Book excerpt: During the past two decades, a renewed interest in children's cognitive devel opment has stimulated numerous research activities that have been summarized in hundreds of books. In our view, the field of memory development provides a particularly nice example of the progress that has been made so far. Since John Flavell's landmark symposium on "What Is Memory Development the Development of?" in 1971, the question of what develops has been addressed in different ways, yielding a rather complex pattern of findings. A closer look at current research outcomes reveals that ways of describing and explaining de velopmental changes in memory performance have changed considerably during the past 20 years. That is, while individual differences in the use of cognitive strategies were conceived of as the most important predictors of individual dif ferences in memory performance in the 1970s, the crucial role of knowledge has been demonstrated in research conducted in the 1980s. More recent studies have repeatedly emphasized that neither changes in strategies nor knowledge alone is sufficient to explain general patterns of memory development: Here the claim is that strategies ahd different forms of knowledge (e. g. , world knowl edge, domain knowledge, or metacognitive knowledge) interact in rather com plex ways to achieve successful memory performance. We believe that this claim can be generalized to different fields dealing with intelligent information processing.

The result would be an explosion of new computer applications that would suddenly become economically feasible (e. g. , personalized computer assistants that automatically tune themselves to the needs of individual users), and a dramatic improvement in the quality of current computer applications (e. g. , imagine an airline scheduling program that improves its scheduling method based on analyzing past delays). And while the potential economic impact ofsuccessful learning methods is sufficient reason to invest in research into machine learning, there is a second significant reason: studying machine learning helps us understand our own human learning abilities and disabilities, leading to the possibility of improved methods in education. While many open questions remain aboutthe methods by which machines and humans might learn, significant progress has been made.

Book excerpt: During the past two or three decades, research in cognitive science and psychology has yielded an improved understanding of the fundamental psychological nature of knowledge and cognitive skills that psychological testing attempts to measure. These theories have reached sufficient maturity, making it reasonable to look upon them to provide a sound theoretical foundation for assessment, particulary for the content of assessments. This fact, combined with much discontentedness over current testing practices, has inspired efforts to bring testing and cognitive theory together to create a new theoretical framework for psychological testing -- a framework developed for diagnosing learners' differences rather than for ranking learners based on their differences. This volume presents some initial accomplishments in the effort to bring testing and cognitive theory together. Contributors originate from both of the relevant research communities -- cognitive research and psychometric theory. Some represent collaborations between representatives of the two communities; others are efforts to reach out in the direction of the other community. Taking fundamentally different forms, psychometric test theory assumes that knowledge can be represented in terms of one or at most a few dimensions, whereas modern cognitive theory typically represents knowledge in networks -- either networks of conceptual relationships or the transition networks of production systems. Cognitively diagnostic assessment is a new enterprise and it is evident that many challenging problems remain to be addressed. Still, it is already possible to develop highly productive interactions between assessment and instruction in both automated tutoring systems and more conventional classrooms. The editors hope that the chapters presented here show how the reform of assessment can take a rigorous path.

Cognitive scientist Stellan Ohlsson analyzes three types of deep, non-monotonic cognitive change: creative insight, adaptation of cognitive skills by learning from errors, and conversion from one belief to another, incompatible belief. For each topic, Ohlsson summarizes past research, re-formulates the relevant research questions, and proposes information-processing mechanisms that answer those questions. The three theories are based on the principles of redistribution of activation, specialization of practical knowledge, and re-subsumption of declarative information. Ohlsson develops the implications of those mechanisms by scaling their effects with respect to time, complexity, and social interaction. INTRODUCTION AND BACKGROUNDl,2 This report reviews and interprets research on the nature and magnitude of the effects of those factors which influence how well knowledge and skills (K&S) are retained over relatively long periods of nonuse. Our interest lies in the kinds of knowledge domains and skills that military personnel must master to function effectively on their jobs. The practical concern impelling this study is that K&S degradation or loss (which we will refer to as "decay") can and does occur, often and severely enough, to jeopardize military preparedness. There are occasions in all the military services when personnel who have just completed their training do not receive an opportunity to practice or use their new capabilities for weeks or months. In the case of reservists who may be called back to active duty, the period of nonuse of relevant military job skills may be counted in terms of years. B. OBJECTIVES The overall objective is to critically analyze the relevant scientific literature which relates the processes involved in learning to those of memory, taking into account the characteristics of the learner and the learning tasks. More specifically, we have focused on the following sub-objectives: 1.
