Book excerpt: This National Audit Office report has set out the long-term challenges and uncertainties involved in supplying secure, low carbon and affordable electricity. The report describes how the Department of Energy and Climate Change is seeking to address these, through existing measures and reforms to the electricity market. Existing generating capacity is some 90 gigawatts. The Department has estimated that, to maintain secure electricity supplies and avoid the risk of power cuts, around 30 gigawatts of new generating capacity will have to be built in Great Britain by 2020. This is needed to meet future increases in demand (up to 60 per cent by 2050 in some scenarios); provide back-up capacity; and because of the scheduled closure of some 19 gigawatts (21 per cent) of existing capacity over the next decade. Eight of Britain's nine nuclear power stations are scheduled to close over that period; and 12 gigawatts of fossil fuel-fired power stations will also have to close by the end of 2015. By 2020, a total of 92 gigawatts of generating capacity will be required in Britain. The Department must also meet the statutory target to reduce UK greenhouse gas emissions by 2050 by at least 80 per cent from 1990 levels, so electricity generation needs to be largely ’decarbonised' during the 2030s. The Department estimates that £110 billion of investment is needed by 2020 to build low carbon generation and network infrastructure and expects that its proposed reforms to the electricity market will help to secure that investment. However, there are many uncertainties, including the impact of energy efficiency measures on future demand for electricity. The cost of the huge investment needed to secure electricity supplies and reduce greenhouse gas emissions will ultimately be passed on to consumers and business. The new market mechanisms proposed in the draft Energy Bill are designed to help address the challenges.

Book excerpt: Failure to build a new fleet of nuclear power stations in the UK could make it much more expensive to meet our climate change targets and Ministers must urgently develop a back-up energy strategy. The nuclear industry has outlined plans that would deliver 16GW new nuclear power stations by 2025. Although the Government and industry have learnt some important lessons from this process, there are still a number of obstacles which could delay new build projects in the UK. The Committee supports the Government's use of "Contracts for Difference" (CfDs) to help make new nuclear power stations easier to finance, but are concerned at the lack of transparency around the price negotiations. The new contracts must provide value for money for consumers and should not be offered at a price that is higher than other low-carbon sources of energy, such as offshore wind, which is hoped to be around £100/MWh by 2020. Public attitudes have an important role to play in projects to build new nuclear power stations. The Committee is concerned that local communities might not be able to take part in planning consultations on an equal footing with the project developers. The report recommends that the Government should consider providing more support to local community groups so that they can engage better with the planning process. The Government has plans to allow local authorities hosting renewable energy projects to retain business rates. The report argues that this scheme should be extended to new nuclear projects too.

A package of draft secondary legislation is included to help illustrate the proposals. EMR is the Government's response to the challenges facing the electricity sector: a fifth of 2011 capacity has to close over the next ten years; the need to transform the generation mix to respond to climate change and to meet legally-binding carbon and renewable targets; the expectation that electricity demand will continue to increase over the coming decades. An estimated £110 billion investment is required over the next 10 years. CfDs will provide long-term revenue stabilisation to low-carbon plant, allowing investment to come forward at a lower cost of capital. The Capacity Market will provide a regular retainer payment to reliable forms of capacity (both demand and supply side), in return for such capacity being available when electricity supply is being squeezed. The National Grid will be the delivery body for EMR. The key mechanisms will be supported by: carbon price floor, a tax underpinning the price of carbon emissions in the UK; emissions performance standard, a regulatory backstop to the amount of CO2 emissions from new fossil-fuel power stations; action to promote electricity demand reduction; Ofgem's measures to improve wholesale market liquidity. The Energy Bill currently progressing through Parliament will introduce the powers to implement EMR.

The Coalition Agreement promised to establish a Green Investment Bank and the Chancellor pledged £1 billion to capitalise it in the Spending Review, plus unspecified proceeds from the sale of government assets. But there have been reports of disagreement within Government as to whether it should be a fully fledged investment 'bank' able to borrow money and raise further capital or simply a 'fund'. If the Office for National Statistics (ONS) classifies the Bank as 'public sector' its borrowing could appear on the Government's balance sheet and so undermine its deficit reduction strategy. Evidence presented to the Environmental Audit Committee by energy companies, NGOs and financial institutions suggests that between £200 billion and £1 trillion of private sector investment is needed over the next 10-20 years if the UK is to meet its climate change and renewable energy targets. But traditional sources of private sector capital are only likely deliver £50-£80 billion of investment in green infrastructure by 2025 - leaving the UK with a massive investment shortfall. The report argues that establishing a proper Investment Bank is crucial in order to lever in the unprecedented levels of private sector investment needed. The Committee concludes that, as a priority, the Bank should concentrate on new fledgling environmental investment where the market has yet to be established.
