Millions of young people throughout the world face violence, sexual, physical, and emotional abuse and exploitation on a daily basis. The worldwide victimization of young people can be prevented, or, at least, its incidence can be greatly reduced, if purposeful action is taken to do so. This volume researches and documents some of the ways in which young people throughout the world are victimized, and suggests strategies for preventing various forms of child vistimization. Eight distinct forms of victimization are identified and analyzed in detail. Included are discussions on child prostitution and pornography, economic exploitation through child labor and trafficking, physical and other abuse inflicted on young people in schools and other institutions, the use of children as armed combatants, and the denial of the basic needs and rights of children to such things as home and to education. In each chapter the authors discuss the nature of the victimization, its global dimensions and prevalence, and the measures governments and/or others are taking, or failing to take, to combat the harm based on the concept that youth victimization is a form of government crime.

These data demonstrate that violence poses a high burden on global health and that violence against women and children is common and universal. Preventing Violence Against Women and Children focuses on these elements of the cycle as they relate to interrupting this transmission of violence. Intervention strategies include preventing violence before it starts as well as preventing recurrence, preventing adverse effects (such as trauma or the consequences of trauma), and preventing the spread of violence to the next generation or social level. Successful strategies consider the context of the violence, such as family, school, community, national, or regional settings, in order to determine the best programs.

However, media outlets and sociological researchers have successfully situated the problem as a primarily Asian, South American, or Eastern European concern. In the process, the exploitation of children in the United States has largely been ignored. The continued trafficking of international youth into this country, coupled with the growing rate at which American born children are targeted by interstate sex traffickers, speaks to the urgency with which the domestic exploitation of children must be addressed (Walker-Rodriguez & Hill, 2011). In fact, research suggests that an average of 250,000 American children and adolescents are at risk of commercial exploitation each year (Estes & Weiner, 2001). Further, there are indications that current data vastly underestimate the actual numbers of vulnerable and victimized youth (Chase & Statham, 2005). According to the U.S. Department of Justice (2007), no systematic efforts have been made to examine the commercial exploitation of children in this country. The low visibilities of the crime, combined with the inherent vulnerability of the victims, have facilitated the continued victimization of these children. The purpose of this book is to provide a critical analysis of the domestic, commercial exploitation of children. Book excerpt: When approached by Plenum to put together a volume of social science research on the topic of "youth and justice," I found the interdisciplinary challenge of such a project intriguing. Having spent 2 years as Director of the Law and Social Science Program at the National Science Foundation, I was well aware of the rich diversity of research that could fit within that topic. I also knew that excellent research on youth and justice was coming from different communities of researchers who often were isolated from each other in their respective disciplines as psychologists, sociologists, criminologists, or policy analysts. I saw this project as an opportunity to break down some of this isolation by introducing these researchers-and their work-to each other and to the broader community of social scientists interested in law and justice. There was another gap, or set of gaps, to be bridged as well. The juvenile justice system and the criminal justice system differ in significant ways, and the civil justice system, which is a major venue for issues of youth and justice, is yet another separate world. Few researchers are likely to know the whole picture. For example, a focus on juvenile justice often ignores the extent to which civil justice proceedings shape the lives of young people through divorce, custody, adoption, family preservation policies, and other actions (and vice versa).
