Book excerpt: The goal of the study was to explore the experiences of youths who have aged out of non-kinship foster care in the Tshwane Metro, Gauteng Province. A qualitative approach was adopted with the instrumental case study as the most suitable qualitative research design for this study. Semi-structured interviews were used to collect data from 12 selected youths from Atteridgeville, Sunnyside, Eesterust and Mamelodi West Child Welfare offices with the aid of an interview schedule. Most of the youths in the study had exited foster care because of the regulated age limit that can only be extended to 21 on conditions stipulated in section 180 of the Children"Y♯8s Act 38 of 2005. The participants highlighted their experiences while they were living with foster families and mostly appreciated the fact that their foster parents provided them with an opportunity to belong to a family. However, the study revealed that many participants exited foster care abruptly with no financial, adult or any other support required to transition successfully to adulthood. The participants did not receive any preparatory services from social workers for their transition to adulthood. The findings also revealed that most of the youths faced social challenges, behavioural and psychological challenges, unemployment, financial instability, poor educational or vocational opportunities and lack of safe and affordable housing. Based on the findings, it can be concluded that the legislation and policies that regulate the placement of children in foster care have not considered fully the developmental needs of children and youth who are transitioning out of care. The age limit of foster care prevents many youths who are going through the transitional period from completing their secondary education and training as required, as most of them continue with secondary education beyond the age of 21. Inadequate support and lack of transitional preparatory programmes for youth who are ageing out of foster care have a tremendous impact on young people"Y♯8s transition to adult life, as they are left to face adversity on their own. As a result of various challenges that youths who have aged out of foster care experience after they exit the system, it is recommended that the Department of Social Development should ensure the implementation of preparatory programmes to be rendered by all child protection organisations and government social workers, designed for youth who are ageing out of the foster care system. This will ensure that social workers carry out their role of guaranteeing that all young people who are ageing out of foster care are provided with relevant skills and capacity as they transition to adulthood. Furthermore, such programmes could enhance the lives of many youths after they have exited the system, since they will be empowered with valuable skills and knowledge to face life after foster care

This study utilized grounded theory to analyze data gathered from participant interviews. Findings revealed that all the participants experienced racial discrimination while in foster care, participants identified extended foster care programs and social supports as most helpful for a successful transition and reported still having unmet needs after aging out despite the resources they received. Prior to termination, they are provided with a montage of independent living services aimed at teaching self-sufficiency skills. Nevertheless, many of these youth find themselves alone without the necessary aptitude, resources, and support needed to assume the intimidating responsibilities of adulthood. Although the literature regarding emancipated youth and their outcomes is extensive, there has been minimal research conducted on the unique experiences of Black youth as well as the factors that contribute to their success or failure in their transition to independence. Further, the information regarding their outcomes has been garnered from foster parents, case managers, attorneys, and family members, while failing to incorporate the voices of the youth who are best able to articulate the obstacles they encounter. This qualitative study examines the lives and experiences of eight black former foster youth. Audiotaped semi-structured interviews were conducted for the study. Data analysis took place throughout the data collection process. Their distinctive experiences, from their early childhood experiences that lead to placement in foster care, as well as their emancipation from care and subsequent road to independence are chronicled through their voices. Findings uncovered four themes: 1) child maltreatment, 2) unresolved trauma, 3) need for a sense of belonging, and 4) lack of preparation for adulthood. These themes represent the stumbling blocks of the participants’ past that continue to influence their life paths. This study enhances our understanding of the experiences of black aged out foster youth and the many challenges they face on their road to adulthood. Their individual stories raise poignant questions about the impact and efficacy of the foster care system on the lives of our most vulnerable youth.

However, for transition-aged foster youth, these supports may not be available or may look different than supports available to youth in the general population. Relationships with supportive adults have been found to help former foster youth transition to adulthood, but little is known about the adults youth have in their network. Foster youth who report increased levels of social capital have been shown to experience higher levels of success in young adulthood. However, as former foster youth transition to adulthood, a lack of in-depth understanding of supportive adults and social networks creates difficulties identifying--and addressing--potential gaps in their social network. This study aims to gain a better understanding of how social networks influence social support and access to and mobilization of social capital as youth leave the foster care system. A social network assessment based on two existing measures was created to attain a better understanding of the social networks of transition-aged foster youth. The new social network tool was piloted with a group of young adults prior to use in this study. This social network tool allowed for an in-depth understanding of social networks, social support, and social capital as three distinct constructs. The social network characteristics included: on whom the youth relies for support, how the relationship developed, and the closeness of the relationship. Social support included: questions on the type of support available to youth (resources, emotional, advice, or constructive criticism), as well as the social support domains (housing, education, employment, relationships, and transportation). Social capital was examined based on questions about network members' occupation(s) and frequency of communication between the youth and each network member. Univariate, Bivariate, and Multivariate analyses were utilized to examine social network characteristics, foster care history, social support, and social capital. The mean network size of sample participants was 7.1 and the range was 0--36. A relationship between placement type and social network members was found; indicating that youth in congregate care were more likely to have formal (social service related) networks than youth not in congregate care. A relationship between having more informal network members and housing stability was found; indicating that different network members may help youth with different young adult outcomes. A relationship between both access to, and mobilization of, social capital was found based on the type of social network members (formal, informal, familial-biological, familial-foster). Based on the findings of the current study, research and practice implications are discussed. These include the utility of social network analysis with transition-aged foster youth, future lines of inquiry, and suggested practice/policy shifts.

