The first preference and A preference are therefore tobe put into one class with equal rights, and in place of the existing 5 per cent. First preference and A preference of 10 each there is to be shares of 1 each, to be known as 5 per cent. Cumula tive first preference shares. Further, the 6 per cent. B preference shares of 10 each and the of 6 per cent. C preference shares of 1 each are to be put into one class with' equal rights, and called 6 per cent. Cumulative A shares of 1 each. The continued expansion of the business necessitates the employment of additional capital, to provide which it is intended to create new cumulative B preference shares of 1 each, ranking for dividend and capital immediately after the consolidated' A pre ference shares. Rent Charge Stock. - This stock is also now very much reduced in price. It has been as high as and is now at or very near the lowest figure ever touched. As the interest is guaranteed by the Midland Railway, which pays a rent sufficient to give the stock 4 per cent., it is an investment that stands altogether clear of the fate and fortunes of the District Railway itself. London and India Docks C Debenture Stock. There is about ordinary and preference stocks behind this debenture issue, but it is a non' cumulative stock, or at any rate holders cannot claim back dividends unless a surplus remain after paying interest on all the debenture stocks of the company, as well as the dividends on the A and B preference stocks. There is thus a risk in it, but not a great risk, and we think the stock cheap at the price given. Gold Coast 35 per Cent. Inscribed Stock at 84 seems also an excellent investment, although the stock has no other security than the revenues of the colony. These, however, are growing, and the railway is obtaining a considerable and increasing traffic, so that the security should be ample. It is only the present state of markets which keeps the price down. It was issued at 91 in March, 1902, and is a trustee stock. Using a dataset of regional public investment spending, we find that investment multipliers were higher than for public consumption, although they were relatively low and declining over time. The paper also finds that the effectiveness of economic infrastructure investment, implemented mainly by the central government, is lower than that of social investment mostly undertaken by local governments. These results suggest that while public investment may yield higher output effects than other spending, its effectiveness depends upon its composition, the level of government implementation, and supply side factors.

We analyze the potential causes of weaker investment at the firm level, using both firm-level financial statements and a novel dataset on firms’ investment project decisions, and find that financial frictions have played a role in the slowdown. Firms with higher financial leverage invest less, as do firms with lower earnings relative to their interest expenses. Consistent with the notion of credit constraints leading to pro-cyclical investment, we also find that firms with higher leverage are (i) less likely to undertake new investment projects, (ii) less likely to complete investment projects once begun, and (iii) undertake shorter-term investment projects.
