Book excerpt: This volume is based on the presentations and deliberations of an Advanced Research Workshop (ARW) "Caspian Sea: A Quest for Environmental Security" that was held on March 15-19, 1999, in Venice (Italy). The Workshop was sponsored by the NATO's Division for Scientific and Environmental Affairs, with additional support provided by the Trust for Mutual Understanding (USA). It was organized by Duke University's Center for International Development Research with the guidance of the International Committee of scientists from Russia, United States. Georgia and Italy and organizational assistance rendered by Venice International University. The Caspian Sea region is of profound importance from the perspective of global and regional environmental security. New geopolitical and economic circumstances have created a mixture of competition. reluctant collaboration, and legal, political, economic and ideological wrangling. There is an intense debate over how the Caspian and its resources should be divided among littoral states and how these resources are to be developed. While most littoral states and the international companies strive to develop the area's immense hydrocarbon potential, it is clear that the Caspian's unique and fragile ecosystem is at risk.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the legal and economic situation concerning the removal and allocation of natural resources in the Caspian Sea – the largest enclosed body of salt water in the world, which not only constitutes a fragile ecosystem with tremendous fishery resources, but is also rich in oil and gas deposits. After more than 20 years of negotiations, the five littoral states signed the Convention on the Legal Status of the Caspian Sea in August 2018. This book investigates whether this long-awaited agreement may pave a way forward for the sustainable and peaceful development of the Caspian region. The newly introduced regulations on the delimitation of the boundaries, on the Caspian Sea’s natural resources (especially its fossil fuels) and on the transport of goods by shipping and submarine pipelines, are of utmost importance for the successful participation of the Caspian states in global markets. In addition to a detailed analysis of the Convention, the book offers an up-to-date and comprehensive overview of the historical background and current status of issues that are of critical importance for the region’s development and security.

Book excerpt: "This volume is a collection of papers presented at a conference sponsored by the Emirates Center for Strategic Studies and Research (ECSSR) entitled 'Caspian Energy Resources: Implications for the Arab Gulf', held in Abu Dhabi, October 25-26, 1998. The Arab Gulf is currently the predominant oil exporting region in the world. How far does the energy resource potential of the Caspian basin represent a major challenge to the supremacy of the Arab Gulf? In the course of this volume, the authors explore the various dimensions of Caspian energy, ranging from contentious pipeline issues to the impact of Caspian oil on Gulf producers, OPEC member states and global markets. A discourse on the attraction of Caspian oil reserves underlines the rationale for massive foreign investment flooding the region. The aforementioned issues are studied from the perspectives of the major players and in the context of regional politics and the complex legal environment. Although the future impact of Caspian energy is yet to be determined, this volume offers valuable insight and comprehensive analysis on the major determinants affecting this strategically significant oil-rich region."--

Book excerpt: The analysis of geopolitics and energy security policies in the Caspian region is a challenging research task. This is because of the specific development of international relations in this region and the evolution of its importance in the context of the functioning of the global energy market. Due to its special geopolitical location in central Eurasia and at the junction at the world’s largest trading routes, the region is gaining in importance, both politically and economically in contemporary international relations, and becoming a place where actors involved satisfy the need for energy security.

Book excerpt: On behalf of the Russian Federation Committee on Water Economy, I would like to welcome the participants of the NATO-sponsored Workshop on the Problems of the Caspian Sea and the Circum-Caspian States. The world's largest intercontinental sea/lake is well known for its wealth mineral and fuel resources and sturgeon stocks' the products of which (oil and caviar) are in constant demand on the world market. During the last half-century the Caspian Sea has been the focus of the scientific community concerned with its level fluctuations. We were, and still are, solving a two-faceted issue: to rescue the Caspian Sea and to rescue the population from the Caspian Sea. To rescue the Caspian Sea is to address a broad spectrum of environmental issues related primarily to water pollution by waste water and petroleum products. To rescue the population from the Caspian Sea means that an almost 2.5 m sea level rise in the last two decades has resulted in flooding of vast coastal areas deteriorating economic and social spheres of activity. Solutions to these issues are linked to the numerous mysterious aspects of recent Caspian Sea behavior. Regrettably, the collapse of the USSR has led to a decline of marine observations and control over the use of marine resources in the region. Coordinated international action on the protection of living marine resources have terminated, generating disastrous consequences.

Book excerpt: The systematic description of the knowledge accumulated on the physical oceanography, marine chemistry and pollution, and marine biology of the Caspian Sea forms the basis of this book. It presents the principal characteristic features of the environmental conditions of the sea and their changes in the second half of the 20th century. At present, the principal problems of the Caspian Sea are related to the interannual sea level changes and their forecast and to the estimation of the intensity of the chemical pollution of the sea and its impact upon the biota. Special attention is paid to socio-economic, legal, and political issues in the Caspian Sea region. This publication is based on numerous observational data collected by the authors of the chapters during sea expeditions, on the archive data of several Russian oceanographic institutions, as well as on the broad scientific literature mainly published in Russian editions. This book is addressed to the specialists concerned with research in various fields of physical oceanography, marine chemistry, pollution studies, and biology; solving a wide scope of problems from the regional climate to the mesoscale processes; and using a variety of methods from remote sensing of the seas to numerical and laboratory modeling.

Book excerpt: Originally published in Russian, this book is the first major Russian treatise on the international law of the sea in the post-Soviet era. The book covers the legal status and legal regime of the sea expanses and follows their classification in the 1982 United Nations Convention. In addition, a separate section is devoted to the legal status of the Caspian Sea. The author analyzes in-depth the international legal norms regulating the preservation of the marine environment and concludes that a system of international cooperation is essential both in the sphere of navigation and economic exploitation of oceanic resources. Extensive attention is given to Russian practice. As Russia plays a central and influential role in world maritime policy, a book that specifically deals with Russian approaches in this field cannot fail to be of importance to anyone interested in the law of the sea.

It examines the changes that are taking place beyond the dissolution of the Soviet Union, independence, and the energy and security parameters in the Eurasian region. Eurasia, with its various historical, geographic, economic and socio-political characteristics, its energy resources, transportation routes, and unsolved conflicts, is a region undergoing dramatic and complex change. The book also analyses the background of the desecuritization and integration of the region, exploring the geographical, economic and socio-political characteristics of the region and the nature of the involvement of both regional and external powers. It explains NATO involvement in the region based on an analytical “Great Transformation” framework.
