Book excerpt: Jacob Hoke (March 17, 1825 - December 26, 1893) was a 19th-century American merchant and businessman in Chambersburg, Pennsylvania, whose personal observations and diary entries formed the basis for one of the earliest classic accounts of the Gettysburg Campaign during the American Civil War. He was also a prolific writer of widely circulated religious materials for the United Brethren Church.Hoke was born in McConnellsburg, Pennsylvania, to Henry and Sarah (Eyster) Hoke. He was educated in the local schools and, from the age of twelve until May 1841, clerked in a country store. He moved to Chambersburg, where he engaged in a series of business ventures that led to enough capital to open his own dry goods store on Chambersburg's town square. During the early part of the Civil War, he assisted in caring for the wounded from the Battle of Antietam in the autumn of 1862.[1]Hoke lived on the second floor above his shop. As the Confederate Army began invading the town in late June 1863, he had an excellent vantage point to observe and watch the movements of the Southern soldiers. For the next two weeks, Confederates occupied the town, and much of the Army of Northern Virginia passed within view of Hoke. In the summer of 1864, he again was in a position to witness the Civil War in his home town when much of Chambersburg was burned by Confederate cavalry under John McCausland operating under the orders of Maj. Gen. Jubal A. Early.In 1884, Hoke integrated his memories, notes, observations, and outside sources into a pamphlet he entitled "Reminiscences of the War." Three years later, he produced a larger, more detailed work, The Great Invasion of 1863, or, General Lee in Pennsylvania. Published in Dayton, Ohio, the book has become a standard reference work for a first-hand account of the two Confederate incursions into south-central Pennsylvania.For many years, Hoke was the president of the Franklin County Bible Society, and he served on several church-related boards and committees, including chairing the Board of Missions for the national United Brethren Church. He married twice, but had no children.

General Lee, the old story goes, marched blindly into Pennsylvania while his chief cavalryman Jeb Stuart rode and raided incommunicado. Meanwhile, General Meade, in command only a few days, gave uncertain chase to an enemy whose exact positions he did not know. And so these ignorant armies clashed by first light at Gettysburg on July 1, 1863. In the spirit of his iconoclastic Lee’s Real Plan at Gettysburg, Troy D. Harman argues for a new interpretation: once Lee invaded Pennsylvania and the Union army pursued, a battle at Gettysburg was entirely predictable, perhaps inevitable. Most Civil War battles took place along major roads, railroads, and waterways; the armies needed to move men and equipment, and they needed water for men, horses, and artillery. And yet this perspective hasn’t been fully explored when it comes to Gettysburg. Look at an 1863 map, says Harman: look at the area framed in the north by the Susquehanna River and in the south by the Potomac, in the east by the Northern Central Railroad and in the west by the Cumberland Valley Railroad. This is where the armies played a high-stakes game of chess in late June 1863. Their movements were guided by strategies of caution and constrained by roads, railroads, mountains and mountain passes, rivers and creeks, all of which led the armies to Gettysburg. It’s true that Lee was disadvantaged by Stuart’s roaming and Meade by his newness to command, which led both to default to the old strategic and logistical bedrocks they learned at West Point—and these instincts helped reinforce the magnetic pull toward Gettysburg. Moreover, once the battle started, Harman argues, the blue and gray fought tactically for the two creeks—Marsh and Rock, essential for watering men and horses and sponging artillery—that mark the battlefield in the east and the west as well as for the roadways that led to Gettysburg from all points of the compass. This is a perspective often overlooked in many accounts of the battle, which focus on the high ground—the Round Tops, Cemetery Hill—as key tactical objectives. Gettysburg Ranger and historian Troy Harman draws on a lifetime of researching the Civil War and more than thirty years of studying the terrain of Gettysburg and south-central Pennsylvania and northern Maryland to reframe the story of the Battle of Gettysburg. Once the Confederates crossed the Potomac the Great Valley beckoned, a fertile region that contained a vast quantity of supplies of all kinds. First, everything in the valley had to be cleared up to Chambersburg. Hence, Lee assigned this task to Ewell and his Second Corps. The beauty of General Lee's invasion plan lay in its deception, its success predicated on the notion that the AOP would not follow the Army of Northern Virginia swiftly into Pennsylvania thus allowing time for the depleted ANV to forage and replenishing itself on the bountiful Pennsylvania farmland. Lee also surmised that if on the other hand, should the AOP follow the ANV into Pennsylvania, the ANV would have enough time to regroup and fight them on a battlefield of its own choosing. Ultimately, he wanted to hit the forward units of the Union army first and have them fall back on the rest of the army causing a rout and a general retreat back to Washington. In the years following the war, 1866 to 1868, the maneuvering north of the ANV and the subsequent failure to deceive the Union army into staying south of the Potomac River in June 1863, never was an issue in Lee's mind. Unfortunately, Lee expired soon after the war and he never had the time to make an educated evaluation and explain all the mysterious facts surrounding the campaign. In defense of Lee's apologists, it is important to understand the strength of "Lee's mystique", in regards to the General's pronouncements on literature that critiqued his decisions. Lee's mystique is defined perfectly by Alan T. Nolan, "Almost all of those who have written about Lee have accepted him entirely on his own terms; whatever he said about events or about himself, his actions and his reasons, is taken as fact. The battle at Gettysburg should not have been fought aggressively by the ANV and offensively based on what Lee's original plans and objectives were for the 1863 invasion and it was by no means a "chance meeting of the two armies". In fact there was no need at all to engage the AOP at Gettysburg. The outcome of which held no strategic consequence or in furthering the Confederacy aims and ambitions, but once the battle was engaged it was not fought effectively by ANV for a myriad of reasons none being too mysterious other than very bad personal decisions made by General Lee and a silent mutiny led by his subordinate Generals who thwarted much of his strategic commands. After the war, Robert E. Lee's long silence was implicit in covering up the mistakes that he made and the dysfunctional command staff he had promoted and brought up north with him that summer of 1863.
