Many resource-rich countries have arguably been plagued by aspects of what scholars call 'the resource curse'. Overcoming 'the curse' has thus occupied center stage in studies about extractive resource governance. The Extractive Industries Transparency Initiative (EITI) has been promoted as having the potential to overcome some aspects of the resource curse especially the 'rentier politics'. Several countries have adopted and domesticated the initiative. However, studies on transparency present contradictory findings about the usefulness of the initiative. This paper examines Tanzania's adoption and implementation of transparency in extractive sector governance. The paper examined Tanzania's EITI implementation process, its reconciliation reports and how these reports are used by the parliament, media and civil society to push for governance improvements in the sector. The review of these key documents found that adoption and implementation of the EITI has improved the extractive sector governance by making it more transparent and accountable.

Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

Book excerpt: "The reality that abundant natural resources do not automatically translate into benefi ts to economies and citizens of countries where natural resources are mined has been recently appreciated by countries across the globe. To redress the situation, most resource-rich countries have embraced resource-nationalist legal frameworks to enhance the maximization of public economic rents and strategic public ownership and facilitate developmental spill overs to local economies. The need to increase local participation in the extractive sector has promulgated local content (LC) policies in most resource-rich countries, including Tanzania. LC policies aim to regulate the extractive industry to provide greater ownership to the state and local firms through local fi rms accessing various value chains and capturing more signifi cant economic rents. Chief among others, one way to maximize local take is through increasing local participation in acquiring employment, training, having domestic beneficiation and obtaining contracts to supply goods and services to the sector. Since, LC policies are necessary but not guaranteed success, Policy Forum commissioned this study to explore the management of local content policies in the extractive sector with a view to examining whether it is delivering as expected. In that case, Shinyanga and Geita regions were sampled for analysis concerning the mining sector. On the other hand, unlike the mining sector, the oil and gas subsector has not been fully developed. The Dar Es Salaam region has thus been sampled as it is the headquarters the of Oil and Gas company responsible for the East Africa Crude Oil Pipeline (HoimaTanga pipeline) and many other prospective contractors." --Page iv.
