Book excerpt: The Joint Tactical Information Distribution System (JTIDS) is a spread spectrum, frequency hopping communication system which will distribute secure, jam-resistant, digital information over a wide frequency band. Only System-equipped users will have access to this information and the numbers of users can range from two up to a few thousand. The System is planned to be interoperable with command and control systems used by the U.S. military services and NATO forces. JTIDS is being designed to counter the existing electronic countermeasures threat to U.S. communications by Warsaw Pact forces. Development of the system has been given a high priority, but progress has been slow. Questions have been raised as to whether the need for the system is as critical as indicated by the Department of Defense.

Senior Air Force leaders have shown their commitment to improving our warfighting capability by increasing R & M. However, during test and evaluation of the Class 2 Joint Tactical Information Distribution System (JTIDS), the program office did not implement R & M 2000, and the test organization involved did not enforce implementation of R & M 2000 upon the program office. The study focuses on specific examples during testing where R & M policy was not implemented. The study concludes that if implementation of R & M 2000 is not enforced, it is no better than the policies that preceded it, and any increases in R & M will be slow at best.
