Book excerpt: This report explores the future of the information revolution in the countries of the Middle East and North Africa (MENA). The development gap in information and communication technology between MENA and OECD countries and between rich and poor sectors within MENA countries is likely to increase. It is unlikely that most MENA countries will fully enjoy an information revolution during the next decade. They have too many impediments and too few resources.

Book excerpt: RAND is conducting a multiyear effort, sponsored by the National Intelligence Council (NIC), to explore the future of the information revolution throughout the world. This is a multidisciplinary effort with a broad range of participants from both inside and outside of RAND, with an overarching goal of mapping the likely future of the global information revolution over the next one to two decades. This effort has included a series of international conferences on specific aspects of the information revolution, involving experts in various relevant areas. This publication reports the results of one of those studies, on the likely course of the information revolution in the Middle East and North Africa over the next five to 10 years. Key questions addressed in this report include the extent to which the information revolution has taken hold in this region in general, the variations between individual countries, and prospects for further information technology (IT)-related developments in the region.

Book excerpt: The argument that digitalization fosters economic activity has been strengthened by the global COVID-19 pandemic. Because digital technologies are general-purpose technologies that are usable across a wide variety of economic activities, the gains from achieving universal coverage of digital services are likely to be large and shared throughout each economy. However, the Middle East and North Africa region suffers from a “digital paradox†?: the region’s population uses social media more than expected for its level of gross domestic product (GDP) per capita but uses the internet or other digital tools to make payments less than expected. The Upside of Digital for the Middle East and North Africa: How Digital Technology Adoption Can Accelerate Growth and Create Jobs presents evidence that the socioeconomic gains of digitalizing the economies of the region are huge: GDP per capita could rise by more than 40 percent; manufacturing revenue per unit of factors of production could increase by 37 percent; employment in manufacturing could rise by 7 percent; tourist arrivals could rise by 70 percent, creating jobs in the hospitality sector; long-term unemployment rates could fall to negligible levels; and female labor force participation could double to more than 40 percent. To reap these gains, universal access to digital services is crucial, as is their widespread use for economic purposes. The book explores how fast the region could approach universal coverage, whether targeting the rollout of digital infrastructure services makes a difference, and what is needed to increase the use of digital payment tools. The authors find that targeting underserved populations and areas can accelerate the achievement of universal access, while fostering competition and improving the functioning of financial and telecommunications sectors can encourage the adoption of digital technologies. In addition, building societal trust in the government and in related institutions such as banks and financial services is critical for fostering the increased use of digital payment tools.

Book excerpt: ‘Food Insecurity and Revolution in the Middle East and North Africa’ studies the political economy of agrarian transformation in the eponymous regions. Examining Egypt and Tunisia in detail as case studies, it critiques the dominant tropes of food security offered by the international financial institutions and promotes the importance of small-scale family farming in developing sustainable food sovereignty. Egypt and Tunisia are located in the context of the broader Middle East and broader processes of war, environmental transformation and economic reform. The book contributes to uncovering the historical backdrop and contemporary pressures in the Middle East and North Africa for the uprisings of 2010 and 2011. It also explores the continued failure of post-uprising counter-revolutionary governments to directly address issues of rural development that put the position and role of small farmers centre stage.

Book excerpt: The Middle East and North Africa (MENA) region has been facing considerable economic challenges. Left behind by the industrial revolution, overly dependent on oil resources, and on the fringes of the globalization process, a number of MENA countries have embarked on structural reforms to overcome economic stagnation, mounting unemployment, and increasing poverty. At the same time, there is growing awareness worldwide that the knowledge revolution offers new opportunities for growth resulting from the availability of information and communication technologies and from the advent of a new form of global economic development rooted in the concept of the knowledge economy, which is based on the creation, acquisition, distribution, and use of knowledge. This book, developed from papers prepared for a World Bank sponsored conference, assesses the challenges confronting the regionA's countries and analyzes their readiness for the knowledge economy based on a set of indicators. It provides quantitative analysis to help benchmark the countries against worldwide knowledge economy trends, identifies key implementation issues, and presents relevant policy experiences. The basic policy elements that underpin a strategy to prepare for a knowledge-based economy are discussed, including: the renovation of education systems, the creation of a climate conducive to innovation, and the development of an efficient telecommunications infrastructure as the foundation of a new era. The formulation of national visions and strategies is also discussed. Examples from the region and other parts of the world illustrate the chapters. A set of data that makes it possible to benchmark and position countriesA' readiness for the knowledge economy is presented in an appendix.

