Book excerpt: This report describes and evaluates the initial effects of the 1984 Texas Education Reform Bill (House Bill 72), in which the Texas legislature enacted a massive attempt to enhance both equity and effectiveness in the State's system of elementary and secondary education. Chapter 1 describes the Bill's various financing components and focuses on its initial effect on disparities in spending among rich and poor districts. Chapter 2 examines the various reforms aimed at improving the quality of teaching, and Chapter 3 focuses on the provisions that affect students. Chapters 4-7 deal with the effects of House Bill 72 on programs which seek to provide special educational services (compensatory education, bilingual education, special education, and vocational education). Chapter 8 describes the implementation of new prekindergarten and summer preschool programs. Chapter 9 discusses the difficulty of implementing curriculum reforms at the State and local levels, and focuses on the confusion that has resulted from House Bill 72's requirements and those of a 1981 law, House Bill 246, which called for different types of reform. Finally, Chapter 10 presents general conclusions and recommendations. The study uncovered widespread satisfaction with the general direction of reform, it is said, except in certain areas where implementation of the law has been difficult. The State, it is argued, must be willing to accept that education is likely to be more expensive in the future. (KH)

Available in PDF, EPUB and Kindle. Book excerpt: Parents and community activists around the country complain that the education system is failing our children. They point to students' failure to master basic skills, even as standardized testing is widely employed in efforts to improve the educational system. Contradictions of Reform is a provocative look into the reality, for students as well as teachers, of standardized testing. A detailed account of how student improvement and teacher effectiveness are evaluated, Contradictions of Reform argues compellingly that the preparation of students for standardized tests engenders teaching methods that vastly compromise the quality of education.

Available in PDF, EPUB and Kindle. Book excerpt: This text, the second in a two-volume set examining the process of educational reform, describes case studies on the change process of education, as it impacts on the individual at work.; The authors provide interesting comparisons of similar changes occuring within education in different national settings, including Australia, New Zealand, Israel, the USA and the UK. The case studies are based on three themes: systematic change; the transition from policy to practice; and curriculum contexts. The effects of governmental control over the curriculum and attempts to reform education by legislation are explained and the similarities are seen as marginalisation of professional educators, corporatisation of education systems, instrumentalisation of curriculum and the inability of those in power to draw from past knowledge on educational change.; Written to stand alone, this book can also be read in conjunction with volume 1, "International Perspectives on Educational Reform and Policy Implementation", which examines the historical, social and economic influences on education policy reform. The authors argue that change takes a predictable format and, once understood, can be directed and managed. The books are intended to be of interest to all involved in the planning and implementation of change, together pointing the way to effective management of such change processes.

Book excerpt: This book traces the historical development of the World History course as it has been taught in high school classrooms in Texas, a populous and nationally influential state, over the last hundred years. Arguing that the course is a result of a patchwork of competing groups and ideas that have intersected over the past century, with each new framework patched over but never completely erased or replaced, the author crucially examines themes of imperialism, Eurocentrism, and nationalism in both textbooks and the curriculum more broadly. The first part of the book presents an overview of the World History course supported by numerical analysis of textbook content and public documents, while the second focuses on the depiction of non-Western peoples, and persistent narratives of Eurocentrism and nationalism. It ultimately offers that a more global, accurate, and balanced curriculum is possible, despite the tension between the ideas of professional world historians, who often de-center the nation-state in their quest for a truly global approach to the subject, and the historical core rationale of state-sponsored education in the United States: to produce loyal citizens. Offering a new, conceptual understanding of how colonial themes in World History curriculum have been dealt with in the past and are now engaged with in contemporary times, it provides essential context for scholars and educators with interests in the history of education, curriculum studies, and the teaching of World History in the United States.

Book excerpt: The rapid growth of diversity within U.S. schooling and the heightened attention to the lack of equity in student achievement, school completion, and postsecondary attendance has made equity and diversity two of the principle issues in education, educational leadership, and educational leadership research. The Handbook of Research on Educational Leadership for Equity and Diversity is the first research-based handbook that comprehensively addresses the broad diversity in U.S. schools by race, ethnicity, culture, language, gender, disability, sexual identity, and class. The Handbook both highly values the critically important strengths and assets that diversity brings to the United States and its schools, yet at the same time candidly critiques the destructive deficit thinking, biases, and prejudices that undermine school success for many groups of students. Well-known chapter authors explore diversity and related inequities in schools and the achievement problems these issues present to school leaders. Each chapter reviews theoretical and empirical evidence of these inequities and provides research-based recommendations for practice and for future research. Celebrating the broad diversity in U.S. schools, the Handbook of Research on Educational Leadership for Equity and Diversity critiques the inequities connected to that diversity, and provides evidence-based practices to promote student success for all children.

Book excerpt: Recent years have generated a huge increase in the number of research and scholarly works concerned with teachers and teaching, and this effort has generated new and important insights that are crucial for understanding education today. This handbook provides a host of chapters, written by leading authorities, that review both the major traditions of work and the newest perspectives, concepts, insights, and research-based knowledge concerned with teachers and teaching. Many of the chapters discuss developments that are international in scope, but coverage is also provided for education in a number of specific countries. Many chapters also review contemporary problems faced by educators and the dangers posed by recent, politically-inspired attempts to `reform' schools and school systems. The Handbook provides an invaluable resource for scholars, teacher-educators, graduate students, and all thoughtful persons concerned with the best thinking about teachers and teaching, current problems, and the future of education.
