Book excerpt: The British North America Act of 1867 fashioned a Canadian federation which was intended to be a highly centralized union led by a powerful national government. Soon after Confederation, however, the government of Ontario took the lead in demanding a greater share of the power for the provinces, and it has continued to press this case. Professor Armstrong analyses the forces which promoted decentralization and the responses which these elicited from the federal government. He explains Ontario's reasons for pursuing this particular policy from 1867 to the Second World War. The author's sources are the private papers of federal and provincial premiers and other contemporary political figures, government publications, parliamentary debates, and newspapers. He has identified and developed three separate but related themes: the dynamic role played by private business interests in generating intergovernmental conflicts; Ontario's policy of promoting its economic growth by encouraging the processing of its resources at home; and the tremendous influence exerted by increasing urbanization and industrialization on the growth of the responsibilities of the provinces. During the 1930s, efforts to restructure the federal system were rejected by Ontario because it preferred to maintain the status quo,and was unsympathetic to greater equalization between the regions. Consequently, Ontario took a leading part in opposing the redivision of powers recommended by the Royal Commission on Dominion-Provincial Relations in 1940. This book provides part of the historical context into which current debates on the question of federalism may be fitted. Since the 1990s, neoliberalism has been the point of reference in constructing policy agendas for all of Ontario's political parties. It has guided the strategy for governance of the dominant Liberal Party since 2003, even as it divides the province between workers and employers, north and south, rural and urban, and racialized minorities and the majority population. With a focus on the governments of Mike Harris, Dalton McGuinty, and Kathleen Wynne, Divided Province brings together leading researchers to dissect the province's public policies since the 1990s. Presenting original, state-of-the-art research, the book demonstrates that, although the Conservative government of Mike Harris implemented the sharpest and most profound shift towards the establishment of a neoliberal regime in the province, the subsequent Liberal governments consolidated that neoliberal turn. The essays in this volume explore the consequences of this ideological turn across a spectrum of policies, including health, education, poverty, energy, employment, manufacturing, and how it has impacted workers, women, First Nations, and other distinct communities. The first book to offer a comprehensive critical account of neoliberalism in Ontario, Divided Province overturns conventional readings of the province's politics and suggests that building a more democratic and egalitarian alternative to the current orthodoxy requires nothing less than a radical rupture from existing policies and political alliances. At other times they involve the imposition of some type of loss—a program cut, increased taxes, or new regulatory standards. Citizens will resist such impositions if they can, or will try to punish governments at election time. The dynamics of loss imposition are therefore a universal—if unpleasant—element of democratic governance. The Government Taketh Away examines the repercussions of unpopular government decisions in Canada and the United States, the two great democratic nations of North America. Pal, Weaver, and their contributors compare the capacities of the U.S. presidential system and the Canadian Westminster system to impose different types of losses: symbolic losses (gun control and abortion), geographically concentrated losses (military base closings and nuclear waste disposal), geographically dispersed losses (cuts to pensions and to health care), and losses imposed on business (telecommunications deregulation and tobacco control). Theory holds that Westminster-style systems should, all things being equal, have a comparative advantage in loss imposition because they concentrate power and authority, though this can make it easier to pin blame on politicians too. The empirical findings of the cases in this book paint a more complex picture. Westminster systems do appear to have some robust abilities to impose losses, and US institutions provide more opportunities for loss-avoiders to resist government policy in some sectors. But in most sectors, outcomes in the two countries are strikingly similar. The Government Taketh Away is essential for the scholar and students of public policy or comparative policy. It is also an important book for the average citizen who wants to know more about the complexities of living in a democratic society where the government can give-but how it can also, sometimes painfully, "taketh away."
