This essay series, co-produced with the European Development Finance Institutions, brings together an array of perspectives from academics, researchers, practitioners and civil society, to assess the role of DFIs in attaining the SDGs. The essays examine the contribution of DFIs to job creation and decent work, climate change and access to clean energy, and also argue that there is potential to harmonise impact measuring and reporting among DFIs.

The UK's development finance institution (DFI), CDC Group (formerly the Commonwealth Development Corporation), will play a role in achieving this goal. In October 2017, the UK Department for International Development (DFID) announced a capital increase for CDC of up to £3.5 billion, funded by official development assistance (ODA). Consequently, there is a need for better understanding of the development impact of DFI investment more broadly to inform effective policy decisions on the allocation and investment of ODA and other official financial flows. This rapid evidence assessment examines and synthesises the evidence base on the development impact of DFI investment. The objective is to strengthen DFID’s understanding of the critical assumptions underpinning its private sector development (PSD) theory of change to inform future PSD programming decisions.

Book excerpt: We use loan-level data on syndicated lending to a large sample of developing countries between 1993 and 2017 to estimate the mobilization effects of multilateral development banks (MDBs), controlling for a large set of fixed effects. We find evidence of positive and significant direct and indirect mobilization effects of multilateral lending on the number of deals and on the total size of bank inflows. The number of lending banks and the average maturity of syndicated loans also increase after MDB lending. These effects are present not only on impact, but they last up to three years and are not offset by a decline in bond financing. There is no evidence of anticipation effects and the results are not driven by confounding factors, such as the presence of large global banks, Chinese lending and aid flows. Finally, the economic effects are sizable, suggesting that MBDs can play a vital role to mobilize private sector financing to achieve the goals of the 2030 Development Agenda.

Book excerpt: Abstract: This paper develops and tests a proposed methodology that puts forward a new integrated method for evaluating the performance of development finance institutions. This methodology applies assessment criteria that take into account both the social objective that the development finance institution addresses and the subsidies it received in order to achieve such an objective. This methodology is applied to two pilot case studies-Banadesa (Honduras) and Banrural (Guatemala). The authors calculate the previously tested subsidy dependence index, which measures the degree of an institution's subsidy dependence. The paper develops and estimates a new measure-the output index- which indicates the level to which the institution fulfills the social objectives of the state. The analysis integrates the subsidy dependence index and the output index to assess the effectiveness associated with meeting the social objective. The findings suggest that the integration of the two indexes can constitute the basis of a meaningful evaluation framework for the performance of development finance institutions. This new methodology can also be a useful metric for policy makers who are seeking to decide on an optimal allocation of scarce funds for development finance institutions that pursue social goals and for management that seeks improved performance outcomes.
