Book excerpt: The subject of "multi-culturalism" versus "Eurocentrism" has been much debated in the United States, most often as if "Europe" was a single cultural entity. This notion is encouraged by the development of the European Economic Community, a vision of a politically and economically united Europe. The short stories included in The Graywolf Annual 9: Stories from the New Europe illustrate another vision: the remarkable variety of European cultures, from the individual voices of the former Soviet Baltic states to the nuances of Croat/Serb and Czech/Slovak voices, and the surprising strength of Euzkadi (Basque), Icelandic, Irish, immigrant, and Catalan cultures. Despite political pressures to unify under artificial boundaries, economic pressures of the EEC, and a mass market and communications system that threatens to overwhelm localized customs and concerns; ancient, deep-rooted cultures and languages have managed to survive. In a precise counterbalance to the strength of mass culture, regional identities are in fact blossoming throughout Europe. These stories are told by writers whose use of their native language has resulted in their imprisonment, by Nobel Prize winners, by writers whose large audience is entirely "underground." Among authors included in this Graywolf Annual are Ivan Kliacute;ma, Mercegrave; Rodoreda, Danilo Kis, Halldoacute;r Laxness, and Dubravka Ugresic.

They focus on weddings, funerals, childbearing, visits by relatives, friendships, and memories. In Susan Minot's story "The Navigator," a young girl tells of her family's struggle against her father's alcoholism. Louise Erdrich's "The Beet Queen" portrays a single parent's sudden abandonment of her children for a stunt flyer. Book excerpt: Since the 1840s, when Victorian England emerged into the modern era and industrial cities became the new cultural centers, regionalist literature has posited itself as an aesthetic alternative to nationalist culture. Yet what differentiates regionalism's claims of authenticity, derived from blood and soil, from those of nationalism? Through close readings and theoretical elaborations, Roberto M. Dainotto reveals the degree to which regionalism mimics nationalism in valorizing ethnic purity. He interprets regionalism not as a genre in the pastoral tradition but as a rhetorical trope, a way of reading in which regionalism figures as the "other" against a historical process that disrupts the organic wholeness of place. Dainotto traces the genealogy of the idea of place in literature, examining European texts from Victorian England to Fascist Italy. He finds, for example, in Thomas Hardy's The Return of the Native a virtual thesaurus of regionalist commonplaces. Elizabeth Gaskell's North and South mediates between Madame de Stal's privileging of the sophisticated north and Jean-Jacques Rousseau's nostalgia for the naive south. The regionalism of the Sicilian philosopher Giovanni Gentile exhibits a deep longing for the humanities as they define Italy and Western culture. Dainotto concludes with a close look at the rhetoric of Nazism and Fascism, dramatizing the convergence of regionalist aesthetics and nationalist ideology in Italy and Germany between the two World Wars.

Book excerpt: The controversial governor recounts his fight to reform his state and issues a call to action for the whole country In 2010, Scott Walker was elected governor of Wisconsin with a mandate to improve its economy and restore fiscal responsibility. With the state facing a $3.6 billion budget deficit, he proposed a series of reforms to limit the collective bargaining power of public employee unions, which was costing taxpayers billions in pension and health care costs. . In June 2012, he won a special recall election with a higher share of the vote than he had for his original election, becoming the first governor in the country to survive a recall election. In this book, Governor Walker shows how his commitment to limited but effective government paid off. During his tenure Wisconsin has saved more than $1 billion, property taxes have gone down for the first time in twelve years, and the deficit was turned into a surplus. He also shows what his experiences can teach defenders of liberty across the country about standing up to the special interests that favor the status quo.

Book excerpt: For nearly all of human history, our notion of community was centered on the family, tribe, and/or village. The centrality of that notion is at the core of our values. The 20th century brought air travel, a revolution in communications, the internationalization of culture and business, the growth of an "international language"--all in all, a complete overturning of our historic understanding of community. As a result, we now have to think about the many different levels and many new faces of community. Our families are nuclear, extended, and broken; few of us live in one place our entire lives, and most of our cities, towns, and regions change beyond recognition every few years. The concept of the nation-state itself is breaking down, and people are more closely identifying with biogegional, religious, or ethnic communities. Incorporating essays from a diverse range of sources such as "Parabola," "Chronicles: A Magazine of American Culture," the "New Yorker," and The Well, a national computerized bulletin board, "Changing Community" examines the ways that our ideas of community are evolving.
