Book excerpt: He details how the St Laurent government backed the shrewd calculations of the Department of External Affairs and emphasized the wisdom of the containment-accommodation approach, an approach that, Glazov claims, would help win the Cold War thirty-five years later. Glazov shows that the strategy of accommodation, the main difference between Canadian and American Soviet policy, was ultimately vindicated by the eventual ascendancy of a liberal Soviet leader (Gorbachev), which led to increased East-West contact and Soviet liberalization, phenomena that led directly to the West's victory in the Cold War. Glazov's new assessment of Western policies toward Khrushchev's Russia is critical to our understanding of present-day Russia, since Gorbachev's democratization, which led to the disintegration of the Soviet Union in 1991, had its origins in the Khrushchev thaw. Canadian Policy toward Khrushchev's Soviet Union provides vital information to help answer the question of how the West should deal with Russia, especially in the context of globalization - one of the most urgent issues facing Canada and the Western world.

Available in PDF, EPUB and Kindle. Book excerpt: For most of the twentieth century, Progressive Conservatives have governed Ontario. One of the great consolidators of the Ontario Tory dynasty was Leslie Frost, premier from 1949 to 1961. This biography explores the life and career of one of the province's most successful politicians. Frost was born in Orillia, in central Ontario, in 1895. He served in the First World War, was severely wounded, and underwent a lengthy convalescence. In 1921 he graduated from Osgoode Hall and established a law practice in Lindsay with his brother. He became an active member of the Conservative party and was elected to the provincial legislature in 1937, during the years of Liberal government under Mitchell Hepburn. When the Conservatives came into power in 1943, Premier George Drew appointed Frost provincial treasurer and minister of mines. Six years later, when Drew stepped down as party leader, Frost succeeded him. Personally genial and politically pragmatic, Frost consciously exemplified the values of small-town Ontario. He led his party through three elections and swept to victory each time. During his term in office Ontario underwent enormous economic development. His government initiated progressive legislation in health, education, and human rights, and encouraged growth in the private sector through fiscal policy and public investment. Ironically, the burgeoning economy that was fuelled by Frost's programs led to a dramatic increase in urbanization and a substantial erosion of the small-town values on which his political image was built. But that small irony did no political harm to him or to the Tories. When he stepped down as party leader and premier in 1961 he handed over to John Robarts the reins of a party that was not to be shaken from power for another quarter of a century.

Available in PDF, EPUB and Kindle. Book excerpt: Crown corporations are widely regarded as a Canadian invention. Since 1841 they have been dexterously implemented and hotly debated as instruments of public policy. However the failures of a number of state-run enterprises in the twentieth century have led a majority of Canadians to conclude that government has no place in the boardrooms of the nation. Matthew Bellamy's comprehensive account of Polymer's rise and evolution contradicts this widely held position and brings to light the accomplishments of one of Canada's pioneering crown corporations.

Available in PDF, EPUB and Kindle. Book excerpt: Thirty years ago, our global energy landscape did not look remarkably different from what it does today. Three or four decades from now, it certainly will: dwindling oil reserves will clash with skyrocketing demand, as developing nations around the world lead their citizens into the modern energy economy, and all the while, the grave threat of catastrophic climate change looms ever larger. Energy worries are at an all-time high—just how will we power our future? With The Powers That Be, Scott L. Montgomery cuts through the hype, alarmism, and confusion to give us a straightforward, informed account of where we are now, and a map of where we’re going. Starting with the inescapable fact of our current dependence on fossil fuels—which supply 80% of all our energy needs today—Montgomery clearly and carefully lays out the many alternative energy options available, ranging from the familiar, like water and solar, to such nascent but promising sources as hydrogen and geothermal power. What is crucial, Montgomery explains, is understanding that our future will depend not on some single, wondrous breakthrough; instead, we should focus on developing a more diverse, adaptable energy future, one that draws on a variety of sources—and is thus less vulnerable to disruption or failure. An admirably evenhanded and always realistic guide, Montgomery enables readers to understand the implications of energy funding, research, and politics at a global scale. At the same time, he doesn’t neglect the ultimate connection between those decisions and the average citizen flipping a light switch or sliding behind the wheel of a car, making The Powers That Be indispensible for our ever-more energy conscious age.

Book excerpt: This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. His extraordinarily creative administration made decisions that still resonate today: on health care, pensions, and housing; on infrastructure and intergovernmental issues; and, further afield, in developing Canada’s global middle-power role in global affairs and resolving the Suez Crisis. Yet St-Laurent remains an enigmatic figure. The Unexpected Louis St-Laurent fills a great void in Canadian political history, bringing together well-established and new scholars to investigate the far-reaching influence of a politician whose astute policies and bold resolve moved Canada into the modern era.
