Book excerpt: This book is an outgrowth of a conference that analyzed transformations in farming & farm communities and discussed what might be done to achieve a more socially responsible development. It contains papers that address the pace of change in work & rural society which has proceeded so rapidly that every new development appears to be a cross-roads in which something precious is in danger of being left behind, but something valuable may be gained by taking the right route. Topics of the papers include the importance of work, the family farm, community building, knowledge & skills in the farm community, coping with the farm crisis, land reform, short line railways, farm co-operatives, agricultural chemicals & agribusiness, sustainable alternatives for agriculture, game farming, co-operative intervention in the farm machinery sector, conservation tillage, globalization & agricultural policy, agrarian radicalism on the prairies, and farm income support systems. Includes index.

Book excerpt: This dissertation begins by providing an overview of Canadian agriculture policy during the first half of the twentieth century. It examines the origins of railway transportation subsidies, farm income subsidies, and the Canadian Wheat Board (CWB), policy instruments that became structural features of the agricultural industry on the prairies. It then analyzes the structural pressures that led governments to rethink these features beginning in the 1970s, and the demographic and political context in which farmer support for collective institutions was eroded and neoliberal farm groups came to influence public policy over the decades that followed. Subsequent chapters examine the way that the federal government attempted to reform farm income subsidies in the 1990s and 2000s, in order to adhere to newly established international trade rules, and the relative success of those efforts. Two chapters are then devoted to the political struggle between the neoliberal and collectivist coalitions (farm groups, opposition parties, and governments) over the future of the CWB's single desk. The second of these chapters focuses on the final political struggle that occurred once the Harper Conservatives won a majority government in 2011, and how the single desk was finally brought to an end. Two concluding chapters then examine the new politics that has emerged around issues pertaining to food security, food safety, and environmental sustainability in Canada, how these issues affect, but often fail to intersect with, the continuing debates about the future of Canadian farming. The dissertation ends by exploring ways that prairie farmers might make connections to these issues, and with the groups working on them, in order to ensure their involvement in the future of agri-food policy in Canada.

Available in PDF, EPUB and Kindle. Book excerpt: One of several background papers commissioned by the Council for a study on the future of the prairie grain economy, this study defines the crisis in prairie agriculture and evaluates the past impact of Canadian agricultural policy. The study describes and highlights the key economic characteristics of prairie agriculture; defines the income and debt crisis facing it; explains how the boom of the 1970s contributed to the crisis of the 1980s by influencing the level of debt; reviews and documents the major agricultural programs affecting prairie agriculture and determines the impact of those programs on the crisis and the health of the agricultural industry; and suggests options to deal with both the current crisis and the future viability of the prairie agricultural sector.
