Book excerpt: Why do some parties coordinate their electoral strategies as part of a pre-electoral coalition, while others choose to compete independently at election time? Scholars have long ignored pre-electoral coalitions in favor of focusing on the government coalitions that form after parliamentary elections. Yet electoral coalitions are common, they affect electoral outcomes, and they have important implications for democratic policy-making itself. The Logic of Pre-Electoral Coalition Formation by Sona Nadenichek Golder includes a combination of methodological approaches (game theoretic, statistical, and historical) to explain why pre-electoral coalitions form in some instances but not in others. The results indicate that pre-electoral coalitions are more likely to form between ideologically compatible parties. They are also more likely to form when the expected coalition size is large (but not too large) and when the potential coalition partners are similar in size. Ideologically polarized party systems and disproportional electoral rules in combination also increase the likelihood of electoral coalition formation. Golder links the analysis of pre-electoral coalition formation to the larger government coalition literature by showing that pre-electoral agreements increase (a) the likelihood that a party will enter government, (b) the ideological compatibility of governments, and (c) the speed with which governments take office. In addition, pre-electoral coalitions provide an opportunity for combining the best elements of the majoritarian vision of democracy with the best elements of the proportional vision of democracy.

In some countries issues focusing on the environment, immigration, economic decline, and regional concerns have been brought to the forefront by new political parties. In other countries these issues have been addressed by established parties, and new issue-driven parties have failed to form. Most current research is unable to explain why under certain circumstances new issues or neglected old ones lead to the formation of new parties. Based on a novel theoretical framework, this study demonstrates the crucial interplay between established parties and possible newcomers to explain the emergence of new political parties. Deriving stable hypotheses from a simple theoretical model, the book proceeds to a study of party formation in twenty-two developed democracies. New or neglected issues still appear as a driving force in explaining the emergence of new parties, but their effect is partially mediated by institutional factors, such as access to the ballot, public support for parties, and the electoral system. The hypotheses in part support existing theoretical work, but in part present new insights. The theoretical model also pinpoints problems of research design that are hardly addressed in the comparative literature on new political parties. These insights from the theoretical model lead to empirical tests that improve on those employed in the literature and allow for a much-enhanced understanding of the formation and the success of new parties. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining. However, a society's political culture can maintain parties despite electoral rules that give them poor prospects of success. Thus, comparing the number of parties and differences in electoral rules across countries cannot clearly test the effect of the electoral rules. A better test would examine a society with a fairly continuous political culture, but a change in electoral rules. Postwar France is such a society. While the basic social order has not changed, there was a drastic change in the electoral system in 1958, which theory implies would reduce the number of parties. Thus we can test the hypothesis that the number of parties fell with the change in electoral system. We can also calculate an " equivalent number of parties· to see how closely France approached a two - party system under the new regime. The first section describes the electoral rules under the Fourth and Fifth Republics. The second section develops a model that indicates how the change in electoral rules should have affected the incentives for multiple parties. The third section tests the hypothesis that the number of parties fell from the Fourth to the Fifth Republic. 1. Book excerpt: When Mexico's authoritarian Party of the Institutional Revolution (PRI) was defeated in the 2000 presidential election after seventy-one years of uninterrupted rule, many analysts believed the party would inevitably splinter and collapse. An authoritarian party without control over government resources and without a strong national executive creates both opportunity and incentive for ambitious politicians to leave the party and join a separate faction. To the surprise of many, however, the PRI managed to deviate from this pattern, and returned triumphantly to the presidency in 2012. Democratization and Authoritarian Party Survival: Mexico's PRI argues that those authoritarian parties that survive the transition to democratic elections do so because they are able to adjust to electoral challenges and the rigors of the ballot box more quickly and effectively than their internal party rivals. Such as in the case of the PRI, these electorally-oriented vote winners find ways to cooperate and avoid the dangers of internal ruptures. Those authoritarian parties in which vote-winning factions are unable to defeat their intra-party rivals, or those that divide and fragment, are less likely to survive the transition to democratic voting. Despite the interest in Mexico's former hegemonic party and its return to power, no full-length monograph has been dedicated to studying its transformation. This book takes a long lens view of authoritarian party survival and zeros in on the transformation of Mexico's PRI, making a substantive and novel contribution to the wider literature on party organizational change, authoritarian party survival, and democratization.
