Latin American Party Systems provides a novel theoretical argument to account for differences in the degree to which political party systems in the region were programmatically structured at the end of the twentieth century. Based on a diverse array of indicators and surveys of party legislators and public opinion, the book argues that learning and adaptation through fundamental policy innovations are the main mechanisms by which politicians build programmatic parties. Marshalling extensive evidence, the book's analysis shows the limits of alternative explanations and substantiates a sanguine view of programmatic competition, nevertheless recognizing that this form of party system organization is far from ubiquitous and enduring in Latin America.

Steven Fish to conclude that they were shaped to a far greater degree by the nature of the Soviet state than by socioeconomic modernization, political culture, native psychology, or Russian historical tradition. Fish's statist theory of societal change in Russia yields a powerful explanation of why Russia's new political society differs radically not only from the "totalized," sub-jugated country of the pre-1985 period but also from the "civil societies" found in the West and in many developing countries. In addition, the author shows how the legacy of the Soviet experience continues to influence the development--arguably the underdevelopment--of representative political institutions in post-Soviet Russia, making the establishment of stable democracy unlikely in the near term. This book proposes a novel and theoretically sophisticated way to study Russian politics. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today’s elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.

Book excerpt: This book examines the causal impact of ideology through a comparative-historical analysis of three cases of 'post-imperial democracy': the early Third Republic in France (1870–86); the Weimar Republic in Germany (1918–34); and post-Soviet Russia (1992–2008). Hanson argues that political ideologies are typically necessary for the mobilization of enduring, independent national party organizations in uncertain democracies. By presenting an explicit and desirable picture of the political future, successful ideologues induce individuals to embrace a long-run strategy of cooperation with other converts. When enough new converts cooperate in this way, it enables sustained collective action to defend and extend party power. Successful party ideologies thus have the character of self-fulfilling prophecies: by portraying the future polity as one organized to serve the interests of those loyal to specific ideological principles, they help to bring political organizations centered on these principles into being.

Book excerpt: Political scientists are quite good at predicting ‘optimal’ policy positions that - under the given circumstances - allow parties to get maximal payoffs in terms of policy, office or votes. What we do not know is whether parties are actually able to take these positions or whether they are constrained to do so. This book attempts to narrow this gap. The major argument is that parties do not choose policy positions from scratch and that they cannot freely change their policy platforms. Rather, voters’ lacking perception of changing party platforms and intra-party factors constrain parties when shifting their policy positions. An empirical analysis of party policy shifts in ten Western European democracies shows that these constraints differ across parties and thus affect the parties’ position-taking differently. Considering this variation is important to derive more precise predictions for parties’ policy platforms and for our understanding of party behaviour in general. This book attempts to narrow this gap. The major argument is that parties do not choose policy positions from scratch and that they cannot freely change their policy platforms. Book excerpt: When Mexico's authoritarian Party of the Institutional Revolution (PRI) was defeated in the 2000 presidential election after seventy-one years of uninterrupted rule, many analysts believed the party would inevitably splinter and collapse. An authoritarian party without control over government resources and without a strong national executive creates both opportunity and incentive for ambitious politicians to leave the party and join a separate faction. To the surprise of many, however, the PRI managed to deviate from this pattern, and returned triumphantly to the presidency in 2012. Democratization and Authoritarian Party Survival: Mexico's PRI argues that those authoritarian parties that survive the transition to democratic elections do so because they are able to adjust to electoral challenges and the rigors of the ballot box more quickly and effectively than their internal party rivals. Such as in the case of the PRI, these electorally-oriented vote winners find ways to cooperate and avoid the dangers of internal ruptures. Those authoritarian parties in which vote-winning factions are unable to defeat their intra-party rivals, or those that divide and fragment, are less likely to survive the transition to democratic voting. Despite the interest in Mexico's former hegemonic party and its return to power, no full-length monograph has been dedicated to studying its transformation. This book takes a long lens view of authoritarian party survival and zeros in on the transformation of Mexico's PRI, making a substantive and novel contribution to the wider literature on party organizational change, authoritarian party survival, and democratization.
