challenges and opportunities of the next century. US global responsibilities require global capabilities, despite a regional focus in implementing the strategy. We must apply all our strengths and work with allies and friends to assure stability in a troubled and complex world. This means our smaller forces must be made stronger and more versatile but remain built on the same strong foundation of outstanding people.

Book excerpt: Noted scholars and practitioners describe how America's military strategy is being developed in a post-Cold War eolitical environment to meet future needs confronting the sole surviving world superpower. In defining the domestic constraints and the intense political process that is tied into the formulation of military strategy, they show how difficult it is to build a consensus for American military leadership in a multipolar world. This evaluation of strategic concepts and their application to issues about conventional and nuclear deterrence, technological requirements, and collective security should be required reading for staff officers, civilians in national security bureaucracies, policymakers, and students and scholars concerned with military and security policy.

Available in PDF, EPUB and Kindle. Book excerpt: In this volume, prominent civilian and military experts in defense, representing the maritime-continental coalition, military reform, and noninterventionist schools of thought, outline the changes in military strategy, policy, and force structure that they believe the United States must adopt if it is to cope successfully with threats to national security in the 1980s and 1990s. The authors analyze US interests and objectives, the changing strategic environment, and the major security threats facing the United States in the coming decades. They also discuss what they believe is the proper mix of political, economic, and military instruments for dealing with fixture threats. The alternative strategies they present are wide-ranging and comprehensive, running the gamut from a strategic withdrawal from global commitments to proposals for increasing US power projection and forcible entry capabilities in the Third World. In many ways the chapters are critical of current and past approaches to military strategy. The authors believe it is essential that strategists understand the existing critiques of current U.S. military strategy in order to make the correct policy decisions for the future.
