Treaties which are expressions of more than two Governments, as the North Sea and the Hague Conventions, are to be found at the beginning of Part II, in the section termed Polynational. In many of the documents the words indicating the extent of the territorial sea have been printed editorially in italics to assist the eye. Owing to the limited time available for collecting documents, a number of them are entered only by captions and reference to the authors citing them. Also, a few documents, which were located too late to be inserted in their proper places in the body of the text, have been appended as supplementary documents.
