Book excerpt: Excerpt from The League of Nations: Its Economic Aspect League of Nations is so strong that it hardly needs to be stated. The question that now confronts mankind is literally this: Are its best energies and efforts to be devoted henceforward to production or destruction 2' If there is a League of Nations the answer will be Production. If not, Destruction. If the answer is Production, then all that we need for a healthy; comfortable, and, in the best sense of the word, civilized life will, or can, be turned out for us in abundance. If the answer is Destruction, then we shall have to be stinted in the supply of all that makes life good and pleasant and wholesome, in order that we may compete in the race for the greatest output of death-dealing -weapons and the greatest efficiency in their use. Book excerpt: Excerpt from A League of Nations The war has called forth some good books on the future international organization Of the world, and others on the settlement Of the war itself TO my thinking, these two questions are a single problem which must be solved as a whole. The task which for us exceeds all others in importance, and must be made to include all others, is the making of conditions which promise security from further wars. The settlement of the national, colonial, and economic questions involved in this war, must be a settlement which will help the creation, and ensure the harmonious working Of a League of Nations founded to maintain peace. In this book I have tried to consider how far such a League Of Nations as President Wilson has proposed, can guarantee the security of Europe. Its success will depend, not merely on the wise drafting Of its constitution, but upon the solution reached in the war-settlement of our problem's of nationality, colonial expansion, international trade, sea-power, and alliances, I have groped in the following chapters for an answer to this question: Under what political and economic conditions would the creation of a League of Nations be a hopeful adventure? Book excerpt: Excerpt from The Economic Foundations of Peace: Or World-Partnership as the Truer Basis of the League of Nations Of the making of books on the League of Nations there is no end, and I would not have added another but that the standpoint is different It is also decided, and steady thought, long acquaintance with the working of politics, and a life-long study of the better as well as the worse kind of German feeling have satisfied me that the standpoint is true. Book excerpt: Excerpt from The League of Nations, the Principle and the Practice Humanity has just passed through the most terrible ordeal in its history, an ordeal that has caused many men to despair of the possibility of a peaceful organization of the world that Will be durable. There is general agree ment that a treaty of peace will be but a mere truce if it settles only the more immediate problems of the war, leaves untouched its underlying causes, and provides no remedies for the defects of the international organization which broke down in 1914. The first step, therefore, in the study of the problem of international reconstruction is a consideration of the way in which the World was organized politically at the outbreak Of the Great War. Book excerpt: Excerpt from The League of Nations: Today and Tomorrow, a Discussion of International Organization, Present and to Come The preface of a work is mostly retrospect and summary, printed first, but conceived and written last. Its virtue is that it gives a writer a chance to overtake events. In the present instance, the virtue is maximal. On September 27, 1918, at the Metropolitan Opera House, New York City, President Wilson made the most recent of his classic statements of the issues between the democracies of the world and the Central Powers. Whatever the motives of the war may have been in the beginning, today, he said, "the common will of mankind has been substituted for the particular purposes of individual states." The war is "a peoples' war, and peoples of all sorts and races, of every degree of power and variety of fortune, are involved in its sweeping processes of change and settlement." Its issues are peoples' issues, and he is at this moment gladly making reply to a challenge of peoples, is answering the demand "of assemblies and associations of many kinds made up of plain workaday people" that their Governments "shall tell them plainly what it is, exactly what it is, that they are seeking in this war, and what they think the items of final settlement shall be." His reply is that the settlement must aim at "secure and lasting peace"; that such a peace has, of course, its price, and that this price must be paid. Book excerpt: Excerpt from The League of Nations This, or something like this, has hitherto been the history of the ideal that has now become associated with the phrase A League of Nations; but it does not follow that the history of this'or of other ideals will be the same after the war as before it. There is more at stake in this war than the existence of individual States or Empires, or the fate of a Continent; the whole of modern civilization is at stake, and whether it will perish and be submerged, as has happened to previous civilizations of older types, or whether it will live and progress, depends upon whether the nations engaged in this war, and even those that are onlookers, learn the lessons that the experience of the war may teach them. It must be with nations as with individuals; in the great trials of life they must become better or worse - they cannot stand still. They must learn and profit by experience and rise to greater heights, or else sink lower and drop eventually into the abyss. And this war is the greatest trial of which there is any record in history. If the war does not teach mankind new lessons that will so dominate the thought and feeling of those who survive it, and those who succeed the survivors, as to make new things possible, then the war will be the greatest catastrophe as well as the most grievous trial and suffering of which mankind has any record. Book excerpt: Excerpt from The League of Nations and the Democratic Idea Among all the evil aspects in which War has revealed itself to our generation there is none more horrible or more widely felt than its enslavement of whole nations to the will of the few. It is no part of my task to discuss the origins of the present War. The verdict of history is, in my judgement, already irrefutably pronounced; the War of 1914 was a war of ambition forced by the German Government upon an unwilling world. But my present purpose is to discuss the War merely as a fact, irrespective of any questions of its 'justice' or 'injustice' or the comparative degrees of guilt resting on this party or that. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from League of Nations: An Alliance? Or a Nation of Nations? The Pioneer plan for a league of nations to be organized at the end of the world war, so as to make another such war impossible or improbable, was fully prepared on August 10, 1914, ten days after the great world war began. That plan is described herein in detail and contrasted with other plans. It was mailed to President Wilson August 18, 1914. It was referred by the White House to the Department of State, according to the letter of the Secretary of State to the author, dated September 17, 1914. In October, 1914, it was made public. The volume Nation of Nations, elaborating the plan with a tentative draft of a Supreme Constitution for the suggested international government and police power, was published just after June 17, 1915, when the League to Enforce Peace was organized at Philadelphia to promote a league of nations of an entirely different character, a world treaty alliance, as herein shown. Both plans are described and contrasted in that book, and in this volume. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Broad community of interest is more patent in the face of a common danger and opposing interests are more readily reconciled at such a time. It is of the utmost importance that the Allies should present a common front at the peace table and, in order to effect this, they must reach an understand ing, so far as possible, on specific questions in advance of the peace con ference.
