Book excerpt: This Command Paper is the first annual statement setting out a draft legislative programme to be laid before the next Parliament, and which was previously only announced in the Queen's Speech, at the State opening of Parliament. Following on from Cm.7170 (ISBN 9780101717021), a Green Paper listing Government proposals for constitutional reform, both documents represent the aim of Government to promote greater accountability of the government to parliament, parliament to the people, and a strong Cabinet government. It provides advance notification to Parliament and the general public of legislation the Government plans to bring before Parliament. The legislation set out in the document contains proposals for 23 Bills, and that the final programmne will not be exactly the same as the one published here. The document is divided into five chapters: Chapter 1: Why is the Government publishing a draft legislative programme?; Chapter 2: The draft programme; Chapter 3: Draft Bills; Chapter 4: Engagement with the programme; Chapter 5: Summary of the bills in the draft programme - Children in Care Bill; Child Maintenance and Other Payments Bill; Climate Change Bill; Constitutional Reform Bill; Coroners Bill; Counter Terrorism Bill; Criminal Justice and Immigration Bill; Crossrail Bill; Education and Skills Bill; Employment Simplification Bill; Energy Bill; European Communities (Finance) Bill; Health and Social Care Bill; Housing and Regeneration Bill; Human Tissues and Embryos Bill; Local Transport Bill; National Insurance Contributions Bill; Pensions Bill; Planning Reform Bill; Planning Gain Supplement Bill; Regulatory Enforcement and Sanctions Bill; Sale of Student Loans Bill; Unclaimed Assets Bill.

This Green Paper, "Preparing Britain for the Future - the Draft Legislative Programme 2008-09", sets out the proposed bills and other, non-legislative actions, organised into four themes that reflect the core direction of the Government: economic stability; making the most of your potential; personalisation and improvement of public services; handing power back to people. Heritage protection; - Making the most of your potential: 6. Education and skills; 7. Equality; 8. Welfare reform. - Personalisation and improvement of public services: 9. Policing and crime reduction; 10. Transport security; 11. Communications data; 12. Law reform, victims and witnesses; 13. Citizenship, immigration and borders; 14. Book excerpt: This report, from the Select Committee on Modernisation of the House of Commons, presents the first inquiry into the Governance of Britain, all issued as Command Papers and published in 2007: (Cm. 7170, ISBN 9780101717021; Cm. 7175, ISBN 9780101717526; Cm. 7192, ISBN 9780101719223; Cm. 7210, ISBN 9780101721028; Cm. 7231, ISBN 9780101723121; Cm. 7235, ISBN 9780101723527; Cm. 7239, ISBN 9780101723923). It considers Parliament's role in scrutinising the proposed legislative programme, including arrangements for publication and debate as well as wider consultative strategies. The Committee has set out a number of conclusions and recommendations, including: the Committee believes that the use of plain English in the Draft Legislative Programme is to be commended, and the Government should consider extending the approach to programmed Bills on a trial basis; that the Government's main non-legislative plans should be included in the Draft Legislative Programme, alongside the list of proposed bills, in order that a full programme of government is available for scrutiny; that there is a benefit to be derived from the presentation of the Government's legislative programme as a whole and that the Draft Legislative Programme should be published earlier in the year, preferably before Easter, so that select committee scrutiny and public consultation can be carried out more effectively; that the Draft Legislative Programme should be the subject of a separate debate in Parliament.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1968, this book deals with the process of public legislation in modern Britain at the time, not in terms of constitutional formulae, but by a realistic appraisal of the relationships between the political institutions and forces which gave the process its shape. It concentrates particularly on the procedures and conventions which operated at the preparatory stages of legislation, and established that legislation was almost exclusively a governmental function, Parliament playing only a minor role. It is particularly concerned to stress the extent to which consultation by the government with pressure groups was now a major feature of the legislative process, and concludes that subordinate departmental legislation, developed as a result of collaboration between pressure groups and Civil Servants, was the most characteristic and important stage of the legislative process in Britain. The book brought together the conclusions of recent scholarship in this field, and the result is a balanced perspective of an important decision-making process of British government at the time. Today it can be read in its historical context.

Book excerpt: The single theme that underlies this report on the performance of the Department for Communities and Local Government (DCLG) is: delivery. The DCLG faces unusual challenges as a result of how it is structured and its reliance on the performance of other departments, agencies, local authorities for the achievement of its goals set by the Government. Most of the money for which DCLG is responsible is spent for it by someone else - by over 450 local authorities, 47 local fire brigades, by large government agencies such as the soon-to-exist Homes and Communities Agency with a £2.2 billion budget. The challenge of delivery is examined under several headings: the capability review carried out by the Prime Minister's Delivery Unit; the ten public service agreements (focussing particularly on decent homes, fire and rescue services, race equality and community cohesion and gender equality); home information packs; FireLink and FiReControl, two major technology projects currently under way and both overdue and exceeding planned costs. On the Departmental report, the Committee welcomes the higher standard of the report, and the improvement in provision of full and clear information to Parliament and the public. A concern remains about the number of staff reporting feeling bullied, harassed or discriminated against.

Available in PDF, EPUB and Kindle. Book excerpt: The term ‘conversation’ is one of today’s jargon terms. This book explores in depth what conversation means in national terms. Its premise is that to be English is to participate in a conversation about the country’s history, politics, culture and society. The conversation changes, of course, but there is also continuity which illustrates a distinct tradition. It is a conversation, the book argues, which requires the plural notion of these Englands rather than the singularity of this England. Englishness, then, is the tone, register and idiom of it subject matters, its anxieties and certainties, differences and commonalities. The book explores the English conversation through historical, political, literary and popular voices and tries to identify the character of contemporary Englishness.

Book excerpt: Between £400 to £500 million is currently held in dormant bank and building society accounts in the UK where, for whatever reason, a financial institution has lost contact with an account holder. A large proportion of this money will never be reclaimed by its rightful owner. The Government, working with the banking industry, has therefore proposed the establishment of an unclaimed assets scheme to put these dormant accounts to productive use whilst continuing to recognise the ongoing rights of customers to reclaim their accounts at any stage. The Committee's report examines the proposed legislative framework for the scheme and its regulation, how to define and identify dormant accounts, the scope of the scheme, the proposed scheme to reunify customers with dormant accounts, a centralised national register for unclaimed assets, dormant accounts in building societies, the distribution of funds released from unclaimed assets, funding of a Social Investment Bank and local disbursement options.

In July 2007, the Governance of Britain Green Paper was published (ISBN 9780101717021) which set out the Government's vision and proposals for constitutional renewal, calling on the public, Parliament and other organisations to submit views.
