Book excerpt: Subsistence fishing in the Bristol Bay region of Alaska has persisted for centuries, changing with time and technology, but remaining central to the culture and economy of the region. This thesis examines the effects of federal legislation upon subsistence fishing in Bristol Bay, with an emphasis on salmon. Looking at conflicts over natural resources through the lens of Alaska Statehood, the Alaska Native Claims Settlement Act, the Alaska National Interest Lands Conservation Act, and the Community Development Quota program within the Magnuson-Stevens Marine Fisheries Act, the thesis analyzes how each of these federal laws treated and affected subsistence use, and whether the action was seen as beneficial by members of the communities in Bristol Bay. For the residents of the Bristol Bay region, and Alaska Natives in particular, Alaskan statehood, ANCSA, and ANILCA profound impacted the aquatic resources of the region and the commercial, subsistence, and sport fisheries of the area that made use of those resources. Subsistence fishing in particular, a fundamental aspect of life in Bristol Bay, suffered under federal legislation that ignored it, prohibited it, or failed to address the particular nature of salmon. Using interviews, legislative history, law review articles, agency technical papers, historical and anthropological sources, the author addresses the effects of each federal law at the national, state and local level, and examines how subsistence users fared in competition with other fishing interests. Lessons from the creation of the Community Development Quota Program, a national program advocated by local interests, inform concluding observations about the core role of salmon in the region, and the potential for competing interests to join forces against threats to this iconic species.

Book excerpt: Millions of Pacific salmon return from feeding in the open ocean each year and swarm through Bristol Bay en route to their natal spawning streams. Nine major river systems comprise the spawning grounds for Bristol Bay salmon (Figure 1), and schools navigate toward the mouths of their respective rivers as they pass through the Bay. Each summer, thousands of commercial fishermen use drift and set gill nets to capture millions of returning fish, making Bristol Bay the largest sockeye salmon fishery in the world. Salmon that escape the fishery distribute throughout the Bay's watersheds and spawn in hundreds of discreet populations. Sport anglers target those salmon, especially sockeye, Chinook and coho, as they migrate through the river systems toward their spawning grounds. Also prized are abundant populations of rainbow trout and other sport fish, including Dolly Varden and Arctic grayling, which attain trophy size by gorging on energy-rich salmon eggs, flesh from salmon carcasses, and invertebrates dislodged by spawning salmon. The abundance of large game fish, along with the wilderness setting, makes the Bristol Bay region a world-class destination for sport anglers. Alongside recreationists, aboriginal people, guided by an age-old culture, harvest their share of migrating salmon and other fish species, which provide a primary source of sustenance. In this report we reviewed the biology, ecology, and management of the fishes of the Bristol Bay watersheds, emphasizing those species of the greatest cultural and economic importance - sockeye salmon, Chinook salmon, and rainbow trout. Rather than to imply that other fishes are not important, this focus reflected the disproportionate amount of research on these species (especially sockeye salmon) and was necessary to keep the amount of material manageable. In contrast, there is relatively little information available for the region's freshwater species, despite the importance of some in subsistence and sport fisheries. Our objectives were to describe the commercial and sport fishery resources of the region and to discuss the importance of Bristol Bay salmon populations in the context of the greater North Pacific Ocean. The literature reviewed consisted primarily of agency reports and peer-reviewed scientific papers, although unpublished data and personal communications were used where no pertinent published literature existed and popular sources were consulted to characterize the more subjective attributes of the sport fisheries. Our geographic focus was the Kvichak River watershed (including the Alagnak River) and the Nushagak River watershed (including the Wood River). Since the Kvichak and Nushagak sockeye salmon populations are components of the Bristol Bay-wide stock complex, however, we typically discuss their abundance trends at both the Bristol Bay scale and at the scale of the individual river systems. The economics of Bristol Bay's fisheries and the role of fish in the region's aboriginal cultures are each covered in separate sections of the Bristol Bay Watershed Analysis.

Book excerpt: Five Bristol Bay area communities located on or near the Nushagak River were selected to participate in research about salmon use and harvest, and participation in the subsistence fishery and harvest monitoring program. Post-season salmon harvest surveys were administered to households in Clarks Point, Ekwok, New Stuyahok, and Koliganek in 2013 and 2014, and in Dillingham in 2014 and 2016. The surveys were used to develop household use and harvest estimates for salmon; identify fishing and harvest locations and gear types used to harvest salmon; and gather assessments of changes to harvests and sufficiency of salmon supply. Households were also asked about their participation in the subsistence salmon permit program. Key respondent interviews and participant observation were also used throughout the study period to more fully explore the social and economic relationship that the communities have to salmon: there was a specific emphasis to collect local traditional knowledge about Nushagak River Chinook salmon stock abundance, health, habitat, and fisheries management, as well as individual experiences and histories regarding subsistence practices in Bristol Bay. This research was recommended in 2013 by the Alaska Department of Fish and Game (ADF&G) Chinook Salmon Research Team. Either sockeye or Chinook salmon was the most harvested species, in pounds usable weight, for all the study communities in every study year. Most households traveled some distance away from their community to obtain the salmon they needed for home use. Subsistence gillnet was the most common gear type used to harvest salmon, but coho salmon accounted for more of the rod and reel gear harvest than any other species at every community that used rod and reel gear. For both study years, the range of per capita harvests for all salmon spanned from 91 lb to 701 lb per person, and for Chinook salmon spanned from 42 lb to 218 lb per person. Post-season household surveys identified salmon harvests that were not reported to the harvest monitoring program, which yielded recommendations for improved community participation in subsistence fishing reporting. Key respondent interviews collected statements from community residents about their concerns for the health of salmon stocks in Bristol Bay and valuable descriptions of changed salmon habitat and abundance.