Book excerpt: Close to 20,000 youth age out of foster care into early adulthood every year, hard pressed to achieve independence at an accelerated pace. Most current state policies require youth to leave foster care between ages 18 to 21, leading to considerably more compressed transition periods than what is typically found among the general population. Though not true of all youth who age out of care, low levels of educational attainment, great economic and housing instability, and generally poor adjustment is well documented among former foster youth in adulthood. In response, legislative efforts have targeted the needs of older youth in foster care for over three decades, primarily focused on teaching youth practical skills for independent living. However, the efficacy of existing independent living skills programs is unclear, resulting in a lack of clarity regarding "what works" in supporting youth during their transition to adulthood. "Soft" resources and skills, such as adult identity and level of personal agency, are also often missing from living skills programs and may be just as important in facilitating stable transitions and nurturing readiness to take on the challenges of adulthood. This study investigated transitions to adulthood among youth who aged out of foster care in California. The study sought to move beyond previous research by exploring the utility of a theoretical framework, Côté's identity capital model, for explaining differential pathways to adulthood among youth aging out of care. The first study question examined housing pathways taken by youth after aging out of care, following commonly used models in demographic analyses of pathways in transitions to adulthood. The three remaining research questions focused more specifically on the identity capital model, and explored constructs of adult identity and agency in relation to youth functioning after exiting the foster care system. Similar to patterns found among youth in the general population, more than a few youth in the study sample relied on supportive relatives or non-related adults for housing during their transition to adulthood. Many youth in the sample also lived in their own place, and in fact, this was the most common housing status observed among the study sample, by far. Furthermore, very few youth left and returned to a relative home or transitional housing, suggesting youth accessed these housing safety nets on a limited basis. Cronbach's alpha estimates and confirmatory factor analyses (CFA) indicated that previously validated scales used to measure adult identity and agency had low reliability and validity in use with the current study sample. Similarly, CFA goodness-of-fit tests indicated a poor fit of model constructs and indicators to data of the current study sample.

The purpose of this qualitative study was to explore the experiences of African Americans who aged out of the foster care system, and to describe the factors contributing to their decision to attend school and the strategies they used towards progression in school. The goal of the study was to gain an understanding of African American youths who aged out of care from a cultural viewpoint. Data were collected through in-depth interviews of 10 participants. The findings showed that participants wanted to attend a postsecondary institution to achieve academic success with the certainty that it would lead to broader successes in life. The desire to be successful was motivated by their past misfortunes before and during their time in foster care; experiencing these misfortunes influenced their desire to improve their circumstances through further education. The participants were also inspired by social and community supports that assisted them in matriculating in school. The strategies they employed were inspired by the lack of constant supports and the availability of resources upon aging out of care. The implications of these findings are important to social work practice on the micro and macro levels. On the micro level, they support an informative strengths-based practice with an empowerment emphasis, which involves culturally sensitive practices that are vital for providing services to African Americans aging out of foster care. Forming supportive networks among these African American youths is also essential for their success. On the macro level, consideration of culturally sensitive programs and practices defined in child welfare polices related to youths aging out of foster care is imperative for effective practice and successful outcomes. Social workers need to advocate with consideration of the unique societal challenges facing African Americans aging out of foster care. -- Abstract.

Some children return to their families of origin; however, some children remain in the foster care system until they reach age 18 or 21 and must leave, which is called “emancipation” or “aging out” (U.S. Department of Health and Human Services, 2012). Transitioning foster youth are at risk for many negative consequences including poverty and homelessness. These negative consequences are associated with significant health implications, such as mental health problems and risky sexual behaviors. The transitioning youth face an increased risk of these negative consequences and health implications as compared to their peers in the general population (Ahrens et al. 2010; Courtney et al., 2007, 2010, 2005; Pecora et al., 2005). The purpose of this study is to examine the lived experience of transitioning from the foster care system to adulthood. The study was guided by Merleau-Ponty’s philosophical stance and the research guidelines by Thomas and Pollio (2002). Participants were recruited from a transitional living program in a large, southern city by distributing flyer information and attending a peer-to-peer meeting. The sample included nine African American participants ranging from 18 to 23 years of age. An unstructured format was used asking participants to share their experience of transitioning from the foster care system to adulthood. Data analysis included an initial reading for meaning units, reading each interview for an overall sense of the experience, clustering meaning units into themes, and the development of a thematic structure. The thematic structure of the phenomenon of transitioning from the foster care system to adulthood included three themes: (a) I am nothing; (b) I am something; and (c) “make it back to shore.” Recommendations for the foster care system, nurses, and policy makers are included.
