Despite being the main rural actors, smallholders are frequently the most food insecure, given an array of biophysical and socioeconomic challenges that were addressed during the workshop. These proceedings discuss the potential role of smallholders in food security and in poverty reduction. The opportunities and constraints are assessed, by analysing the availability, access and utilisation of production factors. The key message is that enhancing smallholders' production capacities and their economic and social resilience may have a positive impact on food security and nutrition at different levels. However, not all smallholders are the same, and assistance strategies need to differentiate between smallholders who should be 'moving up' into more productive systems and those who should be 'moving out' of farming.^The choice should depend on the type of constraints smallholders face. The analysis considers, in addition to the role of small farmers as food suppliers, smallholders' role as consumers and their level of nutrition security. The link between agriculture and nutrition is analysed to understand how agriculture affects human health and dietary patterns. Given the importance of smallholder farms, strategies to increase productivity in agriculture are essential to improve food and nutrition security, as is food diversity. Finally, synergies and trade-offs between economic, environmental and social objectives and outcomes are analysed through an overview of the methods and tools used to assess food security on small farms at household level. Models at country level are usually focused on long-term conditions, but shortterm analyses would also be welcome. Developing global models to assess food security is also relevant, to include trade issues in the analysis.^Models at farm household level in developing countries have a valuable role to play in the analysis of the impact of any policy on small farmers.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. Book excerpt: The Government of Zambia has prioritized the scaling up of the Food Security Pack (FSP) to address the economic hardships faced by vulnerable rural households in the context of the COVID-19 pandemic. The FSP is an agricultural social protection package that provides a diverse basket of improved seeds, fertilizers, and other technologies to vulnerable, but labour endowed rural households. The ambition of the FSP is to support these households to sustainably increase production and diversification, and to transition from subsistence oriented to more market-oriented production. An important challenge facing the implementation and efficacy of the FSP are the constraints in linking beneficiaries of the programme with appropriate extension support. Zambia has a very high farmer to extension officer ratio, which forces extension officers to prioritize extension support for larger, and more resource endowed producers. As such, FSP beneficiaries often lack the appropriate information for using the FSP input packet in effective and sustainable ways, thus preventing a transition to higher agricultural production and exit from poverty. The baseline report provides a snapshot of the current socioeconomic conditions of a random sample of 3000 eligible non-beneficiaries, FSP beneficiaries, and FSP plus agricultural extension services, and will inform the government about its accuracy in their targeting.
