Book excerpt: In 2011, in collaboration with the United States Agency for International Development (USAID), the Democratic Republic of Congo’s government launched the Food Production, Processing, and Marketing project—which aimed to raise incomes and improve food security in the target areas by improving agricultural productivity, market efficiency, and the capacity of producers to respond to market signals. In August–October 2013 and February–March 2014, halfway through the project’s implementation, a midline survey was conducted to assess progress with respect to intermediate outcomes. The present paper highlights the results of that assessment survey. We pay close attention to accurate attribution of observed changes to the project and employ a double-difference method that compares the changes in indicators before the project and at the time of the survey (project midline) between the beneficiaries and comparable control groups. Overall, the survey results suggest weak impact on most of the outcome indicators, and they highlight challenges in implementing small-scale farmers’ capacity building within the context of weak institutions and a fragile political context.

Book excerpt: Agricultural extension is critical for agricultural growth and food security, but making the extension system effective, demand driven, and responsive to the needs of a diverse set of producers remains a challenge. As part of the institutional reforms in the Democratic Republic of Congo (DRC), the extension system is being reviewed to identify strategies and practical actions to transform the system to better respond to the knowledge needs in a rapidly changing agriculture and food sector. This paper provides an in-depth review of the agricultural extension system of DRC including an analysis of its policies and legal framework, organization, and management; links to critical institutions; and capacity and incentive of different actors in the system. This review involved document analyses, interviews with key informants, and surveys of 107 extension organizations and 162 extension agents in 156 randomly selected villages in western DRC. This review suggests serious funding constraints, human resource management problems, no linkage and coordination within the extension system and with research and education systems, and a majority of underserved communities and farmers. This review also highlights a good opportunity given the huge human resources (more than 11,000 agents) deployed into the sectors and territories as part of the Ministrys agricultural inspection system. However, their mandate is not clear and they currently focus on data collection (census) and checking what farmers do and limited in extension and advisory work. This review highlights the urgent need for human resource or civil service reform; public-sector commitment and funding; infrastructure rebuilding and skills upgrading in extension, education and training, and research organizations; and a unified policy or strategy with clear vision, mandate, targets, and performance-based incentive system.

A national need for increased productivity, farm incomes, food security and rural development requires more effective agricultural extension and advisory systems. The need is persistent. This study analyzed strengths, weaknesses, opportunities, and threats that existed within the current national extension program and examined how form, function, and policy influenced two regions in Cameroon. Analysis focused on 15-year time changes using a comparative case study design. Four regional focus groups and 28 individual interviews bounded 59 cases from four stakeholder groups of farmer leaders, non-governmental organizations, extension representatives, and governmental counterparts. Eighteen primary themes emerged with overlap of opportunities and threats among stakeholders. Incentives to program performance included staff competence and innovative technology transfer. Barriers included infrastructure, postharvest technology, market incentives, financial sustainability, and feedback. A lack of vision for sustainability, inadequate government funding, poor collaboration and linkages, uncoordinated parallel programs, and ineffective management systems reduced program potential. Four themes framed recommendations for improved programs: government investment, trainings, market incentives, and management. Options to improve program sustainability included subsidies that benefit all farmers, more council and private sector engagement with extension, rural infrastructure development, price standardization, and fees for service. Medium and large-scale farmers were willing to pay for extension services when and if available whereas small-scale farmers relied heavily on subsidized services. Accessibility to markets, farm size, and cash crop production are associated with farmers̕ acceptance of fees for service. These findings highlighted areas where changes in the nation̕ s agricultural extension service could improve its relevance in meeting performance targets. Stakeholders̕ recommendations for more effective agricultural extension and advisory systems included: 1) providing an autonomous extension service that focuses on specific needs and market opportunities and coordinates all support/parallel programs while collaborating among research and private advisory services; 2) implementing holistic government policies that integrate technology transfer, innovation, health, value-chains, and markets to benefit all farmers; 3) redesigning subsidies that equitability incentivize production and sound environmental practices that benefit all farmers; 4) increasing in-service trainings related to innovations; and 5) updating innovations and harmonizing program activities.

Book excerpt: In 2008, the Democratic Republic of the Congo (DRC) established multistakeholder platforms in the agricultural sector known as agricultural and rural management councils (CARGs). The aim of CARGs is achieving a decentralized governance of the agricultural policies and strategies through a large participation of stakeholders of the sector in the design and implementation of agricultural policy processes. Multistakeholder platforms are institutional arrangements intended and used for learning, policy dialogue, and priority setting, but they are rarely evaluated. This paper analyzes the effectiveness of local-level (territory) multistakeholder platforms using data from 55 CARGs in 23 randomly selected territories in three provinces (Bandundu, Bas-Congo, and Kinshasa) of the DRC. The first CARG was established in 2008, and the survey was conducted three years later, from August to October 2011. The results indicate that the effectiveness of the CARGs has been rather limited. Fifty-one percent of the surveyed CARGs achieved results consistent with at least one of the main goals of their processes. However, 45 percent have not yet achieved any tangible output, whether consistent or not with their main goals, while 4 percent achieved output outside their objectives. The results also show that the capacity to generate and sustain support for CARGs and their multistakeholder process is an important determinant of their effectiveness. Strategies aimed at improving CARG capacity are likely to improve their effectiveness.

Book excerpt: Agriculture in the Democratic Republic of Congo (DRC) is dominated by subsistence farming. Households grow food mainly for their own consumption and sell only when they have a surplus. The main crops are cassava, maize, yams, plantains, and rice (FAO 2019). Commercial farming of cash crops such as coffee, palm oil, rubber, and sugar is done on a smaller scale. With constant political instability, infrastructure deficiencies, and lack of investment in DRC, the expansion and productivity of commercial farming have been constrained (World Bank 2020). Livestock and fisheries are also important agrifood subsectors and face constraints similar to the crop subsectors. Despite these challenges, DRC possesses robust agricultural potential due to its vast arable land resources, abundant water resources, and its diverse climatic conditions, which are suitable for a wide variety of crops. There is also potential for further development of the fisheries sector due to the country’s extensive river system and large lakes. In this brief, we look beyond primary agriculture to understand the recent performance of DRC’s broader agrifood system (AFS) and how it is contributing to growth and transformation in the country.
