Book excerpt: This unique book brings a fresh interdisciplinary approach to the analysis of ancient Chinese history, creating a historical model for the emergence of cultural mainstays by applying recent dramatic findings in the fields of neuroscience and cultural evolution. The centrality in Chinese culture of a deep reverence for the lives of preceding generations, filial piety, is conventionally attributed to Confucius (551-479 B.C.), who viewed hierarchical family relations as foundational for social order. Here, Porter argues that Confucian conceptions of filiality themselves evolved from a systemized set of behaviors and thoughts, a mental structure, which descended from a specific Neolithic mindset, and that this psychological structure was contoured by particular emotional conditions experienced by China’s earliest farmers. Using case study analysis from Neolithic sky observers to the dynastic cultures of the Shang and Western Zhou, the book shows how filial piety evolved as a structure of feeling, a legacy of a cultural predisposition toward particular moods and emotions that were inherited from the ancestral past. R. Kent Guy’s comprehensive study of this shift concentrates on the governorship system during the reigns of the Shunzhi, Kangxi, Yongzheng, and Qianlong emperors, who ruled China from 1644 to 1796. In the preceding Ming dynasty (1368–1644), the responsibilities of provincial officials were ill-defined and often shifting; Qing governors, in contrast, were influential members of a formal administrative hierarchy and enjoyed the support of the central government, including access to resources. These increasingly powerful officials extended the court’s influence into even the most distant territories of the Qing empire. Both masters of the routine processes of administration and troubleshooters for the central government, Qing governors were economic and political administrators who played crucial roles in the management of a larger and more complex empire than the Chinese had ever known. Administrative concerns varied from region to region: Henan was dominated by the great Yellow River, which flowed through the province; the Shandong governor dealt with the exchange of goods, ideas, and officials along the Grand Canal; in Zhili, relations between civilians and bannermen in the strategically significant coastal plain were key; and in northwestern Shanxi, governors dealt with border issues. In this revisionist study, Joshua Eisenman marshals previously inaccessible data to overturn this narrative, showing that the commune modernized agriculture, increased productivity, and spurred an agricultural green revolution that laid the foundation for China’s future rapid growth. Red China’s Green Revolution tells the story of the commune’s origins, evolution, and downfall, demonstrating its role in China’s economic ascendance. After 1970, the commune emerged as a hybrid institution, including both collective and private elements, with a high degree of local control over economic decision but almost no say over political ones. It had an integrated agricultural research and extension system that promoted agricultural modernization and collectively owned local enterprises and small factories that spread rural industrialization. The commune transmitted Mao’s collectivist ideology and enforced collective isolation so it could overwork and underpay its households. Eisenman argues that the commune was eliminated not because it was unproductive, but because it was politically undesirable: it was the post-Mao leadership led by Deng Xiaoping—not rural residents—who chose to abandon the commune in order to consolidate their control over China. Based on detailed and systematic national, provincial, and county-level data, as well as interviews with agricultural experts and former commune members, Red China’s Green Revolution is a comprehensive historical and social scientific analysis that fundamentally challenges our understanding of recent Chinese economic history.

Yet the quality of governance and regime legitimacy are enhanced when the state adopts more inclusive modes of engagement with society. How can the assertion of political power be reconciled with responsiveness to societal demands? This dilemma lies at the core of evolutionary governance under authoritarianism in China. Based on a dynamic typology of state-society relations, this volume adopts an evolutionary framework to examine how the Chinese state relates with non-state actors across several fields of governance: community, environment and public health, economy and labor, and society and religion. Drawing on original fieldwork, the authors identify areas in which state-society interactions have shifted over time, ranging from more constructive engagement to protracted conflict.
