Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices. Many programs have demonstrably improved the lives of people trapped at the bottom of the social and economic ladder. Social Programs That Work provides an in-depth look at some of the nation's best interventions over the past few decades, and considers their potential for national expansion. Examined here are programs designed to improve children's reading skills, curb juvenile delinquency and substance abuse, and move people off welfare into the workforce. Each contributor discusses the design and implementation of a particular program, and assesses how well particular goals were met. Among the critical issues addressed: Are good results permanent, or do they fade over time? Can they be replicated successfully under varied conditions? Are programs cost effective, and if so are the benefits seen immediately or only over the long term? How can public support be garnered for a large upfront investment whose returns may not be apparent for years? Some programs discussed in this volume were implemented only on a small, experimental scale, prompting discussion of their viability at the national level. An important concern for social policy is whether one-shot programs can lead to permanent results. Early interventions may be extremely effective at reducing future criminal behavior, as shown by the results of the High/Scope Perry preschool program. Evidence from the Life Skills Training Program suggests that a combination of initial intervention and occasional booster sessions can be an inexpensive and successful approach to reducing adolescent substance abuse. Social Programs That Work also acknowledges that simply placing welfare recipients in jobs isn't enough; they will also need long-term support to maintain those jobs. The successes and failures of social policy over the last thirty-five years have given us valuable feedback about the design of successful social policy. Social Programs That Work represents a landmark attempt to use social science criteria to identify and strengthen the programs most likely to make a real difference in addressing the nation's social ills.

According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

Low income is statistically linked with a variety of poor outcomes for children, from low birth weight and poor nutrition in infancy to increased chances of academic failure, emotional distress, and unwed childbirth in adolescence. To address these problems it is not enough to know that money makes a difference; we need to understand how. Consequences of Growing Up Poor is an extensive and illuminating examination of the paths through which economic deprivation damages children at all stages of their development. In Consequences of Growing Up Poor, developmental psychologists, economists, and sociologists revisit a large body of studies to answer specific questions about how low income puts children at risk intellectually, emotionally, and physically. Many of their investigations demonstrate that although income clearly creates disadvantages, it does so selectively and in a wide variety of ways. Low-income preschoolers exhibit poorer cognitive and verbal skills because they are generally exposed to fewer toys, books, and other stimulating experiences in the home. Poor parents also tend to rely on home-based child care, where the quality and amount of attention children receive is inferior to that of professional facilities. In later years, conflict between economically stressed parents increases anxiety and weakens self-esteem in their teenaged children. Although they share economic hardships, the home lives of poor children are not homogenous. Consequences of Growing Up Poor investigates whether such family conditions as the marital status, education, and involvement of parents mitigate the ill effects of poverty. Consequences of Growing Up Poor also looks at the importance of timing: Does being poor have a different impact on preschoolers, children, and adolescents? When are children most vulnerable to poverty? Some contributors find that poverty in the prenatal or early childhood years appears to be particularly detrimental to cognitive development and physical health. Others offer evidence that lower income has a stronger negative effect during adolescence than in childhood or adulthood. Based on their findings, the editors and contributors to Consequences of Growing Up Poor recommend more sharply focused child welfare policies targeted to specific eras and conditions of poor children's lives. They also weigh the relative need for income supplements, child care subsidies, and home interventions. Consequences of Growing Up Poor describes the extent and causes of hardships for poor children, defines the interaction between income and family, and offers solutions to improve young lives. Book excerpt: This report describes the Long-Term Benefits of Head Start (LTBHS) study designed to address questions regarding the long-term effects of the Head Start program on the children and families served. Following the introduction, Chapter 2 presents a review of the research on Head Start, focusing on Head Start Planned Variation research, major integrative reviews demonstrating improved school readiness of Head Start children and the elementary school fade-out effect, and reviews of non-Head Start demonstration models. Chapter 3 describes the LTBHS study's methodology and design, including the makeup of the diverse sample of 622 young adults who participated in Head Start in 1970-71; presents the strategies used to identify and locate study subjects for follow-up; and concludes with an overview of the participant interviews and data collected from school, public assistance, and criminal records. Chapter 4 explains how High/Scope researchers arrived at the LTBHS study's core variables. Chapter 5 summarizes findings on individual characteristics and family background. Chapter 6 summarizes how Head Start children, compared with non-Head Start children, fared into their young adult years. Chapter 7 summarizes the LTBHS study findings and discusses implications for future Head Start development and research. Findings indicated that some groups of study participants were better off as a result of their Head Start participation. Findings also indicated potential benefits for the Model (High/Scope) Head Start group versus the regular Head Start group. Although most findings were not of the expected magnitude or statistical significance, the pattern of findings across most of the educational and life-situational outcome variables had the same direction as the pattern of significant findings obtained in the High/Scope Perry Preschool study and the High/Scope Preschool Curriculum Comparison study. The report's six appendices include resources in locating study participants, definitions for the study's core variables, additional data tables, and additional findings. Book excerpt: Since the founding of Project Head Start in 1965, there has been intense public as well as academic debate about the effectiveness of early intervention programs in producing lasting gains in children's intellectual development. In the past few years, new evidence has accumulated at a rapid pace, and there are now over 100 major studies of longitudinal experiments and Head Start program evaluations. A series of longitudinal studies of early intervention experiments was begun in the 1960s. The children who participated in these programs are now past the third grade and old enough to give reliable responses to IQ and achievement tests. In addition, they have now been in school long enough to allow examination of their overall school performance. This volume includes reports which review both center and house-based early intervention programs. One of the papers presents preliminary findings from the Developmental Continuity Consortium which is pooling the data from 12 major longitudinal experiments. The authors cite evidence for late developing gains which seem permanent. These "sleeper effects" were not manifest in the scores of the same groups of children in the first few years of the postintervention period. In addition to IQ and achievement gains, there is also evidence for gains in emotional adjustment. Early intervention appears to have dramatic effects in the assignment of children to special education classes and on retention in grade, somehow enabling them to maintain their position in the classroom. In all, the papers describe 96 major studies which report positive impacts from early intervention programs.