Book excerpt: "An attempt to analyze the cause and character of a profound revolution taking place from Morocco to Pakistan. This Report examines the forces, groups, ideas, and institutions now in motion and estimates the direction which politics may take in the future in the area. While the transformation here under study embraces both the pervasive nationalist revolution and the ensuing "revolution of rising expectations," its sources and ramifications are broader and run deeper than nationalism and its discontents: (1) a way of life 1300 years old is being destroyed by challenges for which it was almost entirely unprepared; (2) a social system with new values is taking the place of traditional society; (3) a different range of ideological choices has opened up for a new kind of elite; (4) new political instruments are at the elite's disposal; (5) the fact that new men are using new means to attain new ends in their attempts to deal with the politics of social change entails widespread revolutionary consequences."--Author's report.

Available in PDF, EPUB and Kindle. Book excerpt: Since December 2010, a series of uprisings, revolutions, coups and civil wars have shaken up the Middle East and North Africa region. In this chaotic political environment, several countries have been trying to influence this regional transformation. The implications of this transformation are of great importance for the region, its people and global politics. Using a rich combination of primary and secondary sources, elite interviews and content analysis, Yasemin Akbaba and Özgür Özdamar apply role theory to analyze ideational (e.g. identity, religion) and material (e.g. security, economy) sources of national role conceptions in Egypt, Iran, Saudi Arabia and Turkey. The authors take a closer look at the transformation of these four powers’ foreign policies since the beginning of Arab uprisings, with a specific focus on religion. Each case study is written to a common template allowing for clear comparative analyses. Written in a clear and accessible style, Role Theory in the Middle East and North Africa offers a thought provoking and pioneering insight into the usefulness of role theory in foreign policy making in the developing world. The perfect combination of theoretically oriented and empirically rich analysis make this volume an ideal resource for scholars and researchers of International Relations, Foreign Policy, Middle East Politics and International Security.

As a general purpose technology, broadband Internet is considered as a fundamental driver of economic growth and social development, releasing the innovative potential and energy of previously disenfranchised members of the population. Many of the countries in the Middle East and North Africa region (MENA) now recognize that broadband Internet is crucial to their efforts to reduce poverty and create jo.

These questions are the focus of this book, first published in 1972, which examines the revolutionary significance of the major economic, social and political changes in the Middle East over the last fifty years. The special feature is the consideration of the changing connotation of the word ‘revolution’ and a recognition of a certain continuity in the political style of Middle Eastern societies which limits the use of the term in analysing the political change.

Presenting heavily revised, fully updated chapters contributed by the world’s leading experts, it analyzes the historical trajectory, political institutions, economic development, and foreign policies of the region’s nearly two dozen countries. The volume can be used in conjunction with its sister volume, The Societies of the Middle East and North Africa, for a comprehensive overview of the region. Chapters are organized and structured identically, giving insightful windows into the nuances of each country’s domestic politics and foreign relations. Data tables and extensive annotated bibliographies orient readers towards further research. Whether used in conjunction with its sister volume or on its own, this book provides the most comprehensive and detailed overview of the region’s varied politics. Five new experts cover the critical country cases of Turkey, Lebanon, Jordan, Saudi Arabia, and Iran. All chapters cover the latest events, including trends that have remarkably changed in just a few years like the gradual end of the Syrian civil war. As such, this textbook is invaluable to students of Middle Eastern politics.. The ninth edition brings substantial changes. All chapters also have a uniform, streamlined structure that explores the historical context, social and economic environment, political institutions, regime dynamics, and foreign policy of each country. Fact boxes and political maps are now far more extensive, and photographs and images also help illustrate key points. Annotated bibliographies are vastly expanded, providing nothing short of the best list of research references for each country.

Book excerpt: This book offers the first critical engagement with the political economy of the Middle East and North Africa. Challenging conventional wisdom on the origins and contemporary dynamics of capitalism in the region, these cutting-edge essays demonstrate how critical political economy can illuminate both historical and contemporary dynamics of the region and contribute to wider political economy debates from the vantage point of the Middle East. Leading scholars, representing several disciplines, contribute both thematic and country-specific analyses. Their writings critically examine major issues in political economy—notably, the mutual constitution of states, markets, and classes; the co-constitution of class, race, gender, and other forms of identity; varying modes of capital accumulation and the legal, political, and cultural forms of their regulation; relations among local, national, and global forms of capital, class, and culture; technopolitics; the role of war in the constitution of states and classes; and practices and cultures of domination and resistance. Despite undertaking economic reforms in many countries, and having considerable success in avoiding crises and achieving macroeconomic stability, the region’s economic performance in the past 30 years has been below potential. This paper takes stock of the region’s relatively weak performance, explores the reasons for this out come, and proposes an agenda for urgent reforms.
