Book excerpt: The June 2019 OMB Circular No. A-11 provides guidance on preparing the FY 2021 Budget and instructions on budget execution. Released in June 2019, it's printed in two volumes. This is Volume I. Your budget submission to OMB should build on the President's commitment to advance the vision of a Federal Government that spends taxpayer dollars more efficiently and effectively and to provide necessary services in support of key National priorities while reducing deficits. OMB looks forward to working closely with you in the coming months to develop a budget request that supports the President's vision. Most of the changes in this update are technical revisions and clarifications, and the policy requirements are largely unchanged. The summary of changes to the Circular highlights the changes made since last year. This Circular supersedes all previous versions. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. This book was released on 2010 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: An ¿inherently governmental function¿ is one that, as a matter of law and policy, must be performed by fed. gov¿t. employees and cannot be contracted out because it is ¿intimately related to the public interest.¿ This report provides background, issues, and options for Congress on defining inherently governmental functions within the context of U.S. Dept. of Defense (DoD) operations. The report focuses upon DoD because of the specific functions that it performs; its prominent role in fed. contracting; its unique workforce, which consists of military and civilian personnel; and recent allegations that DoD, among other agencies, has improperly contracted out inherently governmental functions. Download or read book Outsourcing in the U.S. Army written by Karen Nigara and published by Universal-Publishers. This book was released on 2004-03-02 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: For my thesis I studied government A-76 studies and outsourcing in general. Specifically my goal was to determine the efficiency resulting from these often timely and intensive studies. To do this I first looked at several functional areas to include Army Depot level maintenance, Training and Professional Development, family housing or the Residential Communities Initiative, and the Logistics Civil Augmentation program. I then looked at specific installation A-76 studies for three installations, FT Belvoir, Virginia, Aberdeen Proving Grounds, Maryland, and Carlisle Barracks, Pennsylvania. My intent was to study a variety of different cases with different circumstances to include those in which the government operation presided and those in which a contract was awarded. The data gathered is actual data from public documents and numerous interviews with staff officials involved in the A-76 process. In addition I researched the congruent A-76 programs of the other Department of Defense services, the Navy, Air Force and Marines. This study is intended to serve as a comparative analysis to the U.S. Army program and provide a basis for comparison and evaluation of progress. I concluded that the in most cases, actual process of A-76 itself fostered efficiency either in the actual downsizing of government employees or in the increased efficiency of existing work forces due primarily to the detailed study of the work force and its work load. Staffs that did a good job in the A-76 study worked towards a leaner and more efficient staff focused on mission essential tasks. The end result, doing the essential elements of work required with the appropriate staff did save the government dollars with the added benefit of increased efficiency.

Book Synopsis Private Security, Public Order by : Simon Chesterman
Download or read book Private Security, Public Order written by Simon Chesterman and published by OUP Oxford. This book was released on 2009-11-05 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Private actors are increasingly taking on roles traditionally arrogated to the state. Both in the industrialized North and the developing South, functions essential to external and internal security and to the satisfaction of basic human needs are routinely contracted out to non-state agents. In the area of privatization of security functions, attention by academics and policy makers tends to focus on the activities of private military and security companies, especially in the context of armed conflicts, and their impact on human rights and post-conflict stability and reconstruction. The first edited volume emerging from New York University School of Law's Institute for International Justice project on private military and security companies, From Mercenaries to Market: The Rise and Regulation of Private Military Companies broadened this debate to situate the private military phenomenon in the context of moves towards the regulation of activities through market and non-market mechanisms. Where that first volume looked at the emerging market for use of force, this second volume looks at the transformations in the nature of state authority. Drawing on insights from work on privatization, regulation, and accountability in the emerging field of global administrative law, the book examines private military and security companies through the wider lens of private actors performing public functions. In the past two decades, the responsibilities delegated to such actors - especially but not only in the United States - have grown exponentially. The central question of this volume is whether there should be any limits on government capacity to outsource traditionally "public" functions. Can and should a government put out to private tender the fulfilment of military, intelligence, and prison services? Can and should it transfer control of utilities essential to life, such as the supply of water? This discussion incorporates numerous perspectives on regulatory and governance issues in the private provision of public functions, but focuses primarily on private actors offering services that impact the fundamental rights of the affected population.
