Available in PDF, EPUB and Kindle. Book excerpt: Since the inception of the HIPC Initiative, the story of the design and implementation of poverty alleviation strategies has largely been told through the filters of development partners and the Bretton Woods Institutions. Poverty Reduction Strategies in Action examines the efforts in Ghana to reduce poverty and initiate changes that it believes are essential to ensure a prosperous future for its citizens in the 21st century. It chronicles the achievements, pitfalls, and looming challenges of a government, its people, and its external partners in fashioning out and implementing anti-poverty and pro-growth policies. This edited volume, by a group of independent researchers, examines Ghana's experience: what was done, how it was done, what was left undone, the lessons learned, and fills the void in the development literature.

Available in PDF, EPUB and Kindle. Book excerpt: This paper highlights Ghana’s poverty reduction strategy. The paper also highlights Ghana’s performance in observing the requirements for reaching the floating completion point under the framework, including implementation of the national poverty reduction strategy. The updated debt sustainability analysis shows that the amount of debt relief estimated at the decision point will be sufficient to bring the country’s debt burden indicators to manageable levels. The sensitivity analysis shows that, after completion point, Ghana’s debt sustainability would be robust to moderate country-specific shocks, even of a persistent nature.

Book excerpt: This volume discusses the Poverty Reduction Strategy (GPRS I) and the Growth and Poverty Reduction Strategy (GPRS II) that addressed the critical poverty issues in Ghana. GPRS I is a comprehensive policy document prepared as a precondition for Ghana under the Highly Indebted Poor Country (HIPC) Initiative. The main component—human development—targets improvement for Ghana’s population to access basic needs and essential services. A general assessment shows that Ghana has a positive and significantly stabilized macroeconomic environment.

Book excerpt: This paper examines Ghana’s Fourth Review Under the Poverty Reduction and Growth Facility and Requests for Waiver of Performance Criteria and for Extension of the Commitment Period. Most end-August 2001 quantitative performance criteria were met, but waivers are requested for nonobservance of two structural performance criteria and the ceilings on short-term official external debt and the stock of arrears in the road sector. The authorities’ program for 2002 seeks to consolidate on the macroeconomic gains of 2001, accelerate structural reforms, and create the conditions for faster growth and poverty reduction.
Book Synopsis The Making of Anti-Poverty Policies in Ghana by : Rosina K. Foli

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the roles played by transnational actors to influence poverty reduction policies in Ghana. Whereas previous studies on anti-poverty policies have primarily focused on the ‘carrot and stick’ approach deployed by transnational actors – whereby developmental assistance is granted in return of certain conditions being met – this book demonstrates that there are several alternative strategies. Indeed, rather than adopting ‘hard’ means of shaping policy, many transnational actors in fact use a ‘soft’ approach characterized by collaboration. In order to demonstrate this, the book examines two poverty reduction programmes. Utilising research based on interviews with national policymakers, civil-society organizations and the media, it compares different approaches used by transnational actors and the attendant outcomes for national and international parties. Drawing on an interdisciplinary perspective, the book will appeal to scholars and students of public policy and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: All quantitative and structural performance criteria for end-June 2003 were observed. These positive results reflect several factors, including improved public expenditure management and strengthened revenue administration (offsetting delays in some of this year's new revenue measures), supported by a bumper cocoa harvest, higher world prices for cocoa and gold, and increased donor inflows. These plans should include civil service reform, energy sector restructuring, reform of land registration, and measures to strengthen governance. The goal of single-digit inflation remains achievable.

Book excerpt: The increase in the net present value of debt to revenue is largely due to the inclusion of loans to public enterprises for which the Aid and Debt Management did not have the information at the time that the preliminary estimate was made. [...] Thus the Poverty Reduction and Growth Facility could not be informed by Ghana's poverty reduction strategy paper as is to be expected from the reading of the documents of the joint staffs of the World Bank and IMF. [...] The Executive Secretary of GAPVOD an umbrella organisation for civil society organisations stated that the inability to effectively participate "reflects our capacity weaknesses, the lack of resources as well as the level of maturity of the civil society movement in the country".13 The Chairman of the Civil Society Coordinating Council had this to say at the eleventh Consultative Group Meeting hel. [...] 14 To participate in the formulation of the poverty reduction strategy paper To participate in the monitoring and evaluation of the implementation of the poverty reduction strategy. [...] Whether Ghana will benefit from a lower debt burden because of having participated in the HIPC process depends very much on the design and implementation of the poverty reduction and growth facility, the implementation of the poverty reduction strategy paper, whether development partners will continue to provide the required support and conditions in the international economy.
Book Synopsis Debt Relief for the Poorest by : Shonar Lala
Download or read book Debt Relief for the Poorest written by Shonar Lala and published by World Bank Publications. This book was released on 2006-01-01 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study evaluates progress under the HIPC initiative since IEG's 2003 evaluation. It finds that the Enhanced HIPC initiative cut debt ratios in half for 18 countries, but in eight of these countries, the ratios have come to once again exceed HIPC thresholds. Debt reduction alone is not a sufficient instrument to affect the multiple drivers of debt sustainability. Sustained improvements in export diversification, fiscal management, the terms of new financing, and public debt management are also needed, measures that fall outside the ambit of the HIPC initiative.

This book was released on 2006-08-21 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report reviews progress and issues in implementing the enhanced Heavily Indebted Poor Countries (HIPC) Initiative and reports on the implementation of the Multilateral Debt Relief Initiative (MDRI) by IDA, the IMF, and AfDF. It concludes that the volume of debt relief has increased significantly since the inception of the HIPC Initiative in 1996, thereby reducing HIPCs’ debt service burdens and allowing them to finance increased poverty reduction efforts. It also provides updated information on the costs of debt relief under the HIPC Initiative and the MDRI. Finally, it reviews the status of creditor participation and delivery of debt relief under the two initiatives, highlighting the challenges to increase the participation by non–Paris Club official bilateral and commercial creditors in the HIPC Initiative.

Available in PDF, EPUB and Kindle. Book excerpt: This paper assesses Ghana’s 2003 Article IV Consultation, and Requests for a Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF) and for Additional Interim Assistance Under the Enhanced Initiative for Heavily Indebted Poor Countries (HIPC). Program implementation in 2002 was mixed. Further gains were made on inflation, and the reserve accumulation target was met. In view of the strength of the authorities’ program, including the prior actions to be taken, the IMF staff supports the request for a three-year PRGF arrangement in the amount of SDR 184.5 million, and for additional interim HIPC relief.
