Book excerpt: This NAO report examines sick leave in the National Probation Service, which was running at 12.3 days per person in the 2004-05 period at a cost of £31.6 million. A number of recommendations have been set out as follows. That the National Probation Directorate should agree with the Chief Probation Officer a consistent minimum standard for collecting and reporting sickness absence data in their areas. This in turn could be used to produce comparative analyses, and offer a basis to diagnose the causes of sickness absence. An upgrade in some areas of their information technology systems should occur, so that better management information can be compiled. All probation areas should implement the mandatory elements of the national policy on sickness absence. All Chief Officers should review their action plans for reducing sickness absence. Sickness absence should be managed effectively but sympathetically, by including return to work interviews, along with a means of distinguishing between avoidable and unavoidable sickness absences, and addressing the culture of absenteeism. Long term sickness absence should be reviewed as a matter of urgency. Policies relating to work/life balance should be implemented nationally.

Available in PDF, EPUB and Kindle. Book excerpt: The Prison Service employs some 45,500 staff, at a cost of £1,214 million. In the period 2002-03, the Service recorded 668,337 working days lost due to staff illness, which was equivalent to a year's work for around, 3,000 full time staff. The cost of staff illness amounted to £80 million last year, with the average number of days' sick leave per year by employees of 14.7 days (2002-03). The NAO report also highlights the reason for such absence, including stress, anxiety and depression, while the numbers caused by assaults on staff rose from 397 in 1999/00 to 693 in 2002/03. This report commends the "considerable progress" in improving the recording of sickness absence, with the use of the integrated computer system at each prison and new attendance management procedures. The underlying causes of such absence needs to be more effectively tackled, with sickness absence increasing by 23% between 1990-00 and 2002-03, though this may be due to under-reporting in earlier years. Among a number of recommendations are: that prison Governors should work more closely with staff to improve morale and overcome a culture of absenteeism; that reductions in lost working days would free resources to improve regimes for reducing re-offending rates; that the Prison Service should explore the costs and benefits of changing terms and conditions for new recruits to reflect developments in privately managed prisons.

Book excerpt: For some years the Prison Service has had a higher sickness absence rate than other parts of government, and in 1999, the Service undertook to tackle the culture of absenteeism and set targets to reduce the absence rates. Following on from a NAO report (HCP 533, session 2003-04; ISBN 0102928096) published in May 2004, the Committees report examines the factors influencing the progress made by the Prison Service to achieve its target; whether long term sickness absences have been managed effectively; whether managers were able to motivate and encourage staff to attend; and the extent to which implementing new systems and procedures had impeded progress. The Committee finds that the Service continues to experience unacceptably high levels of sickness absence; and it has been slow to implement initiatives recommended in 1999. With the cost of sickness absence currently estimated at £80 million, the Service now needs to act urgently to take a tighter grip of the problem.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers the first ethnographic account of prison managers in England. It explores how globalised changes, in particular managerialism, have intersected with local occupational cultures, positioning managers as micro-agents in the relationship between the global and local that characterises late modernity. The Working Lives of Prison Managers addresses key aspects of prison management, including how individuals become prison managers, their engagement with elements of traditional occupational culture, and the impact of the 'age of austerity'. It offers a particular focus on performance monitoring mechanisms such as indicators, audits and inspections, and how these intersect with local culture and individual identity. The book also examines important aspects of individual agency, including values, discretion, resistance and the use of power. It also reveals the 'hidden injuries' of contemporary prison managerialism, especially the distinctive effects experienced by women and members of minority ethnic groups.

Book excerpt: This book is a thoroughly updated version of the popular first edition of The Prison Officer. It incorporates the significant increase in knowledge about the work of prison officer since the first edition was published and provides a live account of prison work and ways of understanding the role of the prison officer in the late-modern context. Few detailed narratives exist of prison work and the sort of role the prison officer occupies; this book addresses the gap. Using a range of quantitative and qualitative data and drawing on available theoretical literature it explores the role of the prison officer in an ‘appreciative’ way, taking into account the little-discussed issues of power and discretion. It provides a single accessible guide to the world and work of the prison officer, looking in detail at the present role of the prison officer in Britain and demonstrating the centrality of staff-prisoner relationships to every operation carried out by officers. This book will be of relevance to anyone with an interest in the work of a prison officer; students and others looking for an introductory survey of the literature and essential reading for any established and aspiring officers.

Book excerpt: The Maze Prison shows how an establishment built to hold those involved in terrorism, atrocities, murder and allied crimes became a pawn in the partisan conflict that was Northern Ireland. There followed a breakdown of norms, values and control as the last of these shifted from Governors to Ministers, outside officials and even prisoners. This led to the (often random) killing of prison officers and countless allegations, denials and obfuscations, as Prison Rules came into conflict with claims to be treated as prisoners-of-war or be given Special Category status. A social document par excellence, this stark slant on The Troubles and Peace Process cuts through the propaganda and base politics to reveal the truth about the H-Blocks, hunger-strikes, escapes and power struggles. Based on actual records and personal accounts, it challenges myths and legends to warn how easily a community can descend into what the author calls anomie. An invaluable record of ‘One of the most dangerous prisons in the world’. 'A must read for those interested in the legacy of our troubled past—Tom Murtagh restores the balance, exposes the truth and gives a unique insight into the mind-set of the terrorist godfathers incarcerated in the Maze'-- The Rt Hon Sir Jeffrey Donaldson MP 'This book gives an accurate account of events as I recall them'-- John Semple, Former Deputy Director of Operations, Northern Ireland Prison Service 'This is an important book'-- Phillip Wheatley, former Director, National Offender Management Service

This important book deserves to be taken seriously if we are to face what is happening and do what we can to help improve a penal system that is still far from what any civilised society should be content with.

This report recommended that the organisation ofhealth care in prisons be made the responsibility of the NHS. This is the first book aimed specifically at nurses working inprisons. There is a specific set of skills needed to be a prisonnurse. The environment is radically different to other areas ofpractice and the nurse-patient relationship and its boundaries areof paramount importance This book is written by nursing experts in this field andincludes chapters on women's health, ethnic and cultural issues, educational demands, the legal and political settings, prisonculture, and suicide.
