Available in PDF, EPUB and Kindle. Book excerpt: Arms control and missile defense are once again at the forefront of the American national security agenda. Not surprisingly, the debate has broken down along well-worn lines. Arms control advocates dismiss the idea of missile defense as a dangerous and costly folly. Missile defense advocates argue that the U.S. should move aggressively to defend itself against missile attack. With clear and lively prose free of partisan rhetoric, Defending America provides reliable, factual analysis of the missile defense debate. Written for a general audience, it assesses the current and likely future missile threat to the United States, examines relevant technologies, and suggests how America's friends and foes would react to a decision to build a national missile defense. Lindsay and O'Hanlon reject calls for large-scale systems as well as proposals to do nothing, instead arguing for a limited national missile defense.

Three new sections connect our recent, sudden shifts in foreign policy to ongoing historical patterns. Available in PDF, EPUB and Kindle. Book excerpt: The proliferation of ballistic missiles that can deliver weapons of mass destruction halfway across the world is a matter of growing urgency and concern, as is the fate of agreements limiting the development of such deadly weapons. The Bush administration’s scrapping of the ABM Treaty and pursuit of a huge National Missile Defense initiative are dramatic evidence of this concern. Yet there remains much uncertainty about the viability of missile defense. If defenses fall short, strong security regimes will be necessary to contain missile proliferation. Since 1987, more than thirty states have agreed to restrict their transfer of missiles and related technologies under the Missile Technology Control Regime (MTCR). During the MTCR’s first decade, several regional powers were thwarted from advancing their missile ambitions. Subsequently, however, states such as North Korea, Iran, Pakistan, India, and Israel have tested medium-range missiles and others have expanded their missile arsenals. Dinshaw Mistry critically examines the successes and limitations of the MTCR, and suggests five practical ways to strengthen the regime. The author’s exhaustive research offers new and detailed insights on the technology and politics of missile programs in Iran, Iraq, North Korea, Pakistan, India, Israel, Egypt, South Korea, Taiwan, and other countries. Mistry also shows how international cooperation, security regimes, and U.S. foreign policies of engagement and containment with these states can halt their missile programs. Mistry’s book is the first comprehensive study of the MTCR and of international efforts to contain missile proliferation. Policymakers, scholars, and the general reader will find this book a valuable contribution to the subjects of arms control, ballistic missile proliferation, multilateral cooperation, and international security regimes. Book excerpt: The missile defence policy of the US plays a crucial role in international affairs and is normally studied from a US perspective. This book is different, it delivers a sharp analysis of regional and national variations and integrates them with US viewpoints to present a rounded and comprehensive study. What will be the international ramifications of American plans to deploy a comprehensive national missile defence policy? This is a key question for all those wishing to build a sense of the global future and is here answered with clarity and rigour by expert contributors. This new study breaks the mould of traditional assessments that focus exclusively on the US world picture and are inevitably one-dimensional. Here we see that US action automatically entails reactions as this text advances a more balanced approach. By integrating a focus on US policy with a strong analysis of regional dynamics, it demonstrates that the global ramifications of US policy are indeed contingent upon distinct regional and national variations. These differences in turn have consequences both for the challenges the US faces in relation to missile defence and for the future of world politics. This is an innovative and groundbreaking study that contains lessons for those wishing to safeguard the future by becoming alert to its challenges and complexities.
