Neo-liberalism manifests itself in the water sector through privatization, private sector involvement and liberalisation. This book analyses whether neo-liberalism has had an effect on the institutions, the strategies, and the performances of water providers. Strategies are interpreted through what a water provider can do (strategic context), wants to do (strategic plans), and actually does (strategic actions). On the basis of studies in the Netherlands, the Netherlands Antilles, the United Kingdom and Italy, the book concludes that neo-liberal institutional changes matter for the strategies of water providers. However, it also finds that the inherent problems with performance interpretation, measurement and comparison obscure any accurate insight in the effect of neo-liberal institutional changes on performance. In this regard the book opens a window for research both on the relation between institutions and conduct, and between conduct and performance of water and sanitation providers.

The European reform paradigm revolves around three pillars: privatisation, unbundling, and regulated liberalisation of network industries. These industries, despite the reforms, are still special, as they include core natural monopoly components (the electricity grid, the gas pipelines, the telephony networks, etc.), are often based on complex system integration of different segments (for example of electricity generation, transmission, distribution and retail supply), and offer services that have critical social and economic importance, from heating to internet. This book offers a careful scrutiny of energy and telephony reforms and prices paid by households in 15 countries across Western Europe. It attempts to answer such questions as: Are the consumers in Europe happier than they were before the reforms? Do they pay less? Do they get a better quality for the services? In addition, many more face problems of poor water quality. While it is apparent that drastic action should be taken, in reality, water problems are complex and not at all easy to resolve. There are many stakeholders involved - industries, local municipalities, farmers, the recreational sector, environmental organisations, and others - who all approach the problems and possible solutions differently. This requires delicate ways of governing multi-actor processes. This book approaches the concept of 'water management' from an interdisciplinary and non-technical, but governance orientation. It departs from the fragmented nature of water management, showing how these lack cooperation, joint responsibility and integration and instead argues that the capacity to connect to other domains, levels, scales, organizations and actors is of utmost importance. Connective capacity revolves around connecting arrangements (such as institutions), actors (for instance individuals) and approaches (such as instruments). These three carriers of connectedness can be applied to different focal points (the objects of fragmentation and integration in water management). The book distinguishes five different focal points: (1) government layers and levels; (2) sectors and domains; (3) time orientation of the long and the short term; (4) perceptions and actor frames; (5) public and private spheres. Each contributor pays attention to a specific combination of one focal point and one connective carrier.
