Book excerpt: Something that has been needed for decades: a leftist foreign policy with a clear moral basis Foreign policy, for leftists, used to be relatively simple. They were for the breakdown of capitalism and its replacement with a centrally planned economy. They were for the workers against the moneyed interests and for colonized peoples against imperial (Western) powers. But these easy substitutes for thought are becoming increasingly difficult. Neo-liberal capitalism is triumphant, and the workers’ movement is in radical decline. National liberation movements have produced new oppressions. A reflexive anti-imperialist politics can turn leftists into apologists for morally abhorrent groups. In Michael Walzer’s view, the left can no longer (in fact, could never) take automatic positions but must proceed from clearly articulated moral principles. In this book, adapted from essays published in Dissent, Walzer asks how leftists should think about the international scene—about humanitarian intervention and world government, about global inequality and religious extremism—in light of a coherent set of underlying political values.

This book was released on 1987-01-01 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: The great vogue of Eurocommunism came to an end with the return of the French and Italian Communist Parties to positions of opposition to authority in the late 1970's, and the electoral confirmation that Spain's Communist Party would remain small. As the vogue of communism with a human face passed. The question of American policy toward Communists became far less pressing; yet the question will almost certainly require attention in the future. This is particularly true with respect to the Italian Communist Party, which remains powerful in numbers and flexible in policy. Michael Ledeen examines Communist Party participation in Western European governments since World War II, and the ambivalent American foreign policy toward it. He concentrates on the Italian Communist Party: its history and its relations with the Soviet Union. Togliatti, Secchia, Gramsci, Nenni are identified as the major players in Italian communist and socialist politics. The author explores in depth why the United States has been reluctant to become involved in internal Italian affairs, and how this policy posture has strongly influenced in the development of communism in Western Europe. Ledeen shows that the strategies of contemporary West European Communist Parties are now roughly similar to those of the immediate post-war period. He argues that American intellectuals are as uncritical of Eurocommunism as they were after the first flush of Allied victory in World War II, that the Carter administration's foreign policy was incoherent, and that the United States needs a consistent, ideological approach to communism--one that includes the capacity for action as well as reaction. Michael Ledeen is a senior associate of the Center for Strategic and International Studies at Georgetown University, and formerly taught history at Washington University. He was the founding editor of The Washington Quarterly, and is the author of, among other works, Grave New World; The First Duce: D'Annunzio at Fiume; and editor of U.S. Defense and Foreign Policy.

Available in PDF, EPUB and Kindle. Book excerpt: This innovative pan-European history of post-war socialism challenges the East-West paradigm that still dominates accounts of post-war Europe. Jan De Graaf offers a comparative study of the ways in which the French, Italian and Polish socialist parties and the Czechoslovakian Social Democratic Party dealt with the problems of socio-economic and political reconstruction. Drawing on archival documents in seven languages, De Graaf reveals the profound divide which existed in all four countries between socialist elites and their grassroots as workers reacted hostilely to calls for industrial discipline and for further sacrifices towards the reconstruction effort. He also provides a fresh interpretation of the political weaknesses of socialist parties in post-war continental Europe by stressing the importance of political history and social structure. By placing the attitudes of the continental socialist parties in their proper socio-historical context he highlights the many similarities across and divergences within the two putative blocs.

Book excerpt: This comparative analysis of the foreign policies of European Union member states includes comprehensive coverage of the post-Maastricht period and the three newest members of the EU. In the only comparative study of its kind since 1976, the book analyzes the dual impact of the Maastricht Treaty on the European Union, and the post-Cold War environment on the foreign policy processes of the EU’s member states. The book argues for a new approach to the foreign policy analysis of EU states that recognizes the fundamental changes that membership brings after the Cold War, but also acknowledges the diverse role of policies which states seek to retain or advance as being “special.”

Book excerpt: The essays included in this volume were written for a series of seminars which took place at the Washington Center of Foreign Policy Research of the Johns Hopkins School of Advanced International Studies. Held at a time when a victory of the Left was widely expected in the legislative elections of March 12 and 19, 1978, the series reflected the Center's continuing interest in the changing international environment of American foreign policy. As it is well known, such predictions did not come to pass. Yet, these essays, revised and updated, remain eminently useful for reasons which should become all too evident in the pages that follow.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume analyses European socialist countries' strategy of engagement with the West and the European Economic Community in the long 1970s. The book focuses on a time when the socialist regimes of Central and Eastern Europe banked their hopes for prosperity and stability on enhanced relations with the West. Crossing the traditional differences among diverse fields of historiography, it assesses the complex influence of European and global processes of transformation on the socialist elites' reading of the international political and economic environment and their consequent decision-making. The volume also explores the debate in each country among and within the elites involved in policymaking as they elaborated this strategic view and coped with shortcomings and unexpected turns. A comparative analysis of national cases shows a shared logic and common patterns, together with national variations and a plurality of views on the desirability of exchanges with their capitalist neighbours and on the ways to promote them. The multinational coverage of seven countries makes this volume a starting point for anyone interested in each socialist state's foreign policy, intra-bloc relations, economic strategy, transformation and collapse, relations with the European Community and access to the EU. This book will be of much interest to students and researchers of Cold War Studies, European history, and International Relations. Available in PDF, EPUB and Kindle. Book excerpt: This book is intended as a contribution to the study of the relation of political ideas and governmental policies. It seeks to examine and evaluate the British Labour Party's early efforts to apply socialist theories to foreign policy actions. Since I have focused on these ideas and events, I have not attempted to take into account happenings on the British domestic front that, though important to the Labour Party and the trade unions, did not directly affect foreign policy. Nor are matters of imperial or Commonwealth policy considered, except as they relate to the development of socialist theories and interpretations or as they influenced Great Britain's relations with other independent states. I must express my appreciation for their assistance to Drs. Malcolm Moos, Thomas 1. Cook, and Carl B. "Swisher, under whose direction this project first began at the Johns Hopkins University; to Mrs. E. Rickman of the Labour Party's Library and to Mrs. Gladys D. Cremer of the Fabian Society, for access to various Labour and socialist ma terials; to the Rutgers University Research Council for grants in support of some of the research; and to Mrs. Edward Teifeld and Mrs. Boris Pritsky for the wearisome efforts of typing various versions of the manuscript. The responsibility for errors is, of course, mine. The book is dedicated to my wife Marilyn, who aided so greatly in its preparation, not least by a tactful and appropriate balance of patience and impatience.

Through an extensive empirical study of British and French policies towards Europe in the 1980s, he demonstrates the importance of political discourse in shaping foreign policy. The author discusses key theoretical problems within traditional belief system approaches and proposes an alternative one: political discourse analysis. The theory is illustrated through detailed analyses of British and French discourses on Europe, nation/state security and the nature of international relations.

Book excerpt: How did the early-twentieth century socialist parties of Britain, France, and Germany cooperate with each other to create a united vision on international issues? Talbot Imlay offers a new perspective on how European socialists 'practised internationalism', addressing issues such as post-war reconstruction, European integration, and decolonization.
