Ever since, a healthy farm economy has been seen as the key to flourishing rural communities, and the problems of rural nonfarmers, former farmers, nonfarm residents, and unfarmed regions were ignored by policymakers. In The Failure of National Rural Policy, William P. Browne blends history, politics, and economics to show that federal government emphasis on farm productivity has failed to meet broader rural needs and actually has increased rural poverty. He explains how strong public institutions, which developed agrarianism, led to narrowed concepts of the public interest. Reviewing past efforts to expand farm policy benefits to other rural residents, Browne documents the fragmentation of farm policy within the agricultural establishment as farm services grew, the evolution of political turf protection, and the resultant difficulties of rural advocacy. As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.

Book excerpt: In 1952, India launched a massive and enthusiastic effort to reach the 360 million people in its 550,000 villages with a national program of economic and social reconstruction. Known as Community Development, the program provided an innovative model of rural development for both Third World nations and the aid-giving countries of the West. Although the program achieved its goal of providing service coverage to the nation, its many implementation problems and the lack of quantifiable cost-effectiveness led critics to label it a failure and resulted in its submergence into the Ministry of Food and Agriculture in 1966. More recently, however, partly as a result of the social dislocations following the "Green Revolution," there has been renewed interest in Community Development as the Indian government searches for ways of effectively implementing a strategy of integrated rural development. It is recognized that a repeat of the CD program is not the answer; but an analysis of the program allows the identification of the elements critical to good administration--and political survival. Drawing on extensive interviews with Indian and American participants, this book critically appraises the Community Development program. Dr. Sussman examines the successful pilot project at Etawah, then documents the many problems--organizational, political, and logistical--that were encountered in the attempt to replicate it on a nationwide scale, and that eventually led to its demise. From his analysis emerges the question of what kind of government strategies can best equip rural populations to participate in development. Admitting the difficulties still to be faced, he concludes on a note of guarded optimism based on recent efforts in both India and the U.S. that combine a systems approach with the use of a range of development strategies.

Book excerpt: The rural has long been regarded as an important site of geographical inquiry even if our understanding of it has not always been treated as conceptually different from the urban. That said, rural research has pursued a number of distinct empirical agendas ranging from the operation and impacts of agribusiness, to local resistance to global food supply chains, to differing representations of the rural. In doing so, rural geographers have critically examined the relevance and significance of ideas drawn from numerous traditions including political economy, ecological modernization and cultural theory, amending them as appropriate, in their search to understand the nature and trajectory of rural areas. Up until the 1980s, attention remained largely focused upon agriculture as the primary land-use but increasingly new forms of rural consumption - housing, recreation, nature conservation - have taken centre stage as the primacy of local agricultures has been undermined by reduced state protection and 'new' rural populations which have migrated out from the city. More recently, research has been dominated by the 'cultural turn' with particular emphases upon society-nature relations, interpretations of landscape, marginalised others, and analyses of the relations between representation and practice. In the last decade, a more holistic view of the rural, bringing together different aspects of the two previous themes, has emerged through more politically-oriented studies of rural governance concerned with the functioning of interest groups, participation, protest and the allocation and management of resources. The volume is thus structured into three sections concerned with agriculture and food, the rural, and rural governance. The great majority of the selected papers combine both empirical material - often highly informative case studies - and important conceptual arguments about change in the rural condition that can be linked to ideas being employed elsewhere in Geography and the Social Sciences more generally. These critical reflections have been drawn very largely from research conducted in advanced economies which at least provide some commonality of experience allowing the transfer of ideas between what otherwise might be seen as very differing geographical contexts.
