It is also a classic example of a U.S. military operation that drew in America's hemispheric allies. Finally, its outcome was that rare feat in the annals of diplomacy -- a peaceful political settlement of a civil war. Here for the first time is the full story of that action, as told by one of its leading participants. General Palmer was the U.S. Army's operations chief in Washington in April 1965 when the Dominican crisis broke, and was placed in command of U.S. forces deployed to the Republic. His perspective thus reflects both the perceptions of Washington officials and those of the U.S. commander on the scene. Palmer's instructions from President Johnson were to prevent another Cuba. Although the intervention remains controversial today, especially with Latin Americans, it was successful both politically and militarily, bringing unprecedented stability to the long-troubled Dominican Republic. The lesson Palmer draws is that success in such a venture comes only when political and military actions are orchestrated toward a common political goal. Palmer concludes with an assessment of the current situation in the broader Caribbean area, including a comparison of the 1965 Dominican and 1983 Grenadian interventions, and an analysis of the situation in Panama with its implications for the Canal Treaty. His book is a timely contribution to the history of the Caribbean that enlarges our understanding of this region's vital importance to the United States.

Unfortunately, work on Latin America has not been well represented in either theoretical or empirical discussions of the broader conflict. With some notable exceptions, studies have proceeded in rather conventional channels, focusing on U.S. policy objectives and high-profile leaders (Fidel Castro) and events (the Cuban Missile Crisis) and drawing largely on U.S. government sources. Moreover, only rarely have U.S. foreign relations scholars engaged productively with Latin American historians who analyze how the international conflict transformed the region's political, social, and cultural life. Representing a collaboration among eleven North American, Latin American, and European historians, anthropologists, and political scientists, this volume attempts to facilitate such a cross-fertilization. In the process, In From the Cold shifts the focus of attention away from the bipolar conflict, the preoccupation of much of the so-called "new Cold War history," in order to showcase research, discussion, and an array of new archival and oral sources centering on the grassroots, where conflicts actually brewed. The collection's contributors examine international and everyday contests over political power and cultural representation, focusing on communities and groups above and underground, on state houses and diplomatic board rooms manned by Latin American and international governing elites, on the relations among states regionally, and, less frequently, on the dynamics between the two great superpowers themselves. Available in PDF, EPUB and Kindle. Book excerpt: The terrorist attacks on the United States that occurred on September 11 marked the end of an historical era known as the post-Cold War period. During this time, the U.S. government produced no clear media guidelines for dealing with world crises, and media coverage increasingly came to be focused on domestic conflicts rather than international ones. In the absence of a clearly defined threat, no dominant media frame replaced the time-worn Cold War in media reporting. Mass media has been recognized as an important intermediary between the government and the population. In this context, this study examines network coverage of seven post-Cold War crises, ranging from Cuba to Mexico, occurring in the Caribbean Basin between 1990 and 1996 to evaluate the framing of these events by the various media covering them. In providing context for understanding these crises, this examination reviews U.S. policy in each case and discovers a strong correlation between the level of U.S. involvement in the crisis and the amount of media attention generated. By appearing on the news or not, the president along with key Cabinet members were able to define whether an event constituted a crisis for the United States. In instances where the media received little guidance from Washington officials on the implications for the United States, the media did attempt to provide explanations of events, however, coverage tended to be minimal. Case studies include the recording and coding of language used as positive, negative, and neutral/ambiguous.
