Available in PDF, EPUB and Kindle. Book excerpt: In most network industries, new dynamics are leading to an unprecedented opening up to competition and private sector participation. With the development of a single European market, the in-stages liberalisation process of public utilities has spread to almost all sectors. However, the water supply and sanitation (WSS) sector is considered somehow different and it has been excluded until recently from the restructuring processes achieved in other sectors. Water and Liberalisation: European Water Scenarios presents a better understanding of the specific demands of the WSS sector. Covering the operators' strategies, the regulatory dynamics as well as their interactions on the evolution of the sector, it addresses the likelihood, the nature, and the forms the WSS sector may take in Europe in the foreseeable future. Adopting a neutral political stance, the book analyses the implications of alternative scenarios in economic, ecological, social, legal, and institutional terms. Key sections include: In depth introduction to the current situation in the WSS sector; The European water supply and sanitation markets; The institutional framework of the water supply and sanitation sector in the EU: a comparative analysis; Analysis of the EU explicit and implicit policies and approaches in the sector; Analysis of the strategies of the water operators in Europe scenarios on the evolution of the water sector in Europe; Economic, environmental, & social implications of the scenarios; Major implications per scenario.

Book excerpt: Physical limits to fresh water expansion—an emerging reality in many parts of the world—make absolute water scarcity inevitable. The inability of the already developed water supply to meet an ever-growing demand for fresh water also makes the emergence of relative water scarcity unavoidable. Water scarcity—both in its absolute and relative forms—gets accentuated further by an increasing premium attached to water quality and ecological sustainability. The water sector has undergone remarkable changes in recent years. While past achievements were associated mainly with investment in new physical structures, recent developments in the water sector are associated to a greater extent with improved management and institutional changes. Although both the nature and direction of these institutional changes vary by country-specific economic, political, cultural and resource realities, there are clearly identifiable trends and patterns. This report suggests a new methodology to shed light on the process of institution-performance interaction. It demonstrates the use of the methodology by applying it to an extensive cross-country data set, and by deriving policy guidance based on the results. The authors aim to stimulate thought and debate about methodologies and strategies to be used in order to evaluate institutional change and institution-performance interactions in the water sector.

Book excerpt: This book examines the challenge of reform of the urban water supply sector in developing countries, based on case studies of state-owned water companies in Ghana, India, Sri Lanka and Zimbabwe. The growing public private partnership for urban water supply is analyzed, focussing on the concession contract model. The implications for meeting the water needs of the urban poor, for the regulatory role of the state and for state capacity building are also discussed.

