Part I focuses on ethnic data collection and explores the key rules and principles that govern it, the ways in which this equality tool could be used, and how potential obstacles might be overcome. It also identifies and addresses the specific challenges that arise when collecting ethnic data on the Roma minority in Europe. In turn, Part II explores positive action and the broad range of measures covered by the concept, before analysing the applicable international and European framework. Book excerpt: The Roma (commonly known as "Gypsies") have largely been depicted in writings and in popular culture as an illiterate group. However, as Romani Writing shows, the Roma have a deep understanding of literacy and its implications, and use writing for a range of different purposes. While some Romani writers adopt an "oral" use of the written medium, which aims at opposing and deconstructing anti-Gypsy stereotypes, other Romani authors use writing for purposes of identity-building. Writing is for Romani activists and intellectuals a key factor in establishing a shared identity and introducing a common language that transcends linguistic and geographical boundaries between different Romani groups. Romani authors, acting in-between different cultures and communication systems, regard writing as an act of cultural mediation through which they are able to rewrite Gypsy images and negotiate their identity while retaining their ethnic specificity. Indeed, Romani Writing demonstrates how Romani authors have started to create self-images in which the Roma are no longer portrayed as "objects", but become "subjects" of written representation.

Book excerpt: School segregation still deprives many children of quality education School segregation – one of the worst forms of discrimination – is still an unfortunate reality in Europe today. Its negative consequences affect in particular Roma children, children with disabilities, children with a migrant background and other children due to their social or personal circumstances (such as children living in institutions and children in the juvenile justice system). Despite existing anti-discrimination legislation and policies, the practice of separating groups of pupils in specific schools or classes may even be growing, including as a result of the current increase in the arrival of migrants and refugees in Europe. Many states have adopted important measures to build more inclusive education systems and to guarantee the right of all children to education without discrimination. In practice, however, authorities at national and local level do not always abide by their obligations and often yield to pressure from different sources, including from school administrations, teachers and other professionals and from families. Inclusive education should not be considered a utopian project. It is an achievable goal that has huge potential for improving social cohesion, intercultural relations and the educational opportunities of all children.
