Book excerpt: Shinoda provides an analytical framework for examining the role of the prime minister in Japan's political decision making. He shows that two dimensions of fraction within the government and the ruling party—interagency rivalry and intraparty factions—confront the prime minister whenever a major policy issue needs to be resolved. Despite these obstacles, Shinoda shows that the prime minister can be effective. First, Shinoda identifies the sources of power available to Japanese prime ministers—some from legal authorities and others from informal sources. Because prime ministers must rely on informal sources of power to effectively utilize institutional sources of power, their effectiveness varies depending on their background, experience, political skills, and personality. Shinoda identifies six major informal sources of power: power base within the ruling party, control over the bureaucracy, ties with the opposition parties, public support, business support, and international reputation. The national leader's leadership style can be defined depending on which sources of power they utilize in the policy process. He presents both successful and unsuccessful case studies—Hashimoto's administrative reform, Takeshita's tax reform, and Nakasone's administrative reform— illustrate how different prime ministers have succeeded or failed in applying their political resources. After examining these three case studies, Shinoda uncovers four types of leadership among Japanese prime ministers. Book excerpt: To understand how change occurs in politics, we should turn from concentrating on intentional political actions to exploring everyday life, especially marginal frames of mind in which people are open to questioning existing ideas and institutions. In so contending, Takako Kishima offers fresh understandings of contemporary Japanese politicians and the Japanese political process, while she also proposes an innovative method of looking at politics in general. Kishima points out that taken-for-granted values and beliefs are revealed as arbitrary when people experience intrusions of the marginal, or "liminal." Social marginals, such as outcastes or so-called misfits, are the most likely people to invoke these intrusions, but more ordinary folk are also subjected to them under special conditions ranging from the seemingly trivial--daydreaming, dancing, or getting drunk--to the more profound--war, natural disaster, or ecstatic ritual. During an intrusion the flow of ordinary time seems to stop, and the utilitarian principles of commonplace existence are invalidated--as described by the chapter on Nakasone, "Shedding Tears: Suspension of Politics." Drawing on insights from phenomenology, symbolic anthropology, and post-structuralism, as well as from political science, Kishima shows that the prevalence of liminal experiences in society prevents the reification of authority, allows the transcendence of formal political differences, and permits political change over time. Ishida attempts a balanced evaluation of modern Japan, seeking to explain why the basic characteristics of Japanese society permit two almost opposite assessments. He divides the development of modern Japan into two stages: first, the period starting from the Meiji Restoration (1868) up to the end of World War II; second, from the defeat of Japan in World War II up to the present. Ishida investigates the essential features of the modern Japanese value system and the social structure, which comprise both traditional and modern elements. He examines how Japanese society has adapted Western influences to suit its own needs--the real "miracle" of modern Japan. As the Japanese economy grows and Japan becomes an economic superpower, political self-confidence is also emerging. Ishida, however, remains critical of Japanese society, because he feels that Japan lacked the internal resources to change the political system from within until its defeat by the Allies forced it to introduce various reforms ordered by the occupation authorities. Despite the rapid changes taking place in Japanese society, certain attitudes, such as conformity and competition, are common to both the prewar and postwar periods. The final section is devoted to the field of peace research. Ishida presents differences of meaning in the concepts of peace in ancient Hebrew, Greek, Roman, Chinese, and Indian cultures in order to characterize the Japanese concept of peace, which, akin to the Chinese, emphasizes harmony rather than justice. He goes on to discuss Japan's images of Gandhi, which, according to the author, were projections of ultranationalist prejudice and missed the significance of his nonviolent direct action. Ishida emphasizes the importance of such nonviolent action as a means to carry out social change toward the realization of justice.
