Taking a large sample of patient records, it pays particular attention to gender, ethnicity and class as categories of analysis, reminding us of the varied journeys of immigrants to the colonies and of how and where they stopped, for different reasons, inside the social institutions of the period. It is about their stories of mobility, how these were told and produced inside institutions for the insane, and how, in the telling, colonial identities were asserted and formed. Having engaged with the structural imperatives of empire and with the varied imperial meanings of gender, sexuality and medicine, historians have considered the movements of travellers, migrants, military bodies and medical personnel, and ‘transnational lives’. This book examines an empire-wide discourse of ‘madness’ as part of this inquiry.

Shaped by the dynamics surrounding the clandestine committal of wealthy Londoners in private madhouses, this system featured three distinctive tenets: standardized forms, independent medical examinations, and written facts of insanity. Despite their complexity, Victorian certificates achieved a remarkable success. Not only did they survive in the UK for more than a century, but they also served as a model for the development of mental health laws around the world. By the start of the Second World War, more than seventy colonial and non-colonial jurisdictions adopted the Victorian formula for making lunacy official with some countries still relying on it to this very day. This book is nothing less than an anatomy of torture--its methods, justifications, functions, and consequences. Drawing extensively from archives, confessions by former torturers, interviews with former soldiers, and war diaries, as well as writings by Jean-Paul Sartre, Albert Camus, and others, Lazreg argues that occupying nations justify their systematic use of torture as a regrettable but necessary means of saving Western civilization from those who challenge their rule. She shows how torture was central to guerre révolutionnaire, a French theory of modern warfare that called for total war against the subject population and which informed a pacification strategy founded on brutal psychological techniques borrowed from totalitarian movements.