Book excerpt: Private sector participation in Guinea's urban water sector has benefited consumers, the government, and, to a lesser extent, the new foreign owners. Performance will improve further when the government starts paying its own water bill on time and when the legislature authorizes the collection of unpaid bills from private consumers. In 1989 the government of Guinea enacted far-reaching reform of its water sector, which had been dominated by a poorly run public agency. The government signed a lease contract for operations and maintenance with a private operator, making a separate public enterprise responsible for ownership of assets and investment. Although based on a successful model that had operated in Cocirc;te d'Ivoire for nearly 30 years, the reform had many highly innovative features. It is being transplanted to several other developing countries, so Clarke, Meacute;nard, and Zuluaga evaluate its successes and failures in the early years of reform. They present standard performance measures and results from a cost-benefit analysis to assess reform's net effect on various stakeholders in the sector. They conclude that, compared with what might have been expected under continued public ownership, reform benefited consumers, the government, and, to a lesser extent, the foreign owners or the private operator. Most sector performance indicators improved, but some problems remain. The three most troublesome areas are water that is unaccounted for (there are many illegal connections and the quality of infrastructure is poor), poor collection rates, and high prices. The weak institutional environment makes it difficult to improve collection rates, but the government could take some steps to correct the problem. To begin with, it could pay its own bills on time. Also, the legislature could authorize the collection of unpaid bills from private individuals. This paper - a joint product of Public Economics and Regulation and Competition Policy, Development Research Group - is part of a larger effort in the group to promote competition and private sector development. The study was funded by the Bank's Research Support Budget under the research project Institutions, Politics, and Contracts: Private Sector Participation in Urban Water Supply (RPO 681-87). Book excerpt: Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! Many countries have sought the involvement of the private sector to upgrade and develop their water and sanitation infrastructure and improve the efficiency of water systems. However, high capital intensity, large initial outlays, long pay-back periods, immobility of assets and low rates of return generate high risks. These factors, when combined with poor initial information and weak investment environment, limit the scale of private sector participation in water and sanitation infrastructure. Recognising this, the OECD has developed practical guidance, building on the OECD Principles for Private Sector Participation in Infrastructure, to help governments and other stakeholders to assess and manage the implications of involving private actors in the financing, development and management of water and sanitation infrastructure. The resulting OECD Checklist for Public Action provides a coherent catalogue of policy directions for consideration by governments, including appropriate allocation of roles, risks and responsibilities, framework conditions and contractual arrangements necessary to make the best of private sector participation and harness more effectively the capacities of all stakeholders. Available in PDF, EPUB and Kindle. Book excerpt: Substantially reducing the number of human beings who lack access to clean water and safe sanitation is one of the key Millennium Development Goals. This book argues and demonstrates that this can only be achieved by a better integration of the technical and social science approaches in the search for improved organization and delivery of these essential services. It presents a historical analysis of the development of water and sanitation services in both developed and developing countries, which provides valuable lessons for overcoming the obstacles facing the universalization of these services. Among the key lessons emerging from the historical analysis are the organizational and institutional diversity characterizing the development of water and sanitation internationally, and the central role played by the public sector, particularly local authorities, in such development. It also explores the historical role played by cooperatives and other non-profit institutions in reaching rural and peri-urban areas, as well as the emergence of new forms of organization and provision, particularly in poor countries, where aid and development agencies have been promoting the self-organization of water systems by local communities. The book provides a critical exploration of these different institutional options, including the interaction between the public and private sectors, and the irreplaceable role of public funding as a condition for success. The book is divided into two parts: the first reviews theoretical and conceptual issues such as the political economy of water services, financing, the interfaces between water and sanitation services and public health, and the systemic conditions that influence the provision of these services, including the diversity of organizational and institutional options characterizing the governance and management of water and sanitation services. The second section presents a number of country or regional case studies, each one chosen to highlight a particular problem, approach or strategy. These case studies are drawn from Africa, the Americas, Asia and Europe, covering a wide range of socio-economic and political contexts. The book will be of great interest to advanced students, researchers, professionals and NGOs in many disciplines, including public policy and planning, environmental sciences, environmental sociology, history of technology, civil and environmental engineering, public health and development studies.

Book excerpt: This book focuses on participation of the public and private sectors in urban water management and on the role of water pricing. It discusses in-depth topics such as public choices of urban water service management; dynamics of privatization and regulation of water services; adoption of water demand instruments; impacts of price and non-price policies on residential water demand; quality of water services; lessons from not-for-profit public-private partnerships; and critical examinations of models and projections of demands in water utility resource planning in England and Wales. Appropriateness of water prices and tariffs in achieving socially desirable outcomes is also analyzed and a global survey of urban water tariffs is approached with a focus on sustainability, efficiency and fairness. This book was originally published as a special issue of the International Journal of Water Resources Management.

Available in PDF, EPUB and Kindle. Book excerpt: Millions of urban dwellers, especially the poor, lack adequate access to safe drinking water and sanitation. Improving services significantly will, in most cases, require more efficient operation of water utilities and investments in rehabilitating and extending supply systems. Many central and local governments are turning to the private sector to help address these needs, but steps must be taken to ensure that the private sector arrangements fit local circumstances, that the regulatory environment is suitable, and that the reforms respond to the concerns of those affected. This set of handsomely designed toolkits, three volumes in all, have been prepared to transmit the experience gained elsewhere and the lessons this experience offers on what can make or break the process of private sector involvement. The toolkits are meant to support, not substitute for, independent advice from experienced professional firms. Toolkit 1, Selecting an Option for Private Sector Participation , sets out the issues that a government must work through (legal and regulatory arrangements, tariffs and subsidies, political support) to identify which kind of private sector arrangement best meets the specific needs and circumstances. Toolkit 2, Designing and Implementing an Option for Private Sector Participation , focuses on how governments move from identifying their preferred option to implementing it. Toolkit 3, What a Private Sector Participation Arrangement Should Cover , concentrates on the issues and risks that governments must address in the resulting contractual arrangement. Each set of toolkits is accompanied by an introductory brochure that answers questions policymakers at the local and national levels alike may ask themselves when considering whether and how to involve the private sector in the provision of water and sanitation services.
